Background Summary:
This year, $10,645.00 has been made available for the City of Ocoee Police Department through the Edward
Byrne Memorial Justice Assistance Grant (JAG). The Byrne Memorial Justice Assistance Grant (JAG) Formula
Program Committee wishes to submit the attached 51% Letter to the Office of Criminal Justice Grants in
Tallahassee. This letter lists the various programs for which the participating law enforcement agencies in Orange
County plan to spend the $342,874.00 allocated to them. The letter and accompanying grant application must be
signed by the Mayor. If approved, the City of Ocoee will receive $10,645.00 to purchase mobile rapid ID
fingerprint technology. Oftentimes, people who do not wish to reveal their true identities to law enforcement
officers will give false names and claim not to have identification on their persons. Gains in technology have
allowed law enforcement officers to identify people who have fingerprints on file by means of electronic mobile
rapid ID fingerprint scanners. By scanning a fingerprint and wirelessly transmitting that print to be checked
against electronic databases, officers can learn the identity of people in seconds, as opposed to the hours or days
of older models. The City of Ocoee Police Department has purchased, tested, and evaluated Mobile Wireless
Fingerprint Scanners. These mobile rapid ID fingerprint scanners enable officers on the street to quickly identify
individuals by cross matching their fingerprints against the FDLE database. The agency would like to purchase
five (5) mobile rapid ID scanners, related software, warranty, and maintenance contracts with the money from the
grant.
Issue:
Should the Honorable Mayor and Board of City Commissioners approve the amended grant application, sign the

Recommendations
It is recommended that the Honorable Mayor and Board of City Commissioners approve the amended grant
application, sign the 51 % Letter, and sign the Certificate of Acceptance of Subgrant Award 2015- JAGC -ORAN-
7 -R3 -206 allowing the Police Department to apply for $10,645.00 that has been made available for the Ocoee

The Florida Department of Law Enforcement is pleased to award an Edward Byrne Memorial Justice Assistance
Grant to your unit of government in the amount of $ 10,645,00 for the project entitled, OCOEE POLICE
DEPARTMENT MOBILE RAPID ID SCANNER PROGRAM. These funds shall be utilized for the purpose of reducing
crime and improving public safety. A copy of the approved subgrant application with the referenced contract number
is enclosed for your file. All correspondence with the Department should always refer to the project number and title.
As you may be aware, information from subgrants and performance reports are currently provided to the Department
of Justice under the Performance Measurement Tool (PMT) and Federal Funding Accountability and Transparency
Act (FFATA) to meet current federal transparency requirements. Contract and grant information is also provided to
the State of Florida Department of Financial Services via the Florida Accountability Contract Tracking System
(FACTS). This grant contract and all subsequent correlating information including general contract, performance,
amendment/modification information and a copy of the grant document is provided to FACTS to meet requirements
under Chapter 2013 -54 and 2013 -154 Laws of Florida for transparency in government spending. If this grant
agreement contains confidential or exempt information not subject to disclosure under public records law, Chapter
119, F.S., (such as disclosure of equipment for certain undercover operations that may result in sensitive information
on grant documents) please contact the Office of Criminal Justice Grants for information on requesting exemption
from public records disclosure.
Please complete and return the enclosed Certification of Acceptance to the Office of Criminal Justice Grants within 30
calendar days from the date of award. This certificate constitutes official acceptance of the award and must be
received by the Department prior to reimbursement of any project expenditures.
Some costs require prior written approval from OCJG and/or the Department of Justice before beginning project
activities including: a sole source procurement in excess of $150,000; compensation for consultant services for rates
in excess of $650 1day ($81.25 per hour); publication plans; ano purchase of automated data processing (ADP)
equipment and software. A written request for approval is required if they are applicable to your project. You may also
see a correlating special condition on your grant award in the Subgrant Information Management ON -Line (SIMON)
system.

The Ocoee Police Department is always striving to enhance their efforts of making officers and
the community safer. One such tool that can help with this is an item that has proven to rapidly
identify a suspect and therefore expedite the arrest or even identify an innocent individual, is the
Mobile Rapid ID Scanner. Oftentimes, people (such as sex offenders, wanted persons, gang
members, people who are the subject of protective or restraining orders, and violent offenders)
who do not wish to reveal their true identities to law enforcement officers will give false names and
claim not to have identification on their person. If this equipment is not obtained it allows the
aforementioned persons to go unidentified potentially placing the officer and community at risk. It
also causes the officer to spend more time trying to identify the suspect instead of being available
for other calls for service.
Project Summary (Scope of Work)
Gains in technology have allowed law enforcement officers to identify people who have
fingerprints on file by means of electronic mobile rapid ID scanners. The Ocoee Police
Department would like.to purchase 5 Mobile Rapid ID Scanners and issue them to officers
assigned to the Patrol Division. By scanning a fingerprint and wirelessly transmitting that print to
be checked against electronic databases (FDLE database and /or FBI Repository for Individuals of
Special Concern (RISC) system), officers can learn the identity of people in seconds, as opposed
to the hours or days of older methods. These devices allow officers on the street to quickly
identify individuals by cross matching their fingerprints against the FDLE database and /or FBI
Repository for Individuals of Special Concern (RISC) system. This will allow our agency to
enhance personal and public safety through immediate identity verification in the field. The Mobile
Rapid ID Scanners allows officers to decrease time obtaining information, while increasing time
spent on other calls for service. The quicker an officer can identify a suspect, the safer they can
make an arrest or let an innocent person go. These mobile devices are housed in rugged
hardware and can go virtually anywhere to provide instant, on the spot verification.
The Mobile Rapid ID Scanner's software provides a history of use which produces how many
times the device was used and how many hits and non -hits were made. It is understood that
FDLE can provide documentation of how many scans were completed, which scanner was used,
and how many hits and non -hits were made. Our agency will partner with FDLE to obtain these
results on a monthly basis. This information will be used in our quarterly reporting on the grant.
This project requests federal grant funding for a law enforcement or criminal justice technology
related project and may be subject to review and approval by the State Information Technology
(IT) Point of Contact. By utilizing funds for this project, the subrecipient and implementing agency
agree to conform to all state and national standards for technology and information sharing
systems that connect to, and /or interface with state and national systems, and /or reside on the
state Criminal Justice

This equipment will be purchased for approximately $13,184.78.
The City of Ocoee will pay any amount over the awarded grant allocation. The agency will follow
City of Ocoee purchasing procedures, as outlined in City policy, to purchase the Mobile Rapid ID
Scanners by either sole sourcing or obtaining 3 bids.
Tied to the payment of these scanners will be purchase orders and cancelled checks.
