Background Summary: The Ocoee Fire Department has been using Scott Air Packs for the last 11 years without any complaints or problems. These current Air Packs are reaching the end of their life cycle and new editions of NFPA 1981/1982 standards have made these packs obsolete. The Ocoee Fire Department is seeking the approval of the commission to move forward in the acquisition of new Scott X3 Air Packs to replace our current Scott Air Packs in an effort to upgrade to the current edition of NFPA standards and provide additional firefighter safety. Our neighboring fire departments, Winter Garden and Orange County, are also moving toward replacing their current Air Packs with the same Scott Air Pack, so by also making the change to these Air Packs will provide all three departments with uniformity in Air Pack operations and aid in training and /or emergency operations. Issue: The Scott Air Packs currently in use for the Ocoee Fire Department are over 11 years old and are quickly approaching the end of their life cycle. This, along with these air packs not meeting the latest NFPA 1981/1982 compliancy, has led to the need to purchase new replacement air packs. Recommendations Staff recommends the approval of the Commission to purchase the new Scott Air Packs as a single /preferred source for these packs and to waive the bidding requirements, in order to ensure the Ocoee Fire Department continues to meet the latest edition of NFPA standards and provide additional firefighter safety. It is also Staff recommendation to add this purchase to the combined City equipment lease purchase financing, to realize the interest rate savings, once the lease documents have been finalized. Attachments: Attached is a copy of the Scott X3 Air Pack submittal data, along with information pertaining to the 2013 edition of NFPA standards 1981/1982 for air pack compliance. Also attached is our pricing quotation and breakdown of the 4 -year financial impact. Financial Impact: Financial impact is based upon a 4 -year lease option. Requirements cover certification, labeling, design requirements, performance requirements, and test methods and apply to all open- circuit SCBA and combination SCBA /SARs used during fire fighting, rescue, hazardous materials, terrorist incidents, and similar operations where responders may encounter confined spaces, atmospheres that are unknown, atmospheres that are or could become Immediate Dangerous to Life and Health (IDLH), or atmospheres that are or could become oxygen deficient. What does NFPA 1982 address? Provisions cover design, performance, testing, and certification of PASS that monitor an emergency responder's motion and automatically emit an audible signal to summon aid in the event the user becomes incapacitated or needs assistance. In addition to addressing corrosion, heat, flame, impact, and vibration resistance specific topics include criteria for mode selection and motion sensing, radio system tests, and signal frequency tests.
