The subject site is approximately 5.98 acres in size of which the school is proposed on 3.98 acres. The subject site is currently undeveloped. The subject site is comprised by two (2) parcels identified as Parcel ID numbers 16- 22- 28 -4761- 00 -050 & 16- 22 -28- 4763 -00 -020. The table below references the future land uses, jurisdiction, existing land uses and zoning classifications of the surrounding parcels. The parcel is located on the west end of the commercial plaza. Lake Olympia Square is a seven (7) lot commercial subdivision approved for construction in 1994 with Phase 2 being approved in 1996. The proposed Kids Community College Charter School received Special Exception approval on October 7, 2014. The proposed Kids Community College consists of a two story, 31,055± sq. ft. PreK -5` grade charter school. The campus will consist of a single school building with associated playground, basketball court, and a 100x200 activity field. The recreation fields will not be lighted. Stormwater retention will be located on the property. Access to the site will be provided via the right in /out located on Silver Star Road. The applicant is maintaining two (2) commercial out parcels along Silver Star Road. The subject site does not contain environmental areas such as wetlands or 100 year flood plain. Also, the site does not contain any of the Wekiva Study Area environmental indicators such as "A" soils, karst features or sensitive habitat. Issue: Should the Honorable Mayor and City Commission approve the Preliminary /Final Site Plan for Kids Community College, a 350 student PreK -5 grade charter school? Development Review Committee Recommendation: The Development Review Committee (DRC) met on December 2, 2014, and reviewed the Preliminary /Final Site plan. Discussion related to fencing and fire hydrant locations. After deliberations, the DRC voted unanimously to recommend approval of the Preliminary/Final Site Plan. Plannina & Zonina Commission Recommendation: The Planning and Zoning Commission reviewed the proposed Preliminary /Final Subdivision Plan for Kids Community College on December 9, 2014. City Staff presented a brief summary and overview of the requested Preliminary/Final Site Plan. City Staff and the applicant /developer answered several questions regarding the use and development proposal. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the Preliminary/Final Site Plan, subject to resolving any remaining staff comments. Recommendations Based on the recommendation of the DRC and Planning & Zoning Commission, Staff recommends that the Honorable Mayor and City Commission approve the Preliminary /Final Site Plan for Kids Community College, subject to resolution of the remaining attached staff comments.
