Subject: Grit Turntable 2 Equipment Replacement Wastewater Treatment Plant (WWTP)
Background Summary:
The City of Ocoee's wastewater treatment plant utilizes duplicate grit removal units; for the pre- treatment
process (turn table and pumps). This equipment's function removes materials such as rocks, sand, and debris
from the treatment process and is not biodegradable. Left in the incoming wastewater stream the material will
cause damage to other equipment, derogates the treatment process and settles downstream requiring cleaning
and treatment down time.
Grit table #2 (Smith and Loveless Pista Grit) was part of the treatment plant's original specific equipment and
has been in continuous service for more than 15 years. The V VVTP's pre- treatment is specifically designed and
constructed around the Smith and Loveless Pista Grit removal system. Due to age, wear, and tear this unit has
passed its normal life expectancy and needs to be replaced. Replacing this unit with any other grit removal
system would require lengthy downtime, expensive redesign and structural modifications to the headwork's of
the VVWTP.
Sanders & Company is the "single source" distributor for Smith and Loveless Pista Grit equipment in the South
East region of the US. Sanders and Company is the only supplier of the equipment, thus the City has obtained
a proposal from Filter One Co. to install the grit pump. Filter One recently was award the contract to supply and
installed the fine screen pre- treatment removal equipment that is also located in the pre- treatment headwork
area. Thus, staff obtained a proposal for Filter One to install the grit removal unit when installing the fine screen
equipment, which shall limit contractor's mobilization, and length one of the duplicate grit and fines treatment
line is off -line.
Issue:
Should the City Commission approve staff's recommendation to procure a Smith and Loveless Pista Grit from
Sanders Company and cause Filter One Co. to install the grit equipment?
Recommendations
Approve City Manager procurement of the Smith and Loveless Pista Grit from Sanders and Company as the
single source vendor in amount of $26,836.00 and authorize City Manager to contract with Filter One Co. to
install the grit equipment for $14,978.00 for a total replacement expense $41,814.00.

Financial Impact:
Utilities Wastewater Treatment Facilities 10 Year Maintenance Program budgeted for fiscal year 2014/2015
included $42,000.00 for replacement parts and labor of Grit Turntable 2 equipment (R &R_407- 535 -00- 6302).
Awarding this equipment purchase at a cost of $26,836.00 and awarding the installation for the price of
$14,978.00 for a total project amount of $41, 814.00.

PRICE (includes freight): $26,836
SHIPMENT: Estimated at 10 - 12 weeks from approved submittals, if submittals are required.
FUEL SURCHARGE: Any fuel surcharge assessed to Smith & Loveless, Inc. shall be passed on at cost to customer. This fuel
surcharge was not included in our quote and will be in addition to the contract amount.
INSTALLATION: Smith & Loveless is supplying the aforementioned items. Owner is responsible for installation, including all
inspections and /or code compliance of the installation.
DELIVERY: Shipment Upon Receipt of an approved PO or sales agreement
FREIGHT: F.O.B. Origin.
PAYMENT: All purchase orders must be made out to Smith & Loveless, Inc.
Any retrofit buy /resale orders must be pre- authorized by Smith & Loveless' After Market Div.
Payment is 100% prior to shipment via chec, OR, with continuing credit approval, 100% the earlier of net
30 days from date of shipment or at time of start up (if S &L start up is included in our quote).
TERMS: Smith & Loveless' quotation and standard terms and conditions applies to this order and no terms set forth in buyers
purchase order, acknowledgment letter or verbal communication shall control unless approved in writing by the S &L
Contract Department. In the event of any inconsistency between S &L's terms and conditions and buyers purchase
order, S &L's terms and conditions shall govern.
TIME FRAME: Quote is good for 90 days.
EQUIPMENT: If the equipment Smith & Loveless is providing is associated with the retrofit or modification of existing equipment,
field adjustments to the existing and /or new equipment may be required for correct installation. Such adjustments
may include, but are not limited to, piping modifications, grouting, shimming, control panel or electrical changes, etc.
Smith & Loveless is relying on information provided by the customer, the installing contractor, or others with regard to
the measurement, model or part numbers, drawings, and descriptions of existing equipment in the design and
manufacturing of the new equipment for this project. As a result, Smith & Loveless shall not be responsible for any
problems or difficulties encountered when fitting up new equipment with existing equipment.

Per your request, attached is our proposal to repair the existing Smith & Loveless Pista Grit system
located at the City of Ocoee Wastewater Treatment Facility.
FilterONE is a Company that specializes in the installation, maintenance, turnkey refurbishments and
service contracts of municipal and industrial wastewater treatment equipment. Our team has over
seventy -five (75) combined years of experience in the Water and Wastewater Industry.
FilterONE is pleased to present this quotation to furnish the replacement labor required to repair the Grit
Collection (equipment) at the Headwork's. On this basis, FilterONE's scopes of supply are as follows:
Installation Labor to replace the following components:
• One (1) Pista Drive with airbell (per the information received).
• One (1) Drive Tube (per the information received).
• One (1) set of Propellers (per the information received).
• One (1) set of Hopper Plates (per the information received).
We anticipate the above project will take approximately 4 -5 days upon start of work.
Pricing: The total price for the above labor scope of supply is $14,978.00
Validity: The above pricing is valid for sixty (60) days from quotation date. This price is valid based on
one (1) mobilization by FilterONE.
Estimated shipment for the equipment is 3 -4 weeks after receipt of written purchase order and submittal
approval — Equipment Installation 3 days after parts receipt. F.O.B. shipping point with freight charge
prepaid and added to invoice. We are required to have a copy of your tax exemption certificate on file or
tax will be charged on the invoice for the parts ordered.
Payment terms: net 30 upon invoice.
