Approval of Minutes for the Regular Commission Meeting Held February 17, 2015. (City Clerk Eikenberry) 2. Approval of Replacement Grit Turntable #2 Equipment for Wastewater Treatment Plant (WWTP). (Utilities Director Smith) The City of Ocoee's wastewater treatment plant utilizes duplicate grit removal units; for the pre- treatment process (turn table and pumps). This equipment's function removes materials such as rocks, sand, and debris from the treatment process and is not biodegradable. Left in the incoming wastewater stream the material will cause damage to other equipment, derogates the treatment process and settles downstream requiring cleaning and treatment down time. Grit table #2 (Smith and Loveless Pista Grit) was part of the treatment plant's original specific equipment and has been in continuous service for more than 15 years. The WWTP's pre - treatment is specifically designed and constructed around the Smith and Loveless Pista Grit removal system. Due Regular City Commission March 3, 2015 to age, wear, and tear this unit has passed its normal life expectancy and needs to be replaced. Sanders & Company is the "single source" distributor for Smith and Loveless Pista Grit equipment in the South East region of the US. Sanders and Company is the only supplier of the equipment, thus the City has obtained a proposal from Filter One Co. to install the grit pump. Staff recommends approval of the Smith and Loveless Pista Grit from Sanders and Company as the single source vendor in amount of $26,836.00 and authorizes the City Manager to contract with Filter One Co. to install the grit equipment for $14,978.00 for a total replacement expense $41,814.00. 3. Approval of the Renewal of the Rental Lease Agreement for Station 38. (Interim Fire Chief Hoover) Station 38 is currently housed in a store front location next to Publix on West Road. The Fire Department entered into a 3 -year rental lease agreement that began on May 7, 2012, and will end on May 7, 2015. The Fire Department is seeking the approval of the Commission to renew this lease agreement for 2 years beginning May 7, 2015, and ending on May 7, 2017. 4. Approval of Award of Bid #B15 -03 Resurfacing of Swimming Pool. (Purchasing Agent Tolbert) In conformance with the policies and procedures of the City of Ocoee (City), bids were solicited from qualified contractors to perform the Resurfacing of the Swimming Pool at the Ocoee Family Aquatic Center located at the Jim Beech Recreation Center, located at 1 820 A.D. Mims Road. Opening day for this facility is May 1, 2015; all work shall be substantially completed no later than March 31, 2015, and the entire work shall be complete and ready for its intended use, including final dressing and cleanup, by April 7, 2015. The bid was publicly advertised on February 8, 2015, and opened on February 23, 2015. A mandatory pre -bid conference /site visit was held on February 17, 2015. There was a single bid received from Classic Marcite Inc. for $39,500.00. The Parks and Recreation and Finance Departments reviewed the bid and it was considered responsive. Staff recommends awarding the bid to Classic Marcite Inc. as a responsive and responsible bidder, per recommendation from Jeff Hayes, Parks and Recreation Director. 5. Approval of Renewal of School Resource Officer Agreement with Orange County Public Schools. (Police Chief Brown) The Ocoee Police Department provides one (1) DARE officer to five (5) elementary schools, one (1) School Resource Officer to one (1) middle school, and two (2) School Resource Officers to one (1) high school, all of which are located within the city limits of Ocoee. An annual agreement between the City and the School Board of Orange County is required in order for the Police Department to understand its officers' responsibilities and for the City to be reimbursed by the School Board of Orange County for a portion of the officers' salaries. This agreement is effective from July 1, 2014, to June 30, 2015. A similar agreement was previously reviewed by the City Attorney and approved by the City Commission for 2013 -2014. The agreement reimburses the City a total of $126,562.50 for providing the four (4) officers for the schools located within the City limits. 6. Approval for Separate Surplus Auction of Computing and Audiovisual Equipment. (Support Services Director Butler) As previously approved by the City Commission, the city is undertaking a number of technology -based activities. These projects include revamping its programming and broadcast equipment in City Hall, upgrading the performance and reliability of the city's computer network, and replacing portions of the Police Department's computer hardware and software in preparation for switching to Winter Garden dispatch services. All of this work has created a fairly sizable collection of obsolete and /or broken equipment that needs to be sold soon to free office space. As with the previously approved separate auction for telecommunications equipment, commercial markets exist for the sale of the surplus IT and AV equipment, too. Staff recommends the City Commission authorize the sale of surplus IT and AV equipment on the secondary market. Much of this equipment has already been identified and removed from service and can be sold immediately upon City Commission authority to do so. Staff will work with its network consultant to offer the products for sale and facilitate the best opportunity to generate revenue for the city. 2 1Page Regular City Commission March 3, 2015 G. FIRST READING OF ORDINANCES 7. Swatkowski - 112 Lee Street. (Second Reading and Public Hearing scheduled for March 17, 2015, Regular Commission Meeting at 7:15 p.m. or soon thereafter). (City Planner Rumer) The subject property is located on the North side of Lee Street, 200 feet east of the intersection of N Kissimmee Ave and Lee Street. The subject parcel has one existing Single - Family Residence and numerous structures used for agricultural processing. The Applicant is annexing into the City limits as a condition to receive city potable water connection. The applicant has requested a City of Ocoee zoning designation of A -1 (Agriculture), which is consistent with the zoning of the adjacent Orange County properties on the south. a. First Reading of Annexation Ordinance b. First Reading of Rezoning Ordinance 8. Chaudhry & Angard - 1102 E. Silver Star Road — First Reading of Annexation Ordinance. (Second Reading and Public Hearing scheduled for March 17, 2015, Regular Commission Meeting at 7:15 p.m. or soon thereafter). (City Planner Rumer) The subject properties are located on the west side of 2nd Street and east side of Whittier Avenue, fronting E Silver Star Road. The subject parcels contain one single - family dwelling. With respect to State annexation criteria, Chapter 171.044 of the Florida Statutes grants municipalities the authority to annex contiguous, compact, non - circuitous territory so long as it does not create an enclave. The subject property is considered contiguous to the City of Ocoee since it is bordered by property located within the City limits on the north, south and east. H. PUBLIC HEARINGS - None I. REGULAR AGENDA 9. Code Enforcement Reduction of Two Fines /Liens for Federal National Mortgage Assn. C /O: Choice Legal Group PA. re: 709 Lakeview Drive. (Assistant Director of Support Services Gaines) The property located at 709 Lakeview Drive has two separate fines /liens from separate code enforcement actions; they are being presented as a single agenda item so the property owner can be provided a single solution. Case 07 -106: The property was cited on June 19, 2007, by Officer Carmen Delgado for an inoperable and untagged blue Chevy vehicle with no front windshield. The code in violation was: § 165 -3 Prohibited Acts. On July 24, 2007, the Code Enforcement Board issued an order to comply by August 17, 2007, or be fined $100.00 per day per violation. On August 28, 2007, the Code Enforcement Board imposed the accruing fine and lien for non - compliance of 165 -3. On November 14, 2007, the property was documented as in compliance, thus stopping the accruing fine with a total due of $8,900.00. The new property owner, Federal National Mortgage Assn. C /O: Choice Legal Group PA, obtained the property through foreclosure on August 12, 2014. Case 10 -049: The property was cited on March 24, 2010, by Officer Carmen Delgado for overgrown grass and weeds. The code in violation was: §115 -5. On April 28, 2010, the Code Enforcement Board issued an order to comply by May 7, 2010, or be fined $150.00 per day, if not in compliance with the Board's orders. On May 26, 2010, the Code Enforcement Board imposed the accruing fine and lien for non- compliance. The property was found to be in compliance on August 16, 2010, stopping the accruing fine with a total due of $15,000.00. The new property owner, Federal National Mortgage Assn. C /O: Choice Legal Group PA, maintains the property in compliance. 3 I Pa g e Regular City Commission March 3, 2015 A representative of Federal National Mortgage Assn. C /O: Choice Legal Group PA, the new property owner, appeared before the Code Enforcement Board on January 27, 2015, and requested a reduction of the fine /lien for Case No. 07 -106 in the amount of $8,900.00, plus $970.59 in City costs totaling $9,870.56., and for Case No.10 -049 in the amount of $15,000.00, plus $1,273.64 in City costs totaling $16,273.64. The Code Enforcement Board recommends the fine /lien be reduced to $970.59 for Case No. 07 -106 and $3,273.64 for Case No. 10 -049, which is the cost to the City and a penalty for the negative blighted impact on the neighborhood and the city. The decision by the Board to reduce the amount was based on testimony and answers from the representative of U.S. Bank National Association Trustee and city staff. 10. Appointment of Three (3) Members to the Canvassing Board Relating to the March 10, 2015, Election. (City Clerk Eikenberry) J. STAFF ACTION ITEMS K.
