The Community Grant Program provides financial grants of up to $500 to non - profit organizations and civic groups located within the city limits or are located outside the city limits but benefit residents of Ocoee. The grant cycle is open twice yearly (January and July) to acknowledge excellence and further the contributions these local organizations bring to the Ocoee community. There is $5,000 allotted for this cycle of the Community Grant Program. The Community Grant Review Board recommended funding 8 organizations in the total amount of $4,000. The CGRB recommended the following three organizations do not receive grant funding: Garden Community Choir, Center for Muliticultural Wellness and Prevention, Inc. and Orlando Chargers Basketball Organization. Issue: Should the Mayor and Commissioners approve the $4,000 funding recommendation made by the Community Grant Review Board? Recommendations Staff respectfully requests that the Mayor and City Commission approve the Community Grant Review Board's recommendation. We do a lot of work with local dogs by getting them off Ocoee streets, having them fully vetted to lessen the impact on pet overpopulation and make sure they are adopted into loving, permanent homes. I am an additions volunteer at Ocoee Elem, Ocoee Middle, and Ocoee High School. I volunteer at the book fairs, field days, and chaperone field trips. All of my fundraiser's are on a volunteer basis. I also volunteer at the OMS and OHS sponsored fundraisers and at the West Orange Girls Club (WOGC). The majority of OFFAB volunteers are current and former parents & students of OMS FFA & OHS FFA along with recruited friends of these current/former parents and students. When OMS moved their FFA livestock field from Hackney Prairie to WOHS. A large number of FFA current/former parents and students recruited friends and family members to help take down existing stalls and chicken houses and re-build them, run fence, and plumbing pipes at the new OMS FFA livestock field. OFFAB fundraisers' for OMS FFA, OHS FFA and volunteers at OMS and OHS sponsored fundraisers. OMS FFA collects food for food drive, and decorate the Health Central Rehab Center at Halloween and Christmas. There are several parents who volunteer as coaches for the West Orange Girls Club and Ocoee Little.League. Several students and parents volunteer as coaches and helpers for the little league cheerleaders. There are several parents and students who volunteer at the Orlando Christian Center in Ocoee and several of Ocoee's Churches, help transport animals, and help out OMS at the Central Florida Fair (CFF). Though the majority of the parents volunteer in the schools and FFA projects the FFA students also volunteer in many areas of the community. The majority of all the volunteers live in Ocoee. The majority of OFFAB volunteers are Ocoee residents with a large number of residents whose children are no longer in FFA or even in school who still volunteer at school sponsored FFA fundraisers, OFFAB sponsored fundraisers, food drives, and help out at the livestock fields. Though I have no permanent location for residents to volunteer as our fundraiser's are always in different locations. I have secured several local businesses that allow us to fundraise at their businesses. OFFAB recruited a former OMS & OHS FFA student to design the layout of the housing facilities on OHS campus, awarded 16 sponsors with appreciation plaques, raised funds and built OHS FFA their first tack area for the fair so they no longer have to share with the middle school, and helped OHS raise funds to build housing for their livestock animals on school campus so they now have their own livestock field and no longer have to share a field with the middle school. I met with Thad Brannon of Lake Environmental May of 2013 and secured unlimited loads of dirt so I could provide OMS, OHS, & WOHS with dirt throughout the year. 2013-14 sch yr: I invited Thad Brannon of Lake Environmental to the 2013 -14 end of the year OMS FFA Banquet and he participated in the cake auction and contributed $200 to OMS FFA program, OFFAB also was able to secure a community gift card from CVS for the OMS nurse to purchase a much needed thermometer for the clinic. OFFAB made a large donation of yard sale items for a school sponsored yard sale fundraiser and also helped organize and run a parent/Frank's Place sponsored cook -out and carwash in March 2014. 2014-15 sch yr: OFFAB secured 3 new nurseries picked up and delivered 60 plants to OMS and participated in the removal and planting for the OMS Beautification Project on campus. in Oct 2014, participated in a parent sponsored carwash, and was able to get the Public Works Dept of the City o f Ocoee to pick up dirt from Lake Environmental in Clermont and deliver it to the OMS Livestock field located at WOHS because C &W's truck was down. OFFAB was also able to secure The Bill Breeze Park (BBP) and have the fees waived at the City Commission Meeting on January 6,2015 for a 2 day event to take place later this year. I am in the process of working with Jeff Hayes to confirm a date for this event; hoping for Sept 26th & 27th, 2015. Other than securing the BBP this up- coming event 'We Need A New Truck Benefit" (which this grant request is for) will be my biggest accomplishment thus far. This event will help raise money for a new truck for the OMS FFA Livestock Program, funding for both OMS & OES Nurses Program. OFFAB was founded and started by three parents of Ocoee Middle School (OMS) FFA students during the school year of 06 -07. These parents were on a mission to help raise funds to provide the OMS livestock field with accommodations needed for the safety of the animals the field houses and to help the OMS FFA students provide a safe, stable, and clean environment for themselves and the animals. With the help from current and former parents and students of OMS FFA and OHS FFA programs OFFAB has volunteered countless hours fundraising, providing labor for renovations, and chaperoning events. All to help make sure these children have the things they need to continue their education in the Agricultural Science field. At the end of the 06 -07 school year one of the 3 founding parents would leave as their child moved on to high school. When the school year 07 -08 came to an end; OFFAB was left with one (Donna. Sue Gable) of the three founding parents as their child also advanced on to high school. At the end of 08 -09 my oldest child would also advance on to OHS. Though it would be 3 years before my youngest child would enter OMS; I continued what 1 had started in 2006, OFFAB. And though my youngest child will attend high school next year and I will once again find myself without a child at OMS. f_ will continue OFFAB and fundraising for OMS FFA far beyond this school year. In 2010 OFFAB started fundraising for both OMS and OHS FFA Livestock Programs, in 2012 added WOHS and became an Orange County Public Schools (OCPS) vendor. In 2013 OFFAB added OMS Nurse's program and in 2014. added OES Nurse's program to our list; though we will not actually fundraise for OES until the Sept 2015 event. In 2014 . we also extended an invitation to help Wranglers 4H youth and the WOGC with fundraising events and invited them to participate in our 2015 event. FFA is not just an extracurricular activity. The students in the OMS FFA program also attend a class in AgriScience during school hours and participate in many competitions throughout the year. These competitions test their knowledge on materials learned in class; such as conservation, horticulture, and animal and plant anatomy. The FFA livestock program also teaches leadership skills, and Agribusiness skills to help students who wish to pursue a career in the many different fields of Agriculture. OCPS are only allowed to hold two fundraisers a year and cannot raise enough funds for the items the livestock field needs. So I started a nonprofit organization so I could hold as many fundraisers as needed; because I am a private non - profit organization and not a teacher or employee of the Orange County Public Schools. I can also hold a car wash which Orange County middle schools are not allowed to hold /sponsor and I can hold a raffle which OCPS are not allowed hold /sponsor a raffle or sell raffle tickets as it is considered gambling. OFFAB can hold these events on OMS' behalf. OFFAB is an OCPS vendor; vendor # 135134. Depending on OMS FFA advisors needs or wishes for funds raised. OFFAB writes the school a check for all the funds raised as a donation or purchases items from funds raised and donates the items to the FFA program. At the beginning of each school year there is a parent student FFA meeting parents share their ideas on fundraisers and what is needed at the field. We decide on events to participate in; such as Founders Day, Ocoee Farmers Market, Winter Garden Farmers Market, and /or store fronts, and what type of fundraiser (plant sale, raffle, car wash). I call local businesses tell them what we are raising money for, where we will hold the fundraiser, and if they would be able to donate items for us to sell. I set up pick -up dates and times, secure a booth at the event, pick -up the items, and get FFA parents and students to volunteer for a certain number of hours at the event. Throughout the year I will attend additional. FFA student meetings to see if the students need help setting up a fundraiser or if they have any new ideas or projects they want t0 fundraise for. During the year OMS, OHS, & WOHS advisors will contact me when they need particular items for the field, dirt delivery, lime, lumber, wheel barrow(s), wheel barrow tires, shuffles, rakes, water hoses, and so on. For donations of supplies and equipment I will start making phone calls to secure donations arrange day and time to pick up the donations and deliver the items to the field. About the event: OFFAB is hosting a "We Need A New Truck Benefit" for OMS FFA to raise money. for OMS FFA Livestock Program to purchase a truck to pull their gooseneck trailer and to help the OMS & OES' Nurses ' program (clinic's in both schools). This event will not only benefit OMS & OES but also the community and, local businesses; as channel 6 will be reporting on this benefit and OFFAB will let the public know that Ocoee is also the home of The Ocoee Annual Founder's Day Festival since 1993 and The Annual St Patrick's Day Festival & Chili/BBQ Cook Off put on by the local Ocoee Fire Dept 3623 to help build homes for hero's for the past 6 years. Though this event will take place after the July grant cycle 1 am applying for the January 2015 grant cycle so I can purchase the raffle items and start selling the tickets in March 2015. The longer I sell tickets the more funds I can raise. cannot sell tickets for items I do not have. To me selling tickets for items I do not have is unethical. Many things can go wrong such as the items not being available at the time I need them, sold, out, and or on back order that would prevent me from producing the item I advertised and then trying to explain why their ticket was drawn and they have won a different item. This p laces distrust in me, my organization, and OMS. The OMS FFA Livestock Program is in dire need of a truck that will pull their gooseneck trailer and save them from a very potentially dangerous situation. Their current truck is no longer reliable or safe. The past few years each time OMS FFA has set out to transport their animals this truck has left the advisor, students, and, animals stranded on the side of the road. The last two times it left them stranded it was its first trip after being in the shop. This is also a hazard for others traveling on the road. The truck's engine will cut off for no reason while driving. The animals become hot and stressed while waiting for someone to come with the little trailer. The advisor, animals, and students can be stranded for hours as it takes two trips in the little trailer to transport the animals. The situation becomes even more hazardous as students and parents try to unload the animals off one trailer and onto another while on the side of the road. There is the danger of the animals breaking free from a student/parent and running in to traffic. This can cause harm and /or death to the animal, the driver that hits the animal, and even a student/parent. have a list of Art Expo venders that I will invite to participate in this event as well as local businesses. I will also have 2 to 3 food vendors at the event. Wranglers 4H and the WOGC will also participate in this event; at this time it is not confirmed if they will food vend. I will also invite local businesses from our community wishing or needing to promote their business. There will be no entertainment to attract guest to this event; making the items OFFAB is requesting to purchase with this grant crucial, to the success of this venture. OFFAB will request a donation from each vendor for their space for the two day event. OFFAB will not require OMS, OES, Wrangles 4H, or the WOGC to make a donation for their spaces. Proceeds from the raffling of the items mentioned above (to be purchased with this grant) and the funds from vendors for their spaces will go to OMS FFA "We Need A Truck Benefit". The OMS & OES nurses will have parents from the schools to provide baked goods for a bake sale and other items that students have hand crafted to sell. As a new community leader in the Ocoee /Orlando area I believe our organization will assist the community by providing a positive outlet for our youth. The Orlando Chargers Organization is focused on teaching and training our youth the fundamentals of basketball with an emphasis on preparing them for the next level of play in middle, high school and hopefully college. We have assembled some of the finest basketball players in the Orlando /Ocoee area. We like to emphasize that we develop our own players. We currently have 60 talented players, both academically and athletically. We are proud to field teams in the following age divisions for our current 2015 Spring /Summer Season: GIRLS /BOYS - 4n -11th grade. Our goal is to also provide our players with educational resources and support such as tutors and mentors in an effort to make our athletes more competitive and marketable for scholarship opportunities. By competing in high profile basketball tournaments, located in cities throughout the U.S., our teams gain valuable exposure to college coaches and recruiters, thus making scholarship opportunities available to our players. Chairman Sills called for a moment of silence followed by the Pledge of Allegiance. The roll was called and a quorum declared present. PRESENT: Chairman Sills, Vice - Chairman Carrington, Members Cortes, Dunn and Rainer. Also present were Community Relations Manager Wright and Recording Clerk Turner. Member Dunn inquired Ms. Hudson's role within the organization and how the players are selected to participate on the team. Ms. Hudson explained she is the director and coach. The players are selected through try -outs. Member Dunn noted that 12 players reside within the city of Ocoee and inquired where the majority of the players reside. Ms. Hudson responded Orlando, Clermont and other local cities. Chairman Sills explained the Board is charged with the responsibility of making sure that grant monies awarded serve the citizens of Ocoee in the best manner. Vice - Chairman Carrington inquired the funding avenues offered by AAU. Ms. Hudson responded the organization's charitable status is offered by AAU. 2 Community Grant Review Board February 11, 2015 Vice - Chairman Carrington expressed that he struggles with recognizing the impact the organization would have to Ocoee residents. Vice - Chairman Carrington, seconded by Member Dunn moved to table Application #12, Orlando Chargers Organization, to the end of the meeting. Motion carried unanimously. Application No. 2 — Ocoee Middle School SAFE Denise Reed attended to represent the organization. Funding would be used to subsidize and improve the food baskets that the SAFE Department prepares for Ocoee Middle School families in need over the Thanksgiving, winter and spring break timeframes. Approximately sixty percent of the school's students participate in the free or reduced lunch program. The SAFE program provides those students with breakfast and lunch during the three school breaks. Member Rainer inquired how those families in need are identified. Ms. Reed explained they are identified through other charitable services. Further Board discussion ensued. Member Cortes inquired how many baskets are being distributed during those breaks. Ms. Reed responded 40 -60 baskets during each break. Vice - Chairman Carrington, seconded by Member Rainer, moved to recommend that the City Commission award the grant funding of $400 to the Ocoee Middle School SAFE program. Motion carried unanimously. Application No. 3 — Matthew's Hope Ministries, Inc. Cynthia Underwood attended to represent the organization. Funding would be used to offset transportation costs for the homeless guests by providing them with bus passes, bicycles, bike locks and bike lights. This will allow them to search for jobs and attend doctor's visits. Chairman Sills inquired, once rewarded with a bicycle, do the guests continue working with the organization. Ms. Underwood answered in the affirmative. Member Rainer inquired if Matthew's Hope is a national organization. Ms. Underwood responded it is not. Ms. Underwood explained more than 50% of guests and volunteers are from the city of Ocoee. Also, the organization will be opening the doors of a daycare and preschool to assist local homeless and underserved families. Member Dunn inquired the safeguards Matthew's Hope has in place from issuing multiple bikes to the same guest. Ms. Underwood explained the bikes are issued serial numbers and are labeled. Vice - Chairman Carrington, seconded by Chairman Sills, moved to recommend that the City Commission award grant funding of $400 to Matthew's Hope Ministries, Inc. Motion carried unanimously. 3 Community Grant Review Board February 11, 2015 Application No. 5 — Junior Achievement of Central Florida Mary Lee Walker attended to represent the organization. Funding would be used to deliver the programs at Ocoee Elementary School. The program is designed to instill leadership, literacy and entrepreneurship skills in the youth of Central Florida. Board discussion ensued regarding the impact the program has on the students. Ms. Walker explained that 95% of the students tested have shown a positive impact. Member Rainer inquired if elementary school -aged children can grasp the concepts. Ms. Walker explained they are taught basic concepts. Vice - Chairman Carrington, seconded by Vice - Chairman Sills, moved to recommend that the City Commission award grant funding of $400 to Junior Achievement of Central Florida for the youth at Ocoee Elementary School. Motion carried unanimously. Application No. 6 — American Legion, Tommie C. Sanders Memorial Post 109 Terry Titus, American Legion Member, attended to represent the organization. Funding would be used to send two high school students to the Florida Boy's State Program in Tallahassee; the program allows young men to learn how government works. Member Rainer inquired the selection process for the program. Mr. Titus explained the boys are selected by the organization's review board. Chairman Sills inquired if the boys will be from Ocoee. Mr. Titus responded "generally, yes ". Member Cortes inquired what other funding sources will go towards funding the trip. Mr. Titus explained there are no other funding sources. Member Rainer inquired if the students are children of American Legion members. Mr. Titus stated not necessarily. Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City Commission award the grant funding of $400 to the American Legion, Tommie C. Sanders Memorial Post 109 to send Ocoee youth to the Florida Boy's State Program. Motion carried unanimously. Application No. 7 — Ocoee High School FFA Peter Jordan, Hannah Wagner and Megan Pearce attended to represent the organization. Funding would be used to start a poultry production project at Ocoee High School. In order for the project to become viable, the purchase of heat lamps, chicken eggs, coop material and feed is necessary. The chickens will be for show and egg production; the eggs will be sold at local farmers' markets, and to school staff and students. Vice - Chairman Carrington inquired if there is a process in place to obtain permits and licenses for this project. Mr. Jordan explained there are no regulatory requirements for the sale of under 200 dozen eggs per year. 4 Community Grant Review Board February 11, 2015 Member Cortes inquired the organization's budget information. Ms. Pearce explained the budget balance has been accumulating over the years. The school does not help fund the organization. Vice - Chairman Carrington, seconded by Member Cortes, moved to recommend that the City Commission award grant funding of $400 to the Ocoee High School FFA for their poultry production program. Motion carried unanimously. Application No. 8 — Ocoee FFA Boosters Donna Sue Gable attended to represent the organization. Funding would be used to purchase items to be raffled in order to raise funds for the "We Need a New Truck Benefit ". The event will be held at Bill Breeze Park on September 19 & 20 2015. The funds would be used to help purchase a truck to transport the animals to the fair. Ms. Gable explained the Ocoee FFA Boosters is non- profit organization that fundraises for the needs of the livestock fields of the Ocoee Middle School FFA. Ms. Rainer inquired the owner of the insurance policy for the truck. Ms. Gable explained the truck will become Orange County Public School's (OCPS) property, and OCPS will provide the insurance and maintenance for the truck. Member Cortes confirmed that the money requested is for a grill and patio set. Ms. Gable confirmed and explained those items will be purchased from Wal -Mart and raffled at the event. Ms. Gable explained the venue will showcase many vendors; the fee per vendor for both days of the event is $50.00, and 25 vendors have been confirmed thus far. Vice - Chairman Carrington, seconded by Chairman Sills, moved to recommend that the City Commission award grant funding of $400 to Ocoee FFA Boosters to purchase the items outlined in their application for their September 2015 fundraiser. Motion carried unanimously. Application No. 9 — Garden Community Choir Nancy Gracey attended to represent the organization. The funds would be used for the purchase of risers for choir use at performance venues. The Choir identified the need for risers as many members find it difficult to see the music director, and the sound is not the same when all members are at one level. The Garden Community Choir recently performed in the Martin Luther King Celebration. Vice - Chairman Carrington inquired what other funding source the Choir will receive towards the purchase of the risers. Ms. Gracey responded through fundraising efforts. Some risers will be purchased soon and some over a period of time. Member Rainer inquired how the residents of Ocoee benefit from the Choir. Ms. Gracey explained they service the entire West Orange community. She continued by saying, if the Choir is invited by the city of Ocoee to perform at events, they would accept the engagement. Member Cortes inquired if the Choir is making efforts to recruit members from the city of Ocoee. Ms. Gracey stated they do make recruitment efforts in the local area. 5 Community Grant Review Board February 11, 2015 Chairman Sills inquired if the Choir receives grant monies from the city of Winter Garden. Ms. Gracey responded Winter Garden does not offer grants, and Ocoee is "light years ahead ". Member Dunn inquired if the two contractors who provide the artistic direction for the Choir are paid positions. Ms. Gracey explained there are three paid positions. Member Dunn believes this is a Winter Garden choir and grant monies would be best awarded to organizations that primarily serve the city of Ocoee. Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City Commission deny grant funding of $500 to the Garden Community Choir. Motion carried unanimously. Application No. 10 — Barkie's Legacy Jennifer Bark attended to represent the organization. She explained that Barkie's Legacy is a dog rescue organization. Funding would be used to help offset the cost of dog food and treats, supplies, and crates for the animals. Board discussion ensued regarding Barkie's Legacy receiving $1,000 grant funding in FY 2013- 2014. It was concluded that the organization was erroneously awarded two grants in the same funding cycle; however, the organization would be eligible to receive funding for this grant cycle. Vice - Chairman Carrington noted that Ms. Bark has been travelling out -of -state to deliver dogs to their adopted families. The vice - chairman inquired if Orange County assists with adoption fees. Ms. Bark explained they do have special rescue fees and also run specials. Vice - Chairman Carrington moved to recommend that the City Commission award the grant funding of $400 to Barkie's Legacy. Member Dunn inquired if the vice - chairman would agree to recommend grant award funding in the amount $500.00. The vice - chairman withdrew his original motion and offered a new motion: Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City Commission award grant funding of $500 to Barkie's Legacy. Motion carried unanimously. Chairman Sills asked that Ms. Bark attend the City Commission Meeting so she may address questions and concerns the commission may have regarding her program. Application No. 11 — Center for Multicultural Wellness and Prevention, Inc. Marie Jose Francois attended to represent the organization. Funding will be used to purchase refreshments for staff and volunteers at the 13 °i Annual Caribbean Health Summit to be held at the Central Florida Fairgrounds. The goal of the organization is the health of the community. Outreach attempts are made via churches and radio announcements. 6 Community Grant Review Board February 11, 2015 Board discussion ensued regarding the organization's charitable status; the organization's 501 - (c)(3) status was confirmed. Vice - Chairman Carrington expressed his appreciation for such an event, but shared his concern that the event does not have a direct impact on the community. Member Cortes also noted that no members of the organization live in Ocoee. Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City Commission deny the grant funding of $500 to the Center for Multicultural Wellness and Prevention, Inc. Motion carried unanimously. Application No. 12 — Orlando Chargers Organization Vice - Chairman Carrington inquired how the organization is registered with the State. Ms. Hudson responded, "Orlando Chargers Organization ". Member Dunn opined the organization does not directly impact the community, and the benefit to the community is not sufficient. Member Dunn inquired Ms. Hudson's role in the organization. Ms. Hudson responded that she is the founder and a coach. Vice - Chairman Carrington agreed with Member Dunn that the organization does not appear to have a large impact on the community. Board discussion ensued regarding other local competitive leagues in the area. Member Cortes inquired if scholarships are offered to some of the players. Ms. Hudson responded they do not currently offer scholarships, but may consider granting scholarships in the future. Vice - Chairman Carrington opined this is a good group, with a great focus, but does not see how it fits within the scope of the grant program at this time. Vice - Chairman Carrington, seconded by Member Dunn, moved to recommend that the City Commission deny the grant funding of $500 to the Orlando Chargers Organization. Motion carried unanimously. DISCUSSION OF APPLICATIONS The board offered to reallocate some of the remaining grant funds: Vice - Chairman Carrington, seconded by Member Dunn, moved to award an additional $100, bringing the total grant award to $500 to: Ocoee Middle School SAFE, Matthew's Hope Ministries, Inc., West Orange Seniors, Junior Achievement of Central Florida, American Legion, Tommie C. Sanders Memorial Post 109, Ocoee High School FFA, and Ocoee FFA Boosters. Motion carried unanimously. 7 Community Grant Review Board February 11, 2015 NOMINATION OF OFFICERS FOR NEW 1 -YEAR TERM Chairman Sills opened the floor for nominations of chairman. Member Dunn, seconded by Vice - Chairman Carrington, nominated Jims Sills for chairman and Keith Carrington for vice - chairman for the 2015 calendar year. Motion carried unanimously.
