CALL TO ORDER — MARCH 10, 2015
City Clerk Eikenberry called the Canvassing Board to order at 4:10 p.m. in the office of the
Supervisor of Elections, 119 W. Kaley Street.
BOARD MEMBERS: Jean Grafton, Victoria Laney, and Martha Lopez- Anderson.
ALSO PRESENT: City Clerk Eikenberry, City Attorney Cookson, Supervisor of Elections
Representative Wilson, Supervisor of Elections Representative Dougherty and
Recording Clerk Sibbitt.
ABSENT: None.
BRIEFING
City Clerk Eikenberry explained the order of procedures to follow for the canvassing of absentee
ballots.
VOTE TO ACCEPT THE ABSENTEE BALLO ACCEPTED BY THE SUPERVISOR OF ELECTIONS
OFFICE
The Canvassing Board without objection moved to accept the absentee ballots accepted by the
Supervisor of Elections Office ( "SOE ") and proceed with verifying the count on file with the SOE
prior to separating the certificate (outer) envelopes from the secrecy envelopes, then the ballots from
that.
OPEN ABSENTEE BALLOTS
City Clerk Eikenberry announced that SOE staff had been granted permission to run the envelopes
through a machine to open. The Canvassing Board began separating the certificate (outer)
envelopes from the secrecy envelopes, then the ballots from that.
Precinct 4106 — 135 absentee ballots were counted, opened, and separated from
secrecy envelopes and laid out flat.
Precinct 2106 — 286 absentee ballots were counted, opened, and separated from
secrecy envelopes and laid out flat.
City Clerk Eikenberry announced that they received two (2) questionable absentee ballots for
Precinct 2106, both of which were rejected automatically by the Supervisor of Elections Office.
REVIEW OF QUESTIONABLE BALLOTS
City Clerk Eikenberry went over the questionable ballots as follows: both ballots have signatures
not matching what is on file with the SOE.
Questionable Ballot #1: Stanley Morris — Signature did not match name on file for that
specific absentee ballot.

Motion was unanimous to reject ballot of Stanley Morris due to signature not matching what is
on file with the SOE.
Questionable Ballot #2: Clayton Blastic -- Certificate envelope signed by a registered voter
with different first name who had not requested an absentee ballot.
Motion was unanimous to reject ballot of Clayton Blastic due to certificate envelope signed by a
registered voter with different first name who had not requested an absentee ballot.
The Canvassing Board granted SOE staff permission to run the pre logic and accuracy test and zero
tape.
PRE LOGIC AND ACCURACY TEST & ZERO TAPE
SOE Representative Dougherty ran the Logic and Accuracy Test, which City Clerk Eikenberry and
Canvassing Board Members Jean Grafton, Victory Laney, and Martha Lopez- Anderson confirmed
and initialed the printout provided.
PROCESSING THE ABSENTEE BALLOTS (through the tabulator)
SOE Representative Dougherty ran the absentee ballots through the machine, Which was witnessed
by City Attorney Cookson, City Clerk Eikenberry and Canvassing Board Members Jean Grafton,
Victory Laney, and Martha Lopez- Anderson.
At 5:17 p.m. SOE Representative Wilson brought in two (2) absentee ballots that were just dropped
off and received by the SOE Office. Both ballots were for :Precinct 2106 and were also run through
the tabulator.
There were no ballots rejected by the tabulator.

City Clerk Eikenberry and Canvassing Board Members Jean Grafton, Victory Laney, and Martha
Lopez - Anderson reviewed the Master Report with expected results and verified the report by
initialing.

Recording Clerk Sibbitt tallied the percentiles for the race. City Clerk Eikenberry stated that a
recount was not necessary as the spread was more than .5% of the vote. The percentiles were as
follows:
District 2, Rosemary Wilson elected with 60% of the votes.
District 4, Joel Keller elected with 52% of the votes.
PROVISIONALS
SOE staff advised there were two (2) provisional ballots so the Canvassing Board continued the
Canvassing Board Meeting to Thursday, March 12, 2015, in accordance with F.S. 101.048(1),
allowing the voter "the right to present written evidence supporting his or her eligibility to vote to the

Supervisor of Elections by not later than S p. m. on the second day following the election. "
Provisional Ballots will be held unopened until the meeting is reconvened on March 12, 2015. If a
voter is able to produce such evidence before March 12, 2015, at 5:00 p.m., these ballots must be
counted using the tabulator; they may NOT be hand counted. If both provisional ballots are such that
they are not awaiting written evidence, they will be canvassed on March. 12 and then the election
will be certified prior to the Voting System Audit at 2:00 p.m.
