Smith, P.E Department Director: Ch 407 - 905 -3159 City Manager: Robert F Subject: 2015 Annual Major Water Line Replacement & Upgrade Prograv - Nay Avenue & Whittier Avenue Water Main Project (District #2 — Commissioner Wilsen) Background Summary: Annually, staff requests funding to make repairs and upgrades, and to extend the City's potable water distribution system, which ensures continued and /or improved service to the City's customers. This year, to extend water service and provide redundant (looping) backup, staff recommends the Nay Avenue & Whittier Avenue Water Main Project. This project provides looping from 1St Street to 2 nd Street and extends south on to Nay Avenue for 445 feet. A later project will pick up from the end of the Nay Avenue main extending south to Silver Star Road. The second project will include a looping element and provide service to properties on the north side of Silver Star Road. Proposals (bids) for the construction of the project were requested from the City's prequalified Small Construction Project — Continuing Term Contract list with four proposals received (see attached bid tabulation). Corrected prices ranged from $99,847.97 (Barracuda Construction) to $159,799.78, with the Engineer's Opinion of Probable Cost being $111,830.67. Binding special conditions of this award which shall be a part of Barracuda's responsibility are as follows: 1. All work shall be in accordance with notes and specifications included within the plans, and as specified in the City of Ocoee Engineering Standards Manual. 2. There will be no formal pre -bid meeting. 3. No bid bond is required. 4. The construction time limit for the pipeline, including pressure and bacteriological testing, is two weeks from the issuance of the Orange County ROW Utilization Permit (subject to' availability of materials). All site restoration and off -site demobilization shall occur within in one week of clearance being issued by FDEP. 5. As- builts shall be prepared by City staff. 6. Service lines can be installed by directional drilling. Issue: Should the Mayor and Commission authorize the City Manager to cause the construction of the Nay Avenue and Whittier Avenue Water Line Project using Barracuda Construction in the amount of $99,847.97? Recommendations: Motion to authorize City Manager to contract with Barracuda Construction in the amount of $99,847.97, with the above - listed special conditions, and approve $5,000 for associated construction administration costs for a total project amount of $104, 847.97. Staff also recommends that the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Conflicts between the Engineering Standards Manual and specified requirements M Instructions shall be resolved by the more stringent requirements. 5) The City of Ocoee Engineering Standards Manual's purpose is to provide direction to the development unity for the Improvements to be dedicated and /or maintained by the City and to Supplement contract documents with specifications, materials, and testing requirements. The contractor shall interpret applicable references to Developer, Owner and /or Developer's personnel including Engineer as "Contractor'. Contractor shall bring any conflict or issues to the City attention. 13) Contractor must coordinate with all other utility firs for resolution of conflicts. Contractor shall have 48 hours to determine the resolution of any unknown or unforeseen conflicts. Coordination costs Incurred shall be borne by the contractor. 14) Contractor shall support and protect all existing utilities; and shall be responsible for coordinating with utility owners and for providing temporary support for utility poles and all other utilities during construction. 15) No valve boxes, meters, portions of manholes, or other appurtenances of any kind relating to contractor's work shall be located in the curb, sidewalk, roadway and /or driveway unless specifically noted on the plans or directed by the Engineer. 16) Where required, at no additional cost to the City, the c ontractor shall use temporary sheeting or trench boxes to minimize the size of the excavations and protect existing roadways, utilities, and other facilities, or as needed to remain within the limits of onstruction. Contractor shall comply with OSHA trench safety requirements at all times. 17) The contractor shall Immediately notify the City of Ocoee In the event of a utility main break or damage. 18) All main repairs are to be completed Immediately by the contractor, at the contractor's expense. If the main Is not repaired in a timely manner, as determined by s the Engineer, City of Ocoee personnel may repair the damage and the contractor will be back charged for repairs. 19) Contractor shall apply for and secure all necessary permits from state, county, and local municipalities; permits shall include, but not be limited to, construction, business license, and dewatering. 20) Pipe lengths shown on plans are approximate. Actual lengths are to be determined during construction. 21) Contractor shall locate all right -of -way lines /property, comem and provide preliminary water line layout. Partial closure or obstruction of vehicle ingress /egress shall only be allowed based on City approval with seven days' nonce. Contractor shall provide public and /or Individual notification at a minimum of forty eight hours. 24) Contractor shall protect existing Improvements to the extent Possible. Restore all existing improvements and disturbed areas to original condition. All impacted mailboxes, damaged sidewalk, roadway pavement and other facilities Shall be restored to their original condition. 251 Maintenance of traffic needs to comply with the FOOT requirements and Manual of Uniform Traffic Control Devices. 26) All unsuitable material, Including deleterious excavation, demolished concrete, and pavement shall be the property of the Contractor and must be disposed of In accordance with all applicable federal. state and local requirements. 27) Removal of pavement, curb, sidewalk and driveway pay items shall include saw cutting and disposal of unsuitable material. 28) Contractor shall restore right -of -way to a pre- tonstruchon equal or better condition. Water, Wastewater and Reclaimed Water System Notes 11 This project is exclusive to water (potable) system and specific notes and /or references to wastewater and reclaimed water construction notes shall not be germane to this project. 2) Pavement removal and replacement shall in accordance with Orange County Standard Open Cut Restoration per GDl and extent of pavement shall be as indicated on plan sheets. 3) Water services extended under existing pavement must be bored, mole punched and /or directional drilled under pavement Path of service shall be 24" below base of roadway. 4) Water main may be installed using the directional drill method but shall be limited to mains from nominal sizes of 4" to 12 ". Directional drill material shall be high density polyethylene material and methods shall be in accordance with "Article 33: Engineering Standard ". Payment for this method shall utilize similar direct burial method and shall not result in additional costs to the Qty. CITY OF OCOEE UTILITIES DEPARTMENT 1800 A. D. Contractor shall coordinate with City personnel, with 48 hours' notice, the collection of and conveyance of samples to a City- approved testing laboratory. Contractor shall reimburse City for all failed material testing samples. 6) All existing mains shall remain in service until the proposed main(s) are accepted for service and cleared for service by FDEP. Contractor shall coordinate with City for the City to relocate existing water meters to new ervices. Contractor's work will not include relocating, adjusting, and /or tying -In existing metes. 7) City shall provide reasonable and necessary water (or c onstruction through a construction meter/backfiow Jumper at no cost to the contractor. Contractor shall supply Jumper or may check out a Qty -owned Construction Meter /Backflow Hydrant Meer.
