Colonial Drive (SR 50) adjoining Lake Bennet. The parcel numbers for this project are 20- 22 -28- 0000 -00 -015, 20- 22 -28- 0000 -00 -021, 17- 22 -28- 6144 -06 -250 and 17- 22 -28- 6144 -06 -260. This project is proposing to construct a 2,401,204 square foot mixed use commercial, office, and multi - family development on approximately (Parcel 2) 15.84 acres. The rest of the project parcels (Parcels 1, 3 and 4) will be for right - of -way, open space, stormwater abatement and possible future development. The total site area is approximately 54.74 acres of which 15.2 acres are designated as wetlands. The site is currently undeveloped and covered with a mixture of pine trees, oak trees and other varieties of trees scattered around the property. The subject site is currently zoned "Community Commercial' (C -2) and "Multi- Family Dwelling" (R -3). The Future Land Use designation for the subject site is "Commercial', "High Density Residential' and "Conservation /Floodplains" along Lake Bennet. The subject site is located within what is considered Target Area 2. Target Area 2 was further divided into two general sub areas (Sub -Area 1 and Sub -Area 2). Sub -Area 1, which is located along the frontage of Bluford Avenue and SR 50, provides for a more conventional suburban design while Sub -Area 2 is intended to be a more urban environment. The subject site is generally located in Sub -Area 2. DISCUSSION: The City Center West Orange Preliminary Site /Subdivision Plan (PSP) will be developed as a mixed -use commercial, office, and multi - family development consisting of five (5) lots and three tracts of land. Phase 1 (Lot 1) will consist of a multi -story (8 stories) complex building containing 75,000 square feet of Retail, 75,000 square feet of Restaurant, 66,000 square feet of Office, 314 Dwelling (Condos) Units and a Hotel containing 215 rooms. This multi -story complex building will have all the requisite infrastructure and amenities (tennis court, swimming pool, volleyball sand court, pavilions, and clubhouse) including an internal parking facility. Dedication of right -of -way for the extension and construction of Maine Street and access roadways will also be done as part of Phase 1. Phase 2 and 3 (Lots 2 -3) will consist of two additional buildings with 50,000 square feet of Retail, 40,000 square feet of Restaurant, and 166 Dwelling Units all with associated infrastructure. Phases 4 and 5 have no development proposal as of this Preliminary Site /Subdivision Plan. Access into the subject site will be provided through Bluford Avenue and the extension of the existing Maine Street. In addition, there are access roadways proposed consistent with the CRA Target Area 2 block roadway network. In order to facilitate the site, traffic lights are proposed at the intersection of Bluford Avenue and Maine Street. Traffic lights are also proposed at the main entrance of the Phase 1 multi -story complex building and Maine Street. As shown on the PSP, the internal road network will eventually connect to the southern adjacent development. The Developer is requesting four (4) waivers from the Land Development Code. All of the requested waivers are consistent with the CRA Target Areas Special Development Plan for Target Area 2; therefore, staff supports all the waivers as requested. Urban Design: The site plan meets the road network as proposed in the Target Area 2 overlay. The site plan, building layout and elevations are provided in the plans. The project creates a sense of community by providing safe travel areas for pedestrians, a lakefront park, and sitting areas. A logical street and sidewalk network is provided. Parking is provided along the external streets with no parking located behind buildings. Transportation: The applicant has submitted a traffic impact analysis (City Center West Orange January 2015, revised March 2015). The traffic study was performed in accordance with City of Ocoee requirements and a discussion with the City's transportation consultant on the methodology. According to the traffic analysis, the proposed development will generate an estimated 10,844 trips per weekday (this takes into account pass -by trips). Traffic will impact the following road segments: Bluford Avenue from SR 50 to Maine Street is programed for 13,000 daily trips. A 2014 traffic count provided by Orange County indicates the existing traffic count is 9,000 daily trips. This is a decrease from the 9,030 trips indicated in a 2010 traffic count study by the City of Ocoee. From a historical perspective, Bluford Avenue had its highest traffic count of 10,539 in July 2005. Under existing conditions, the project is proposed to contribute an additional 7,000 t daily trips on Bluford Avenue and will not meet the level of service. In order to mitigate the transportation deficiency, the applicant is proposing to construct Maine Street from their eastern property line to Blackwood Ave. Future improvements such as the extension of Maine Street to Maguire Road, the signalization of Bluford Avenue. and Maine Street, and the extension of Lake Bennet Drive will reduce the trip load on Bluford Avenue. Maine Street Project site to Blackwood Avenue will redirect 30% of the Bluford trips or 2,100 daily trips. Issue Should the Honorable Mayor and Commissioners approve the Preliminary Site /Subdivision Plan for City Center West Orange? Development Review Committee Recommendation: The Development Review Committee (DRC) met on March 3, 2015, and reviewed the Preliminary Site /Subdivision Plan for City Center West Orange. There were several issues to be addressed from city staff that were identified in written staff comments and /or presented verbally. There was some discussion on school concurrency, utilities, reuse water, stormwater abatement, fire fighting /protection of a multi -story building, and project phasing. All of the issues were discussed and changes to the plans were agreed upon. The applicant was also notified that review comments are still forth coming and that all comments need to be resolved. When the discussion was finished, the DRC voted to recommend approval of the Preliminary Site /Subdivision Plan, subject to the resolution of all staff comments. Planning & Zoning Commission Recommendation: The Planning and Zoning Commission reviewed the proposed Preliminary Site /Subdivision Plan for City Center West Orange on March 10, 2015. City Staff presented a summary and overview of the proposed development plan. City Staff and the applicant/developer answered several questions regarding the street scape, street trees, parking demand, parking garage, high -rise fire protection and future roadway improvements. The P &Z inquired if the applicant conducted a research to see if the market can support this amount of demand for restaurants and retails space. The applicant responded that their research supports this amount of demand for this market area. The P &Z also inquired about the financing from private investors and what is required to be sold before they can go vertical within the project. The applicant explained that there is a certain amount of units to sell before they can expand vertically; however, they also have private investors interested in the project. After the public hearing segment, the P &Z Commissioners were collectively excited and optimistic about the overall project. However, the P &Z also expressed concerns about having "safe guards" for the City if the project ever fails to be completed. They noted about having road /infrastructure improvements completed prior to vertical construction. Additionally, a concern was raised about not having another "Colony Plaza" scenario. Mainly, the Colony Plaza "condo air rights" that is currently impeding redevelopment of that area. The P &Z expressed that the applicant/developer should waive the "condos air rights" if the project ever bankrupts. After finishing its deliberations, the Planning & Zoning Commission voted unanimously to recommend approval of the Preliminary Site /Subdivision Plan for City Center West Orange, subject to resolving any remaining staff comments. Staff Recommendation Based on the recommendation of the DRC and Planning & Zoning Commission, Staff recommends that the City Commission approve the Preliminary Site /Subdivision Plan for City Center West Orange, subject to resolving any remaining staff comments.
