Appointments.
Background Summary:
The City participates on various technical and advisory committees as a member of the regional
transportation planning organization, MetroPlan Orlando (MPO). The organization provides the forum
for local elected officials, their staff, and industry experts to work together to improve transportation
options for Central Florida. The MPO Board recently redefined the Management and Operations
(M &O) advisory committee into the Transportation Systems Management and Operations (TSMO)
committee. The purpose of the TSMO is to identify and recommend relatively low -cost improvements
to make the most of the existing transportation system by establishing measures to help reduce
congestion and improve air quality in Central Florida. The work of this committee places more
emphasis on the importance of transportation systems management and operations. These programs
and projects will improve both system efficiency and public safety.
The City is requested to make one appointment to serve as a voting member on the TSMO, along with
one alternate. Public Works Director, Stephen Krug, has represented Ocoee on the former M &O
committee and currently represents the City on the Technical Advisory Committee (formerly known as
the Transportation Technical Committee). The City Manager recommends the City Commission
appoint Mr. Krug as the City's representative to the TSMO, with City Planner, Michael Rumer, the
alternate representative.
Issue:
Request the City Commission approve appointments to the MetroPlan Orlando Transportation Systems
Management and Operations Committee.
Recommendations:
Recommend approval to appoint Public Works Director Stephen Krug to represent the City on the
MetroPlan Orlando Transportation Systems Management and Operations Committee with City Planner
Michael Rumer the alternate representative.

Financial Impact:

I am writing to request that you make staff member appointments to our Transportation
Systems Management and Operations (TSMO) Committee. The role of this advisory committee
was redefined when the MetroPlan Orlando Board approved our Strategic Business Plan Update
last year. The purpose of this committee is outlined in the committee's bylaws which were
approved by Board action on February 11, 2015. A copy is provided for information.
The work of this committee is a positive step in the right direction as it places even more
emphasis on the importance of transportation systems management and operations. These
programs and projects will improve both system efficiency and public safety.
City of Ocoee is asked to make (one) appointment to serve as a (voting member) on TSMO,
along with (one) alternate. Members who are appointed must be employees of your jurisdiction
and should have strong backgrounds in transportation engineering or planning and an interest
in advancing TSMO- related activities.
The first full committee meeting will be in April. in order to expedite this process, please send

than March 20, 2015.
