The overall parcel is 28.1 acres in size, of which 17.64 is for the 240 multi - family units. The subject property is located adjacent to the West Orange Trail on the east with a 73 foot power line easement located along the eastern property line. Pedestrian access to the West Orange Trail is being provided on the northern property line with a vehicular crossing located on the eastern property line subject to Orange County approval. The applicant is proposing a Preliminary/Final Site Plan for 240 multi - family units with associated recreation amenities, stormwater management areas, and public road access. The table below references the future land uses, jurisdiction, existing land uses and zoning classifications of the surrounding parcels: Direction Future Land Use Zoning Classification Existing Land Use North Public Facility A -1 (Agriculture) Reclaimed Water Facility (Winter Garden East Low Density Residential A -1 (Agriculture) Vacant Parcel South ROW N/A West Road West Commercial /Industrial PUD Commercial Vacant Parcel The Future Land Use designation for the subject site is "Light Industrial" which allows up to 16 dwelling units an acre. On April 15, 2014, the City Commission reviewed and approved the PUD Rezoning and Land Use Plan for Arbours at Crown Point PUD. The Arbours at Crown Point Preliminary/Final Site Plan is a multi - family development that proposes a total of 240 one, two, and three bedroom apartments. A community building, as well as a pool, BBQ area, vehicle wash area and exercise trail are being provided. The project is dedicating 25 feet on the north end to connect the West Orange Trail to Ocoee - Apopka Road. The development will provide direct connection to the trail as an additional amenity. As shown on the plans, the subject site will have two (2) access points. The main access will be at the gated access on the extension of Fountains West Blvd. This main entrance will be landscaped with signage as the entry feature. The second access is proposed through a decorative crash gate on Fountains West Blvd. The Plan also shows a 6 -foot high black decorative fence with columns forming the perimeter of the development with landscaping. It should be mentioned that the site is located within the Wekiva Study Area as designated by the Florida Legislature. The Wekiva Study Area requires additional groundwater protection for Wekiva Springs. The development will provide more than 35% open space leaving much of the "A" soils available to filter ground water. The Preliminary/Final Site Plan is consistent with the approved Arbours at Crown Point PUD. Finally, potable water and sewer services will be provided by Orange County. The City of Ocoee will provide solid waste services, reuse water, police, and fire protection. Issue: Should the Honorable Mayor and City Commissioners approve the Preliminary/Final Large Scale Site Plan and for Arbours at Crown Point located in the Arbours at Crown Point PUD? Development Review Committee Recommendation: The Development Review Committee (DRC) met on May 5, 2015, and reviewed the Preliminary/Final Site Plan for Arbours at Crown Point. Staff discussed technical drainage and road design issues to be addressed from the City's Engineering Division. When the discussion was finished, the DRC voted to recommend approval of the Preliminary/Final Site Plan, subject to the resolution of the remaining staff comments. Planning & Zoning Commission Recommendation: The Planning and Zoning Commission reviewed the proposed Preliminary/Final Site plan at the May 12, 2015, Planning and Zoning Commission meeting. The Planning and Zoning recommendation and comments will be provided at the City Commission meeting. Staff Recommendation Staff recommends that the City Commission approve the Preliminary/Final Large -Scale Site Plan for Arbours at Crown Point, subject to resolving any remaining staff comments.
