Background Summary:
The City of Ocoee's Utilities department operates 2 drinking water treatment plants, 2 reclaimed water pumping
facilities, 63 wastewater lift stations, and 1 wastewater treatment plant. These facilities incorporate a
Supervisory Control and Data Acquisition feature that allows unmanned automated operation of the facilities as
well as collection and storage of information and emergency alarm condition "call outs" to stand -by personnel.
To increase efficiency and provide for a more cost effective operation of these facilities, the City is moving to a
more centralized platform for all Utilities related SCADA systems (VT SCADA) for each facility utilizing a web -
based system. The City's water treatment plant SCADA computers, reclaimed water system SCADA
computers, and lift station SCADA computers shall be located at the wastewater treatment plant by mid - August
2015.
The evening of July 5th, 2015, the wastewater treatment plant experienced lightning damage to the City's
plant's SCADA system. The SCADA computer that was running on Windows XP, including the SCADA software
which is XP based, also was damaged and is no longer supported. Additionally, Kruger, the original SCADA
provider is only available for limited support. Staff's efforts to revive the SCADA system have been exhausted
and are requiring staff to monitor the facility manually around the clock during periods that the SCADA system
is inoperable.
Sanders Company, Incorporated is currently doing the migration project to the new web -based VT SCADA
software, and at a later date is planned for Sanders to migrate the wastewater plant SCADA system to the
centralized SCADA system platform. Due to the lightning damage and obsolescence of the existing SCADA
system at the wastewater treatment plant, staff is recommending the moving forward of the migration of the
SCADA system to this new platform.
Issue:
Should the City Commission authorize the City Manager to approve a change order to increase the Sanders
Company, Incorporated purchase order #1422999 by $31,264.00, from $290,000 to $321,264 to purchase the
materials, software and labor to convert the damaged wastewater SCADA system over to VT SCADA.
Recommendations
Staff recommends that the City Commission authorize the City Manager to approve a change order to increase
the Sanders Company, Incorporated purchase order #1422999 from $290,000 to $321,264 to purchase the
materials, software and labor to convert the damaged Ocoee Wastewater Treatment Plant's SCADA system
over to VT SCADA at the cost of $31,264.00.
Attachments:
1) Sanders Company proposal to migrate the wastewater treatment facility to the centralized VT SCADA
system platform.
Financial Impact:
The approved budget for the SCADA conversion was $416,145 with $106,217.13 remaining funds
unencumbered available for the additional work. Based on the $31,264 there will be $74,953.13 unspent.

PRICE, DELIVERY AND TERMS OF OFFERING
Prices submitted are for equipment /services specifically listed within this Scope of
Supply which constitute our complete offering.
Scope of the Project
Sanders Company is providing a quotation for the following:
Convert existing Kruger screens to VT Scada and load on server.
Convert existing Kruger script files to PLC logic and load into PLCs.
Setup redundancy between servers to maintain constant control of Plant.
SCI's price does not include: Taxes
Total Price $ 13,764.00 PLUS TAX if applicable.
Option A to convert all existing Kruger screens to 3D enhanced graphics
Option Price $ 17,500.00 PLUS TAX if applicable.
DELIVERY: weeks after complete and acceptable approval is received in the
Stuart offices of Sanders Company, Inc.
TERMS OF PAYMENT
Based on initial and continuing credit approval by Sanders Company, Inc., the
following payment terms apply: Net 30
SCI form 575 Terms and Conditions, which is attached, is an integral part
of this offering.
