Background Summary: This year, $10,000.00 has been made available for the City of Ocoee Police Department through the Edward Byrne Memorial Justice Assistance Grant (JAG). The Byrne Memorial Justice Assistance Grant (JAG) Formula Program Committee wishes to submit the attached 51% Letter to the Office of Criminal Justice Grants in Tallahassee. This letter lists the various programs for which the participating law enforcement agencies in Orange County plan to spend the $296,122.00 allocated to them. The letter and accompanying grant application must be signed by the Mayor. If approved, the City of Ocoee will receive $10,000.00 to purchase Equipment for Crime Scene Unit. The Ocoee Police Department has been dependent on other agencies for the use of their Crime Scene Investigators. Due to the economy, the ability for these agencies to assist in a timely manner has diminished with the other agencies reduction in staffing and funding. Officers responding at a crime scene are responsible for a multitude of tasks including obtaining information from Victims and Witnesses in a timely manner to apprehend the perpetrators quickly. They are also responsible for the collection of evidence for successful prosecution of the criminal(s). Contacting a Crime Scene Investigator from another agency takes time and can cause a substantial delay if that investigator is already in use at their agency or assisting another agency. A delay in collection of evidence can result in crucial evidence being contaminated or lost. At times, these crime scenes are large and could keep the officer occupied for a lengthy period. This results in the officer being unable to assist in other needs of the community or diminishes our staffing on the street causing potential safety hazard to other officers and the community. The services provided by the Crime Scene Investigator utilizing the procured equipment requested will enhance criminal investigations conducted by the Ocoee Police Department. The services provided by the Crime Scene Unit will enhance the quality of life in the City of Ocoee by deterring criminal activity through successful prosecution. The assistance provided by the Crime Scene Investigator will allow the patrol officer to complete the initial investigation quicker and allow them to return to service and care for other duties within the community. Issue: Should the Honorable Mayor and Board of City Commissioners authorize the Mayor to sign the 51% Letter and grant application allowing the Police Department to apply for $10,000.00 that has been made available for the Ocoee Police Department through the Edward Byrne Memorial Justice Assistance Grant (JAG) to purchase Equipment for Crime Scene Unit? Recommendations It is recommended that the Honorable Mayor and Board of City Commissioners authorize the Mayor to sign the 51% Letter and grant application allowing the Police Department to apply for $10,000.00 that has been made available for the Ocoee Police Department through the Edward Byrne Memorial Justice Assistance Grant (JAG) 1 to purchase Equipment for Crime Scene Unit. FDLE will distribute these funds in accordance with the JAG Countywide distribution provisions of Chapter 11 D-9, Florida Administrative Code. FDLE has set aside $296,122 funds for use by all units of government within Orange County. Enclosed are the following documents to assist your county with the strategic planning and allocation process. JAG-Countywide Program Announcement&Application Instructions JAG-Countywide Project Timeline JAG-Countywide Application Checklist Certificate of Participation The enclosed Program Announcement provides an overview of these funds which can be used by local units of government to support a broad range of activities to prevent and control crime and to improve the criminal justice system. Please note the Program Announcement includes information from the U.S. Department of Justice relating several areas of national focus and its priorities to help maximize the effectiveness of the Byrne/JAG funding. The Application Instructions provide an overview of requirements for submitting the JAG-Countywide request for funding through FDLE's on-line grant management system (SIMON). JAG-Countywide documents are also located online at http:f/www.fd le.state.fl.uslcontent/Grants/JAGC2016.aspx As a condition of participation in this program, the units of government in each county must reach a consensus concerning the expenditure of these funds. This consensus must include the projects to be implemented as well as the agency responsible for such implementation. Developing such consensus will require someone to exercise leadership and assume a coordinating role in the development of applications for these funds. This coordinator will also serve as a liaison between the awarding agency and the subrecipient(s)to ensure all reports, documentation, and timelines are being submitted as per the requirements of the agreement. FDLE recommends the Board of County Commissioners assume this responsibility. We will send this individual further information regarding the application process in FDLE's online grant management system.
