Subject: Notification of Emergency Wastewater Treatment Plant Replacement SCADA Upgrade
and Modifications to VT SCADA
Background Summary:
The wastewater treatment plant is equipped with computers and process control software that
monitors and controls the treatment process. This system is called a Supervisory Control and Data
Acquisition (SCADA) system.
On July 7, 2015, the wastewater plant's operations building experienced a lightning strike which
severely damaged its SCADA computer. The older PC, running Windows XP, included a version of
Wonderware HMI SCADA software that was not upward compatible. Plant personnel were able to find
used parts to return the PC to rudimentary operation with limited functions and features. The obsolete
PC's continuous operation was tenuous, and any further repairs unlikely. Staff met with the City
Manager and it was agreed that the SCADA application need immediate replacement.
With the notion to centralize the department's SCADA operations, the Utilities Department selected VT
SCADA by Trihedral Engineering Limited, represented by Sanders Company, for the department's
future SCADA platform. The department was in the final stages of upgrading both water treatment
plants to VT SCADA, and was also in the process of upgrading the wastewater plant's lift station as
well. The wastewater plant's PC/PLC and software was under consideration for budgeting within the
next few years, but due to the status of the PC/compatibility with the SCADA software, the emergency
repair of the wastewater plant's SCADA system was initiated. The work was to be integrated with the
implementation of the water plants' SCADA conversion, with the cost for the wastewater plant
conversion totaling $31,264.00 and is to be completed by Sanders.
Per Section 21.6 Emergency Purchases of the City's purchasing policy: the Department Director may
make emergency purchases, with the authorization of the City Manager, in accordance with
emergency purchase procedures set forth in the Purchasing Manual.
Per Section 9 Emergency Purchases, purchases exceeding the City Manager's normal purchasing
limit of$25,000, shall require notification of the expenditure and nature of the emergency to the City
Commission by the Department Director or the City Manager.
Issue:
Notification to City Commission of the emergency conversion of the wastewater plant's SCADA
system to VT SCADA by Trihedral Engineering Limited, utilizing the services of Sanders Company.
Recommendations:

Convert existing Kruger script files to PLC logic and load into PLCs.
Setup redundancy between servers to maintain constant control of Plant.

Option-B is in addition Option "A" and converts all existing Kruger screens
to 3D enhanced graphics
Option "B" Price $ 17,500.00

Based on initial and continuing credit approval by Sanders Company, Inc., the

We have been working to resolve the lightning damage to the wastewater treatment plant that occurred on July 70,
2015.
Staff that was on duty at the time highly suspect the Utilities communications tower or the Operations Building took a
direct hit by lightning which severely damaged the plant SCADA computer.The WWTP process operating software was
damaged with the computer. Plant operations staff had to work around the clock to operate the plant while Sanders
made some temporary repairs to the SCADA system.The software for the Wastewater Treatment Plant is 20 years old
and is no longer supported.
As you are aware,Sanders is working on completing the Water Treatment Plant Instrumentation and SCADA project
along with converting several lift stations over to the new VTSCADA system. We are unable to have replace or get
support for the WWTP process operations software. In an effort to keep all of Utilities Facilities SCADA software
consistent, Sanders has been instructed facilitate emergency repairs and to replace the WWTP computer and install and
configure the new VTSCADA software and operations programming on the new WWTP computer. The cost to convert
existing Kruger screens and PLC logic to VTSCADA is$31,264.00
