ITEM #08 Windsor Landings Reuse System Update AGENDA ITEM COVER SHEET Meeting Date: October 17, 2006 Item # S Reviewed By: Contact Name: David Wheeler Department Director: Contact Number: 407-905-3100, ext. 1505 City Manager: Subject: Windsor Landings Subdivision Reuse Water System Extension - UPDATE Background Summary: This project was proposed to include extending 2000 feet of 10" reuse main along Maguire Road to serve the Windsor Landings Subdivision and provide a future connection to Orange County. This project supplied reuse water to the Windsor Landings subdivision as well as provided stub outs for future connections at Thornebrooke Drive and the undeveloped tract southwest corner of Maguire Road and Roberson Road. The City applied with South Florida Water Management District (SFWMD) Alternative Water Supply Funding Program and was awarded a grant to help fund this project. During the plan approval for Meadow Ridge Subdivision the developer agreed to install and pay for approximately 600 feet of reuse pipe adjacent to the property along Maguire Road. This then only left 1380 linear feet of reuse pipe for the city to install and fund along Maguire Road. Orange County expressed no interest in using this reuse main as a future connection so the 12" design was scaled back to 8". South Florida Water Management District (SFWMD) Alternative Water Supply Funding Program had awarded the City $50,000.00 to help fund this project based on a total length of 2000 linear feet of 12" reuse pipe with an estimated construction cost of $280,000.00. Upon completing the project consisting of 1380 linear feet of 8" reuse pipe at a total construction cost of $113,687.50 SJWMD has changed the funding amount to $34,500.00 due to the reduction in pipe size and length as well as project cost. Issue: Accepting the modified grant from SFWMD. Recommendations The Engineering and Public Utilities Department requests that the City commission authorize the Mayor and City Clerk to execute SFWMD's amendment No. 01 to agreement No. DG061195 Attachments: SFWMD Alternative Water Supply Funding Contract # DG061195, Amendment No. 01 Financial Impact: The reuse main project was constructed for a total price of $113,687.50 which was well under the original estimated cost of $280,000.00. SFWMD reduced the amount of the grant from $50,000.00 to $34,500.00 due to the actual cost of the project being significantly less than estimated. WITNESSETH THAT: WHEREAS, the AGREEMENT may be amended with the prior written approval of the Parties; and WHEREAS, the Parties wish to amend the AGREEMENT in order to decrease the funding, amend the Statement of Work, revise the Schedule of Deliverables of the AGREEMENT and amend the AGREEMENT Number; NOW THEREFORE, the DISTRICT and the RECIPIENT, in consideration of the mutual benefits flowing from each to the other, do hereby agree as follows: 1. The City of Ocoee enacted an ordinance in 1994 that requires all developments install reuse mains with a master meter between the potable and reuse until such time reuse becomes available in that area. This project will supply the Windsor Landings subdivision with reuse water by providing 1,380 linear feet of 8 inch reuse main which will reduce groundwater withdrawal from the Floridian aquifer and assist Orange County with meeting their consumptive use requirements. Payment shall be made following receipt and acceptance by the District of project deliverables in accordance with the schedule set forth below. The Recipient hereby agrees to provide the District all deliverables, data and information described in the Statement of Work. Reporting requirements are also part of this exhibit. The Recipient shall provide regular project update/status reports by February 1, 2006; April 1, 2006 and June 1, 2006. Reports will provide detail on progress of the project and outline any potential issues affecting project completion or overall schedule. Status reports may be submitted in any form agreed to by the District project manager and the Recipient, and could include emails, memos, and letters. Invoices for completed deliverables shall be submitted to the District for payment by September 30, 2006.
