Subject: Acceptance of Water Main Relocation Proposal in Conjunction with S.R. 50 Widening Project
by West Colonial Ocoee Development
Background Summary:
The State Road 50 (Dash — 3) Project calls for certain City water and sewer mains to be either relocated or
replaced, subject to the new roadway widening configurations. One water main, located on the north side of
the highway between Bluford Avenue and Maguire Road, is being replaced due to its location and non-
conforming material composition. The west end of the main, which will be within the Maguire Road intersection,
will be very difficult to install; and future maintenance on the line would be very complicated due to all its
conflicts with other utilities and the traffic control device (signal).
Currently, the West Colonial Ocoee Development (former Sabal Hotel) calls for certain water main
improvements, which if enhanced upon, could be used as a more favorable alternate route for the City's new
main. Staff has reached out to the developer, who has agreed to install the line in the amount of $46,860 (see
attached West Colonial proposal). The estimated cost to have the line installed by the FDOT contractor is
$48,370 (see attached "FOOT Water Main Cost by Lane Construction"). Utilizing the West Colonial Ocoee
proposal, the City will realize a net savings of $1,510. In addition to the savings, West Colonial Ocoee
Development has agreed to provide a 10' wide utility easement centered over the installed water main.
Attached is a plan sheet which shows the main as it would be constructed by FDOT, and alternate route of the
main to be constructed by West Colonial Ocoee.
Furthermore, the West Colonial Ocoee Development sanitary sewer outfall currently connects to the City's
gravity sewer main as a service with no access to the connection, and is located in the State Road right-of-way
outside of the existing pavement. The tie-in after the widening project shall be under pavement with no
maintenance access. The City had planned to utilize FDOT's Lane Construction to convert the tie-in to a
sanitary manhole connection, but now due to cost and coordination, is recommending that West Colonial Ocoee
Development construct the manhole. The estimated cost for Lane to do the work is over $8,500 and West
Colonial Ocoee Development has proposed to construct the manhole for $7,800.
Staff recommends awarding the water main and manhole installation to West Colonial Ocoee Development.
Issue:
Should the City cause a portion of the water main to be relocated by West Colonial Ocoee Development in
conjunction with the S.R. 50 Widening Project, and also have West Colonial Ocoee Development install a
sanitary manhole?
Recommendations
The Utilities Department, along with the Development Engineer, recommends acceptance of the proposal
submitted by West Colonial Ocoee Development for the installation of a water main and sanitary sewer
manhole in the total amount of$54,660.

Financial Impact:
Funds to be used for this project shall be expended from Water/Wastewater Field Operations Capital
Improvements in the amounts of $48,370 (408-533-10-6302) for the water main work and $7,800 (408-535-10-
6302) for the manhole construction, for a total amount of$54,600. Fund 408 has $94,834 available in the State
Road 50 Widening Utility Relocation &Traffic Signal Project (job number 31701.)

Dear Mr.Charles K.Smith,
This letter will serve as Moncy Limited Partnership, LLLP formal agreement to install an eight(8)inch
water main,as shown on the attached plans,and to provide a ten(10)foot easement centered on the
water main. Moncy Limited Partnership, LLLP also agrees to construct a doghouse manhole on an
existing gravity sewer main that will allow the City to better serve the future development. Moncy
Limited Partnership, LLLP understands that the City of Ocoee will be reimbursing the additional cost of
this water main to the amount of$54,660.00 per the Sitek Total Site Development Sitework Cost
Proposal attached.The reimbursement is subject to approval by the Ocoee City Commission on
December 6`h.
The water main is being installed at the request of the City of Ocoee. The City has seen and agreed to
the Sitework Cost Proposal. However, in the event of any unforeseen change or modification to the site
plan which could Increase the cost,the City hereby agrees,after City reviews and approves that change
order,to reimburse the Mocny Limited Partnership,LLP for the additional cost.
Said approval shall not be unreasonably withheld or delayed. Merely an Increase of cost is not deemed
a reasonable reason to withhold approval.
This added cost is limited to modification required by the City or its Inspectors,change in materials, or
unforeseen issues in excavating or Installing/supporting the water main.
