2016-020 Resolution Supporting the Florida Alliance of Boys and Girls Clubs RESOLUTION NO. 2016-020 A RESOLUTION OF THE CITY OF OCOEE, FLORIDA, SUPPORTING THE FLORIDA ALLIANCE OF BOYS AND GIRLS CLUBS IN ITS REQUEST TO THE FLORIDA LEGISLATURE FOR APPROPRIATIONS TO BENEFIT THE BOYS AND GIRLS CLUBS IN THEIR AFTER- SCHOOL PROGRAMS; PROVIDING FOR SEVERABILITY; PROVIDING AN EFFECTIVE DATE. WHEREAS, every day over 1 million youth in Florida leave school with nowhere to go, leaving them unsupervised, unguided, and unsafe; and WHEREAS, the Florida Alliance of Boys and Girls Clubs (the "Clubs") serves 129,000 youth in Florida in their after-school programs; and WHEREAS, the Clubs have helped strengthen the community by providing a safe, positive,constructive place for youth; and WHEREAS, the Clubs offer young people a wide variety of educational, recreational, cultural, and social programs; and WHEREAS, the Clubs enrich the lives of the youth of this community and foster the opportunity for low and moderate income youth; and WHEREAS, the Clubs offer after-school and summer enrichment programs for boys and girls; and WHEREAS, the low and moderate income youth of this community face many obstacles and the Club is a constant positive in their lives; and WHEREAS, while 24% of youth in Florida do not graduate from high school, 95% of the teenage Boys and Girls Clubs members expect to graduate from high school and 75% expect to complete post-secondary education; and WHEREAS, the Boys and Girls Clubs have a long history of providing after-school educational programs that put youth on the path to success; and WHEREAS, the City of Ocoee has determined that there are important public purposes for supporting appropriation of public funds to Florida Boys and Girls Clubs including, but not limited to, the provision of educational, recreational, cultural, after-school, summer enrichment, and social programs for the low and moderate income youth of Ocoee. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF OCOEE,FLORIDA,AS FOLLOWS: SECTION 1. Recitals. The foregoing recitals are hereby affirmed and ratified. SECTION 2. Authority. The City Commission of the City of Ocoee has the authority to adopt this Resolution pursuant to Article VIII of the Constitution of the State of Florida and Chapter 166, Florida Statutes. SECTION 3. Support Funding. The City Commission of the City of Ocoee hereby supports the funding requests made by the Florida Alliance of Boys and Girls Clubs (the "Clubs") to the Florida Legislature and requests that the Legislature appropriate funds in the state budget to the Clubs to the fullest extent possible so that more youth can benefit from the Clubs' successful and impactful after-school programs. SECTION 4. Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portion hereto. -2- SECTION 5. Effective Date. This Resolution shall become effective immediately upon passage and adoption.
