In compliance with the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055 and Chapter 21 of the City's Code of Ordinances, the City solicited statements of qualifications from qualified professional surveying and mapping firms or individuals that are interested in providing general surveying and mapping services for various planning, design, development review, and construction phase projects. The firms selected by the City will provide professional surveying and mapping services to the City on an as needed basis, based upon task orders to be issued by the City under the continuing contract. The City intends to award continuing contracts to the top three (3) firms deemed to be the most highly qualified to perform the required services. The continuing contracts shall automatically be renewed annually, unless terminated by the City in writing, for a total of five (5) years from the date of execution, plus a one (1) year optional renewal at the City's discretion. The RFQ was advertised on October 30, 2016 and was publicly opened on November 22, 2016. There were eight (8) responses submitted. The Finance Department and Support Services Department reviewed the qualification statements and all were considered responsive, see the attached RFQ Checklist. Attached are the top three (3) ranked responses; original copies of all responses are available in the Finance Department for your review. The eight (8) responses were evaluated by the RFQ Evaluation Committee appointed by the City Manager, which was comprised of four (4) members: Al Butler, Support Services Director; Richard Campanale, Public Works Operations Manager; Dean Hall, Building Official; and Charles Smith, Utilities Director. The public RFQ Evaluation Committee meeting was held on December 13, 2016, with the Evaluation Committee evaluating and short-listing the firms on specific evaluation criteria. Please see the attached shortlist/evaluation form. The evaluation committee short-listed the following firms in ranked order, and recommends contracting with the top three (3) ranked firms, per the attached award recommendation from Al Butler, Director of Support Services. Per the State of Florida CCNA Act Statute 287.055, if contract negotiations are unsuccessful with one of the top-ranked firms, staff shall terminate negotiations and initiate negotiations with the next ranked firm, and so on, until an agreement is reached. City of Orlando Continuing Surveying and Mapping Services Since 2013 BFA has performed Subsurface Utility Exploration (SUE) as a subconsultant to the City's continuing survey services firms. We are currently on four contracts for services through 2017. Projects have included both designation (marking) for inclusion of topographic surveys, location (excavation) of utilities for positive identification and precise horizontal and vertical location for design purposes. City of Orlando Downtown Manhole Inspection and Location The City of Orlando is looking to upgrade the existing downtown sanitary sewer system in various parts of the district. A total of 140 manholes on main trunk lines were targeted for the study. As a subconsultant to Tetra Tech, each manhole was opened and a manhole inspection was performed of the structure as to the type of construction, flows, surcharge, noted problems and other features. While the manhole was open measurements were taken of the inverts and flow lines, pipe directions and sizes were noted. GPS receivers in Real Time Kinematic (RTK) mode were used to determine a horizontal and vertical position of each manhole. Spreadsheets were prepared for each manhole for use by the design engineer along with the Manhole Inspection Forms. B1 1-10 City of Orlando - Marks Street/Pasadena Place Utility Improvements, A Topographic Survey of Marks Street between Orange Avenue and Mills Avenue to the east was performed in support the design of the rehabilitation and replacement of the aging sanitary sewer system that is running over the original capacity. All features within the right of way and a minimum of 25 feet beyond were located with elevations taken at 50 foot intervals. Sufficient right of way monumentation was recovered and assessed to produce the apparent right of way line throughout the length of the project. Subsurface utilities were designated by BFA subsurface utility engineering (SUE) crews for inclusion as part of the Topographic Survey. A Control Survey was prepared for inclusion with the construction plans of the newly designed features. Florida State Plane Coordinates, East Zone were the horizontal datum and City of Orlando Benchmarks in NAVD 88 were utilized for the Vertical Control on the Project. The Topographic Survey and Control Survey were prepared using AutoCAD 2010 Civil 3D for in- house design teams. The project was completed on schedule and within budget. . Homeowners and businesses in the Marks Street area were provided letters from BFA to let them know the purpose of the project and reason that survey and SUE would be taking place. City of Longwood Palmetto Avenue Sanitary Sewer Extension Survey and mapping services for a Topographic Survey to aid in the design of new sanitary system in support of new development. Project limits along the right of way Palmetto Avenue was between the existing lift station on Wayman Street and Grant Street on the west. Located all improvements within the right of way and a minimum of 25 feet beyond the right of way and intersecting streets. Cross sections were taken at 50' intervals within project limits. Lot and block corners were recovered to establish the apparent right of way lines. Horizontal control points are in Florida State Plane Coordinates and elevations were NAVD 88. Skylark Subdivision Water Main Replacement The City of Longwood replaced much of the existing water lines within the Skylark development area and required a complete Topographic Survey for design by BFA engineers. The selected areas were identified for the survey area which included the entire right of way and a minimum of 25 feet beyond for the topographic information. Apparent right of way lines were determined based on recovered lot and block corners. Underground utilities were marked by the utility companies and included in the survey. A Control Survey was established throughout the project area. City of Ormond Beach Nova Road Landfill Surveying and Mapping Under the Continuing Contract BFA performed review of Well 21A boundary and access issues and provided opinion on boundary issues. Established Florida State Plane Coordinates and NAVD 88 elevations at monitor wells throughout the Nova Road Landfill. Orange County Neighborhood Stabilization Program Survey Services As a subconsultant to AMEC, BFA performed over 60 Boundary Surveys in support of the Orange County Neighborhood Stabilization Program. Accelerated time frames are often required for the acquisition and closing of the properties. Lot and block corners are surveyed to determine the boundary lines and all improvements on and pertinent to the property are located and shown. BFA 1-11 Orlando International Airport Airside 4, Wing 12 and Central Energy Plant As a subconsultant to AVCON, a complete Topographic Survey of the Airside 4 hub and Wing 12 was performed of the buildings and adjacent apron for the design of the new international wing to process air travelers entering and leaving the country. All features within project area were located horizontally and vertically with a high degree of accuracy. Underground utilities were marked and included as part of the survey. Design plans at the 60% stage required 10 vacuum excavations be performed through the 17" of concrete to determine the exact horizontal and vertical location to avoid conflict with new facilities being installed. A Control Survey was performed to establish control points for the construction of the project. Orlando International Airport—South Terminal Complex Topographic survey of several areas for the design of Orlando International Airport's MW terminal. The project includes runway and taxiway tie-ins, jet fuel line routes, expansion of the fire station and a new ground services building. Establishes horizontal and vertical points for a control survey of the project. Osceola Pine Savannas—Florida Department of Environmental Protection The project consisted of surveying and mapping of the entire Township 33 South, Range 28 East, in Osceola County, Florida for the appraisal and acquisition of a wildlife land corridor between the 3 Lakes Wildlife Management Area and Bull Creek Wildlife Management area. The project, 36 square miles total area, lies between and will provide safe passage and preservation of pristine Florida lands for generations to come. A Geodetic Control Survey was initially performed to establish control for the project and tie it all together. Aerial photography was flown and mylar of the photos were prepared with grid information. Appraisal Mapping included positioning all ownerships onto the photography and calculating approximate acreages of uplands and jurisdictional lands for placing a value on the property based on usages possible. Negotiations with land owners to acquire properties often lead to Boundary Surveys being required for the acquisition of the lands by the state with about 10,000 acres being purchased by the state with another large tract appraised but remaining in private ownership as a nature preserve. g. INTRODUCTION AND GENERAL INSTRUCTIONS 1. The City of Ocoee, Florida, in conformance with the Consultants' Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, et seq., and the policies and procedures of the City of Ocoee (City), is soliciting statements of qualifications from licensed surveying and mapping firms that are interested in providing general surveying and mapping services for various planning, design, and development review projects. 2. The City intends to award continuing contracts to the top three (3) firms, if possible, deemed to be the most highly qualified to perform the required services. In determining whether a firm is qualified, the City shall consider such factors as the ability of professional personnel; whether a firm is a certified minority business enterprise; past performance; willingness to meet time and budget requirements; location; recent, current, and projected workload; and the volume of work previously awarded by the City. The City reserves the right to accept or reject any or all proposals, to waive formalities, technicalities or irregularities, to request clarification of information submitted in any proposal, or to re-advertise for new proposals. The City may accept any item or group of items of any proposal, unless the Proposer qualifies its proposal by specific limitations. The City may accept one or more proposals if, in the City's discretion, the City determines that it is in the City's best interest to do so. The City reserves the right to award the contract to the Proposer which, in the City's sole discretion, is the most responsive and responsible Proposer The City reserves the right, as an aid in determining which proposal is responsible, to require a Proposer to submit such additional evidence of Proposer's qualifications as the City may deem necessary, and may consider any evidence available to the City of the financial, technical, and other qualifications and abilities of a Proposer, including past performance (experience) with the City and others. The City Commission shall be the final authority in the selection of any and all proposals. B. INSURANCE TERMS AND CONDITIONS The successful respondent shall be required to provide evidence of both General (Public & Property) Liability and Professional (Design Errors and Omissions) Liability Insurance in the form of a certificate of insurance issued on behalf of the City of Ocoee and naming the City as an additional insured, by companies acceptable to the City at the minimum limits and coverages listed below with deductible amounts acceptable to the City. The selected consultant shall not commence any work in connection with an Agreement until all of the following types of insurance have been obtained and such insurance has been approved by the City, nor shall the consultant allow any subconsultant to commence work on a subcontract until all similar insurance required of the subconsultant has been so obtained and approved. Policies other than Workers' Compensation shall be issued only by companies authorized by subsisting certificates of authority issued to the companies by the Department of Insurance of Florida which maintain a Best's Rating of"A" or better and a Financial Size Category of"VII" or better according to the A.M. Best Company. Policies for Workers' Compensation may be issued by companies authorized as a group self-insurer by F.S. 440.57, Florida Statutes. 1. Loss Deductible Clause: The City shall be exempt from, and in no way liable for, any sums of money which may represent a deductible in any insurance policy. The payment of such deductible shall be the sole responsibility of the General Consultant and/or subconsultant providing such insurance. 2. Workers' Compensation Insurance: The Consultant shall obtain during the life of this Agreement, Worker's Compensation Insurance with Employer's Liability Limits of $500,000/$500,000/$500,000 for all the Consultant's employees connected with the work of this project and, in the event any work is sublet, the Consultant shall require the subconsultant similarly to provide Workers' Compensation Insurance for all of the latter's employees unless such employees are covered by the protection afforded by the Consultant. In case any class of employees engaged in hazardous work under this contract for the City is not protected under the Workers' Compensation statute, the Consultant shall provide, and cause each subconsultant to provide adequate insurance, satisfactory to the City, for the protection of the Consultant's employees not otherwise protected. SCOPE OF SERVICES The scope of work to be performed through task orders issued under the continuing contracts may consist of, but will not necessarily be limited to: planning, design, development review, and construction phase surveying and mapping services for public and private projects within the City. Typical assignments would include, but would not be limited to the following: • Horizontal and vertical survey for existing and new roadways, drainage ponds, ditches, and canals • Verification of existing rights-of-way and establishment of new right-of-way lines • Preliminary and final roadway or utility alignment surveys • Parcel surveys, including building footprints and clearances • Preparation of legal descriptions with or without sketches of description • Plat review in accordance with Chapter 177, Florida Statutes • Establishment of the limits of existing ditches and canals • Collection of data through use of Global Positioning System (GPS)technology • Lake and pond water level elevation identification and verification • Horizontal and vertical underground and overhead utility (water, sanitary, fiber optic cable, coaxial cable, etc.) surveys • Soft-dig services • Maintenance of the official statement of city limits • Miscellaneous surveying or mapping services Interested firms must be experienced in providing surveying and mapping services for projects of a scope and nature comparable to those described. To be considered, the respondent shall be a licensed professional or qualified business in accordance with Florida State law and be familiar with all applicable State of Florida, Orange County, and City of Ocoee codes, regulations, and laws. Each qualifications submittal should include a copy of the firm's contractor's license. D. SUBMITTALS Qualifications packages shall be designed to portray to the City how the respondent's services can best match the knowledge, skills, and abilities suggested by the anticipated Summary of Services given above. In order for the City to evaluate the qualification package, each Respondent shall provide information relative to their ability to provide services that will best meet the needs of the City. The City of Ocoee requires comprehensive responses to every section within this RFQ. To facilitate the review of the responses, firms shall follow the described response format, see also Section 4 of this RFQ. The intent of the RFQ format requirements is to expedite review and evaluation. It is not the intent to constrain firms with regard to content, but to assure that the specific requirements set forth in this RFQ are addressed in a uniform manner amenable to review and evaluation. F. SELECTION PROCESS 1. The criteria for selection shall be based on the criteria listed in the RFQ. The City shall be the sole judge of the competency of Respondents. 2. A City evaluation committee will evaluate each respondent's qualifications and will short-list and recommend to the City Commission the top three firms, if possible, in ranked order of qualifications based upon the evaluation committee's evaluation of the proposals and any client references. All Respondents shall be notified via Onvia/Demandstar or other means of staffs recommended ranking of firms to the City Commission. The City Commission's decision to endorse or modify the ranking by staff shall be final. The City Commission shall be the final authority in the award or rejection of any all responses. 3. The City will apply the negotiation requirements of Section 287.0055, Fla. Stat., (a.k.a., CCNA). The City will attempt to negotiate an agreement with the top-ranked Respondent. If no agreement is reached with the top-ranked Respondent, negotiations will be terminated and initiated with the second-ranked Respondent, and so on, until an agreement is reached. 4. The successful Respondent shall be required to execute an agreement which provides, among other things, that all plans, drawings, reports, and specifications that result from Respondent's services shall become the property of the City. TASK ASSIGNMENT PROCEDURES Firm(s) selected by the City will provide surveying and mapping services to the City on an as needed basis, based upon task orders to be issued by the City under the continuing contract. It shall be the requesting City Department's responsibility to verify funding source, amounts, and balances. It shall be the surveying and mapping firm's responsibility to include those references on each invoice submitted for the work. No work shall commence until the verification of the issuance of the purchase order or other authorization document.
