MINUTES OF THE CITY OF OCOEE CANVASSING BOARD MEETING HELD
MARCH 10, 1999
CALL TO ORDER
Mayor Vandergrift called the Canvassing Board to order at 12:13 p.m. in the
Commission Chambers Conference Room. The roll was called and a quorum declared
present.
PRESENT: Mayor Vandergrift, Commissioner Anderson, Commissioner Parker,
Assistant City Attorney Clements, City Manager Shapiro, City Clerk
Grafton and Deputy City Clerk Green.
ABSENT: None.
City Clerk Grafton announced (1) the number of registered voters: 8,964, (2) the votes
cast for Districts 1, 2 and 4: 250 and (3) the number of votes cast for District 3: 270.
Twenty-four absentee ballots were returned to the Supervisor of Elections and one to the
City Clerk, making a total of 25 absentee ballots to be opened. The total of the votes cast
was 545. Voter turnout was six percent. A spread of only three in the final count
between the two candidates for City Commissioner, District 3, would require a recount.
She said the Elections Office verified all the signatures and found one that was not
acceptable to them, which would require a decision by this Board. She explained the
proper way to complete an absentee ballot and that the witness's signature was absent.
Mavor Vandergrift. seconded by Commissioner Anderson, moved to exclude the one
absentee ballot incorrectly completed. Motion carried 3-0.
All members removed the ballots from the mailing envelopes. Commissioner Parker
removed the ballots from the secrecy envelopes and called out the votes for each
candidate and the ballot issues while Commissioner Anderson observed, and all
members kept a tally of the votes as they were read. City Clerk Grafton read the results
of the absentee ballot count and gave the total of both counts as follows:

Commissioner Anderson, seconded by Commissioner Parker, moved to accept the
results of the election. Motion carried 3-0.
Commissioner Parker, seconded by Commissioner Anderson, finding that Mayor
Scott Vandergrift had qualified for Mayor without opposition, moved that the City of
Ocoee Canvassing Board make the assumption that the candidate voted for himself and
therefore declare that he is elected to the office for. which he qualified. Motion carried 3-
O.
Commissioner Parker, seconded by Commissioner Anderson, finding that
Commissioner Danny Howell had qualified for Commission District 1 without
opposition, moved that the City of Ocoee Canvassing Board make the assumption that the
candidate voted for himself and therefore declare that he is elected to the office for which
he qualified. Motion carried 3-0.
Adjournment.
Mavor Vandere:rift, seconded by Commissioner Anderson, moved to adiourn. Motion
carried 3-0.
The meeting adjourned at 12:30 p.m.
