The grant program assist Ocoee neighborhoods and organizations with projects that will enhance property values and improve the quality of life in Ocoee. The MVP grant program is a matching grant program held annually in November. The maximum matching grant award is $2,000. Funding is not given up front, but is reimbursed at the completion of the organization's project. Applicants pay for their improvement projects and then get a portion back, up to a maximum of $2,000. Four applications were submitted. The following organizations are recommended to receive grants: Admiral Pointe; Silver Bend; Sleepy Harbour and Lake Olympia. The four organizations are requesting a total of $7,363. There is $12,000 in grant funding available. Issue: Should the Mayor and Commissioners approve the $7,363 funding recommendation? Recommendations: Staff respectfully requests that the Mayor and City Commission approve the recommendation. Attachments: MVP Grant Applications Financial Impact: Total amount requested is $7,363. CERTIFY QUORUM A quorum was established with the following Board members present: Jordan Labadie, Rodney Armstead and Chris Townsend. Gary Smith and Mark Gibbons were absent. Carol McKay represented Sentry Management, Inc. 3. PROOF OF NOTICE OF MEETING Jordan Labadie certified that the meeting was noticed in the community in accordance with the Association documents and Florida Statutes. 4. APPROVAL OF MEETING MINUTES Jordan Labadie made a motion to approve the September 14, 2016 Board of Directors Meeting Minutes as presented. Chris Townsend seconded the motion and it carried unanimously. 5. TREASURER'S REPORT Jordan Labadie reviewed the September 2016 Financial Summary and financials for the month of September 2016. Jordan Labadie made a motion to approve the Treasurer's Report as presented. Chris Townsend seconded the motion and it carried unanimously. 6. MANAGER'S REPORT Management went over the AJR Report with the Board and also discussed the Property Notebook. The Board members discussed the pending mediation hearing and a settlement. The attorney is asking for an $880.00 cost deposit to proceed with collection on account #000021. Jordan Labadie made a motion to approve the cost deposit amount of $880.00 to proceed with collection on account #000021. Chris Townsend seconded the motion and it carried unanimously. 7. COMMITTEE REPORTS a. Social Committee - Velaina Koren sent Management receipts for $1,067.81 for expenses for the Fall Festival and is asking for reimbursement. u-1 Chris Townsend made a motion to approve the reimbursement of $1,067.81 to Velaina Koren for expenses for the Fall Festival. Rodney Armstead seconded the motion and it carried unanimously. b. Beautification Committee — Eddie Quinn was present to discuss the MVP Grant funds not received yet and what the money will be utilized for in the community. Discussion followed on what the funds were used for last year. Also, the Board discussed with Eddie Quinn they would like to see something done on Coastal Cir. to enhance that area of the community. Eddie Quinn is to come up with a list of what the Beautification Committee is planning to spend with the funds. Chris Townsend made a motion to approve the MVP Grant funds to be used for F m-� and upgrades, ttothe.lands�ca e_ in the community. Rodney Townsend f seconded the motion and it carried unanimously. 8. UNFINISHED BUSINESS a. Community Signage Update — Management worked with a representative for Great American Business Products to get a cost estimate for the signs to be replaced in the community. Cost estimate is approximately $800.00 for all signage. Jordan Labadie made a motion to proceed with the order for the new signage for the community at a cost estimate of approximately $800.00. Randy Armstead seconded the motion and it carried unanimously. b. Landscape Contract Renewal — Our current landscape vendor had sent a new contract with a $200.00 per month increase due to his rising insurance costs. Eddie Quinn asked for a copy of the contract and is to speak to the vendor. This item is tabled until the next meeting. 9. NEW BUSINESS a. Proposed Budget January 1, 2017 - December 31, 2017 — The proposed 2017 Budget was presented to the Board members with the changes made from the previous meeting. Rodney Armstead made a motion to approve the Budget for January 1, 2017 — December 31, 2017. Chris Townsend seconded the motion and it carried unanimously. 10. BOARD OF DIRECTORS MEETING THURSDAY, MARCH 24, 2016, 7:00 pm MEETING MINUTES The meeting was called to order at 7:10 PM. In attendance were all the Board members except Lou Forges. Also in attendance was Gary House, Premier Community Managers. Proof of Notice was unanimously acknowledged and a quorum of Board members were present with 4 of 5 members present. The meeting minutes for the July 81h and August 12th ACC meetings and August 28, 2015 Board of Director meeting were reviewed. A motion was made by Luis to approve the minutes as submitted, 2nd by Joe; unanimously approved. Gary gave the financial report for the month ending February 29, 2016. The delinquency report was reviewed as well. It was mentioned that at this time of year, the delinquency balance has never been as low in at least 10 prior years. The current approximate balance of delinquencies is $16,453.00. A motion was made by Martha to refer lots 1065, 1091, 2041, 2045 and 2077 to the Association attorney for lien and collection, 2nd by Roberto; unanimously approved. Gary also provided a copy of 16 letters going out to individual owners for small balances. Gary indicated these Small Balance Letters are mailed every other month which somewhat contributes to the small overall delinquency for this year. The practice of these letters are effective and will continue. OLD BUSINESS: Christmas Lighting: Martha asked Gary for a report and he indicated three different contractors will submit ideas and pricing in August or September up to a maximum of $1,500 for Christmas lighting at the entrance and along the Boulevard. In addition, each contractor was asked to provide a separate bid for tree lighting that is similar to the lighting the City of Winter Park had along Park Avenue and in the Winter Park Village Shopping Plaza. NEW BUSINESS: Jasper Roofing: Gary was directed to send an email to Jasper Roofing informing them to immediately STOP informing Silver Bend owners they do not need to submit an ACC application for new roofing. In addition, Martha directed an ACC application be attached to the email with instructions to Jasper Roofing they are to inform all Silver Bend owners that permits MUST be obtained AND, the owner MUST submit an ACC application PRIOR to the work being performed. Security Camera Proposals: Martha reported she will have proposals for security cameras with the first priority being the entrance and second the gate on Bexley Boulevard. Open to further discussion. A motion was made by Martha to approve and submit an MVP Award application to the City of Ocoee to assist with the offset of costs for the security system, 2nd by Joe; unanimously approved. September 2016 Board Meeting: The meeting is scheduled for September 22nd at the Tom Ison Center. 2016 Annual Meeting: Gary reported the Annual Meeting is scheduled for June 23 and the notices must go out at least 15 calendar days in advance of the meeting. Martha indicated that she will be drafting a Presidents Message attachment for the notices and she further indicated she has a leftover $25.00 gift card to Home Depot for the drawing to be held at the meeting. Group Home: Martha further reported there is an existing Group Home located at 2089 Cassingham. Another group home is being proposed on Bexley. Since the City has informed Martha that group homes must be at least 1,000 feet apart, Martha requested that the City provide a map showing 1,000 feet from 2089 Cassingham. The map clearly shows the proposed group home on Bexley would NOT be allowed. This will be monitored by Martha and the other Board members. Irrigation at Entrance: Martha directed Joe to contact Charles Hancock, Certified Contracting to move the irrigation nearest the backside of the entry walls. The irrigation is currently shorting out the electrical and Joe will ask Mr. Hancock to move the irrigation heads at least 3-5 feet from their existing location. In addition, it was also suggested the GFI electrical boxes should be elevated at least 18 inches from grade for easier access to the receptacle. Martha sent Mr. Hancock a text informing him that Joe will be in contact regarding that and also about installing the entrance annuals. Bench Along SB Boulevard: Joe asked Martha to pick up 6 Rust-O-Leum cans of spray paint so the bench can be sanded and repainted. A person in the neighborhood happens to be a landscape architect and has donated her services to design the new landscaped entrance at a cash value of $200. * The cash values above were made up strictly for this exercise. The in -kind contributions are important in that the City wants to create a sense of community through this MVP Program. It is felt that if residents work with local businesses, it may start new relationships that will benefit both parties now and in the future. Project Expenses are things the neighborhood/organization will have to pay for to complete the project. Things like plants, wood chips, paint, etc. would be included using the above example. NOTE: It is important to complete the proposed budget as thoroughly as possible, thinking through every facet of the project's revenues and expenses.
