Background Summary: The Commission awarded the Construction Manager At Risk (CMR) contract for the Bluford Avenue Phase II project from Delaware St. to Silver Star Rd. at the April 4, 2017 meeting to Oelrich Construction, Inc., (OCI), then the Pre-construction and Design Services Contract at the May 2, 2017 meeting. The next step in the CMR process was to negotiate the Guaranteed Maximum Price (GMP) for the contract based on the designs to date and City Staff has completed this task with OCI. In order to expedite the construction, the project scope has been broken down into two Sub-phases; A and B. Sub-phase A encompasses the water main, reclaimed water main, force main, gravity sewer and buried electrical power conduit. OCI will subcontract out the work in accordance with the CMR contract under the review of Public Works and Utilities. All savings realized through this expedited process will be to the benefit of the City and deducted from the contract at completion. The Sub-phase B will encompass the storm drainage, road construction and street scape portion of the project and be brought before the Commission at a later date as the designs are completed. Public Works and Utilities, with the design Engineers concurrence, have reviewed the proposal and recommend approval of the GMP with Oelrich Construction, Inc., for the Bluford Avenue Phase II project, Sub-phase A, for $2,480,630.00.00 as detailed in the attached proposal. Issue: Request City Commission approval of the Guaranteed Maximum Price for the Bluford Avenue Phase II, Sub-phase A, Construction Manager At Risk contract with Oelrich Construction, Inc. Recommendations: Recommend approval of the Guaranteed Maximum Price for Sub-phase A of the Construction Manager At Risk contract, RFQ #1702, with Oelrich Construction, Inc., of Jonesville, Florida, in the amount of $2,480,630.00, authorizing the Mayor, City Clerk and Staff to execute the required contract documents and for the City Manager to approve additional work up to the limit of his purchasing authority and up to the allowable budget for unforeseen conditions. This will include various activities which will cause loud noises. • A Builder's Risk Insurance policy and General Liability Insurance has been included. • Includes a payment and performance bond. • Provisions for temporary power/water are included in this proposal. It is assumed that we will have some form of available power from the building for the duration of the project. • All required temporary access, driveways, and MOT has been included. • Hazardous materials removal or mitigation is not included in our price or schedule. • Relocation or repair of existing utilities Systems to accommodate new systems not specifically presented on the project scope of work is excluded.
