Keller, District 4 florida PLANNING AND ZONING COMMISSION ACTING AS THE LOCAL PLANNING AGENCY MINUTES June 13, 2017 I. CALL TO ORDER - 7:01 pm A. Invocation and Pledge of Allegiance B. Roll Call and Determination of Quorum Present: Chairman McKey, Member Evans, Member Frommer, Member Richemond, Member Sills, Member West, and Member Wunderlich. Also present were City Planner Rumer, Assistant City Attorney Crosby-Collier and Recording Clerk Heard. Absent: Vice-Chairman Keethler (NE), Member Henderson (NU) Chairman McKey announced that after Mr. Marcotte's tenure of five years on this board, he is resigning, and he read a letter from Mr. Marcotte that he asked to be read to the Board. Chairman McKey welcomed new Member Eric Frommer and asked him to introduce himself. Member Frommer introduced himself to the Board. He stated he is an in-house attorney, and he has worked in the areas of construction and eminent domain. II. CONSENT AGENDA A. Minutes of the Planning and Zoning Commission Meeting held May 9, 2017. (7:04 pm) Motion for Approval of the Consent Agenda: Moved by Member Sills, Seconded by Member West Motion carried unanimously. Planning and Zoning Commission Meeting June 13,2017 III. OLD BUSINESS (7:05 pm) A. Planning and Zoning Commission.Meeting Time Change. City Planner Rumer updated the Board on a motion that this Board made during the May 9, 2017, Planning & Zoning meeting, which was to make a request to the Ocoee City Commission to change this Board's meeting start time from 7:00 pm to 6:30 pm. Chairman McKey indicated he will make the formal request to the City Commission at the June 20th City Commission meeting. IV. NEW BUSINESS (7:06 pm) A. Health Central Skilled Nursing Facility Large Scale Preliminary/Final Site Plan (PSP/FSP); Project#LS-2017-008 — Public Hearing City Planner Rumer City Planner Rumer presented a summary of the subject property, which is located on the current campus of Health Central, the north side of Health Central Way, 550 feet north of Old Winter Garden Road. The overall parcel is 3.67 acres in size. The Parcel Identification Number is 29-22-28-0000-00-031. He listed various projects in which Health Central has completed such as a parking lot with a building pad, an ER expansion; and furthermore, presently they are breaking ground on a cancer center, which will be called Health Central/UF Shands Cancer Center, which is currently being operated at a nearby facility. As the cancer center is finishing up, they will begin this proposed nursing facility. City Planner Rumer described the topography of the proposed Health Central Skilled Nursing Facility Site Plan as hilly with a slope of about 15 feet, which will house the ground floor at the bottom of the hill with three (3) stories above. This proposed four- story facility will consist of memory care, 40 skilled nursing residential beds and building support services on the ground floor or fourth floor. The third floor will consist of hospice care, 10 skilled nursing residential beds, and public and administration areas along with outpatient therapy. The second and first floor will consists of post-acute rehab care and 20 skilled nursing residential beds. City Planner Rumer advised this parcel is within the Ocoee Community Redevelopment Area (CRA), Target Area 3, which does not contain any design or development standards within this zoning overlay, but does contain a vision or master plan. He emphasized that this current proposed site along with the other ongoing and completed sites all fit within the zoning master plan of this Target 3 Community 2 ! Page Planning and Zoning Commission Meeting June 13,2017 Redevelopment Area. He stated this site is 3.67 acres in size; and furthermore, advised that Health Central is providing stormwater retentions in several locations along with modifying a couple of existing ponds. He indicated they will also be upgrading and placing new utilities and closing a ditch on the north side of this parcel, which will create more of an urban feel. City Planner Rumer explained this 90,213 square-foot facility will be constructed in one phase with site work to include 57 new parking spaces with four (4) handicap spaces, which will be accessible to patients, visitors and staff, and a covered drop-off area with three access points and a delivery area will be provided. He further discussed incoming and outgoing traffic and explained that assisted living facilities are low-trip generators and do not produce sufficient traffic, which would create traffic problems. He advised the Board that City staff recommends approval of this proposed large scale preliminary/final site plan. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on June 6, 2017, and reviewed the Large Scale Preliminary/Final Site Plan. Discussion on the outstanding comments and minor changes to an existing pond were discussed. The Fire Department requested a fire hydrant be moved closest side. The applicant agreed to the request. After deliberations, the DRC voted to recommend approval of the Large Scale Preliminary/Final Site plan. STAFF RECOMMENDATION: Staff recommends that the Planning and Zoning Commission recommend approval of the Large Scale Preliminary/Final Site Plan for Health Central Skilled Nursing Facility. Discussion: Chairman McKey inquired if there is adequate piping for potable water and sewer. City Planner Rumer answered in the affirmative and explained that there currently are public lines that run through Health Central Hospital property, which this skilled nursing facility will be connecting to. Chairman McKey further asked if anything is scheduled to be built on the corner of Hempel Avenue and Old Winter Garden Road. City Planner Rumer answered in the negative and said that the intersection is appropriately sized; and further, he stated no signal is warranted at this time, but the City will be watching the traffic in this area. Member Richemond inquired whether a traffic study is warranted because of the growth of the cancer center and this proposed facility. City Planner Rumer indicated a traffic study was conducted as part of the CRA overlay. He further explained the majority of traffic for this facility and the cancer center will be coming in off of State Road 50, and emphasized that the cancer center is also a low-trip generating use. 3IPage Planning and Zoning Commission Meeting June 13,2017 Donovan Smith, Applicant with KTH Architects, 827 North Thornton Avenue, Orlando, explained the site in greater detail and indicated that it is situated on the low side of the Health Central Hospital campus to which there are dry stormwater retention ponds currently in place that will be expanded upon and modified. He emphasized that this is good news for the residents as it will give them wide open space with a garden to give them freedom to wander outside 24/7, because it will be secure with an eight-foot high barrier. He described the memory care suites; and further explained a type of promenade or boulevard, which will be connected to Hempel Avenue, which he believes sets the stage for many directions in which the City is looking for with regards to the perimeter of the campus. He further described this facility as a 110 bed skilled-nursing facility with no nursing home beds; and further, explained there will be 10 hospice beds, 40 memory care beds and 60 post-acute rehab beds, which this facility will be considered outpatient and inpatient therapy. He concludes by stating their hope for the future would be to have a fitness and wellness connection further down Hempel Avenue that would be within walking distance, which will create an active and healthy connection with the community. Mr. Smith briefly explained the layout of the facility indicating that on each floor every resident room will have a view, because the rooms will be canted or angled so the beds are looking out the window. He stated the main first floor will include the therapy, hospice and public areas such as living room lobby, dining area café and meeting room with an L-shaped patio in the back. Member Wunderlich indicated it is his understanding that memory care is few and far between, and he inquired of Mr. Smith if he knows how many memory care facilities are within the county. Mr. Smith said it is growing a bit, because memory care does not require a Certificate of Need (CON). Member Frommer asked what type of security will be surrounding this property. Mr. Smith explained that Health Central currently has security in force that patrols the campus at all times; and further, emphasized that any and all doors leading to the outside are secured and there will only be three doors leading from the memory care suites; two exits and one into the outdoor memory circle. Chairman McKey opened the public hearing. (7:26 pm) Kathleen S. Manning Walter, 1819 Prairie Lake Boulevard, stated she is a nurse and discussed hospice care; and further, emphasized that there will not be enough parking. She is concerned about the impact on parking and traffic lights. She also commented on problems along Hackney Prairie Road. She indicated her home is in Forest Oaks 4 ' Page Planning and Zoning Commission Meeting June 13,2017 subdivision, and the rear of her home sits on Hackney Prairie Road, which she stated is a racetrack. She further discussed domestic violence within the city. Discussion ensued regarding parking around Health Central Hospital and with this proposed site plan. Chairman McKey inquired how many new parking spaces are within the western section that was just added. Nick Vogel, Engineer, GA/ Consultants, indicated 60 parking spaces. Chairman McKey stated that currently the parking at this hospital is full at certain times. Mr. Vogel addressed the concerns about the parking. Member West stated he believes there is too much handicap parking. Chairman McKey stated that probably is calculated by a formula. Mr. Vogel explained the added parking off of Blackwood Avenue next to the ER was put in place because of the proximity to the ER, not because it was warranted. He further stated that the parking lot in the center of the campus is very large and that they are over parked by at least 100 spaces, which was to accommodate staff with shift changes. Member Richemond asked whether they have discussed building a parking garage in the middle between the hospital and this proposed site plan. Mr. Vogel detailed on a map for the Board where a parking garage will be proposed in the future. Chairman McKey asked City Planner Rumer whether there will be a reevaluation of the timing of the traffic lights in order to work more effectively with the flow of traffic. City Planner Rumer stated that the traffic counts and signalizations are evaluated yearly. Chairman McKey closed the public hearing. (7:45 pm) Motion: Move that the Planning and Zoning Commission, acting as the Local Planning Agency, recommend to the Ocoee City Commission Approval of the Health Central Skilled Nursing Facility Large Scale Preliminary/Final Site Plan (PSP/FSP); Project #LS-2017-008, subject to resolution of the remaining staff comments before the City Commission meeting; Moved by Member West, Seconded by Member Evans; motion passed unanimously 7-0. pa 5IPage kF 7 Planning and Zoning Commission Meeting June 13,2017 (7:46 pm) B. State Road 429 (SR 429) Overlay District— Public Hearing City Planner Rumer City Planner Rumer announced to the Board that the City had adopted an overlay on the Community Redevelopment Areas (CRA), Target Areas 1, 2 & 3. This overlay is a series of requirements above and beyond the Land Development Code & Zoning requirements such as building setbacks, prohibited uses, et cetera. These Target Areas are adopted in the City's Land Development Code under a section called Special Overlays. These special overlays are put in place to inform the developers upfront of certain requirements, layouts, designs, et cetera, of the target area so that waivers, special permissions and approvals from the City Commission are not warranted. City Planner Rumer stated the City is creating another overlay area, which will be called the State Road 429 Overlay District. He explained this project emerged from a Tri-City partnership between the Cities of Ocoee, Winter Garden and Apopka to where an economic development consultant was hired to study the entire State Road 429 Corridor to create a strategic plan for the Tri-Cities, which would leverage the growing power of the State Road 429 Corridor. City Planner Rumer stated Apopka had an organizational change within their City government and performed a sector plan instead, but Ocoee and Winter Garden received an appropriation from the Florida Legislature of $100,000 to study the 429 Corridor in between the two cities. This study indicated that the SR 429 should be seen at the Cities' front door instead of their backdoor; and further, this study showed how the two downtowns play an integral role such as attaining exceptional employment centers along the SR 429. City Planner Rumer exclaims this Tri-City arrangement will drive the type of development the City is looking for into the SR 429 Corridor instead of settling for the existing land uses and requirements currently set forth. City Planner Rumer continued explaining that from the Tri-City plan the Downtown Master Plan was created, and together, with the City of Winter Garden, a consultant was hired to look at joint criterion for developing along the SR 429; and as a result of the research from the consultant and City staff, the State Road 429 Overlay District was evolved. The SR 429 Overlay District will play a key role in linking the downtowns together and helping each City reach its economic development goals. Within the SR 429 Overlay District each City will adopt their own Character Area Plans to provide continuity and replication of development throughout the Overlay District. 6IPage Planning and Zoning Commission Meeting June 13,2017 City Planner Rumer further explained the Character Area Plans within the SR 429 Overlay District for the City of Ocoee; and further, stated three Character Area Design Plans were developed to reinforce the overall design objectives, which will further support the City's Downtown Master Plan. These three character areas will have specific zoning design architectural requirements; and further, each design plan is organized into three sections: Vision, Design Principles and District Standards. The Three Character Area Design Plans are as follows: • Plant Street Corridor Design Plan (which includes the sub-districts of the Packing Plant District, East Plant District and Gateway District). The Gateway District is a shared district with the City of Winter Garden, and the East Plant District is within the City of Winter Garden. • Business Center Design Plan is located just North of the Gateway District, East of East Crown Point Road and West of Ocoee Apopka Road. • Interchange Village Character Area Design Plan is located North of the Business Center Design Plan and in the vicinity of Clarcona-Ocoee Road and North of Fullers Cross Road. City Planner Rumer concluded his presentation by explaining the process of the overlays to which it will require an ordinance, because new zoning requirements will be implemented. He announced as new developments come before this Board in the future, he will be speaking of these overlay standards. Discussion: Chairman McKey inquired about a potential trail connection along North Fullers Cross Road within the Interchange Village Character Area Design Plan and whether that trail will continue along Clarcona-Ocoee Road and merge into the West Orange Trail. City Planner Rumer answered in the affirmative and advised that there currently is a Trails Master Plan to assist developers. Chairman McKey also inquired about whether the West Orange Trail will be going through the Business Center and Gateway District plans. City Planner Rumer explained currently it is a requirement within those areas to install eight-foot sidewalks or bigger instead of six-foot in order to accommodate trails. Member Sills inquired about an item that was just before this Board called Ocoee Village and where that project currently stands. City Planner Rumer explained the preliminary plan approval was recently passed by the City Commission; and further, he mentioned when the first building of this project is erected, it will show the residents and the development community that new development is underway within this City. 7 ' Page Planning and Zoning Commission Meeting June 13,2017 City Planner Rumer announced that just recently the City of Ocoee's Downtown Master Plan received an award from the Planning & Zoning Association. Member Evans inquired whether there will be wayfindings within the three character areas. City Planner Rumer stated the wayfinding process will be under the Downtown Plan. He said Winter Garden has an existing wayfinding. He confirmed that the developer with Ocoee Village has agreed to show a wayfinding location on their site, but he stated there is not a plan for wayfinding on all three character areas. He stated he believes the wayfinding with the Downtown Plan will be adopted city-wide. Member Richemond asked what the City is currently doing within the marketing realm to bring businesses into the city. City Planner Rumer explained the City has been marketing in various ways such as with a consultant called Retail Strategies who markets all of the empty existing commercial retail buildings. The City also consults with an economic development manager who deals with real estate and seeks businesses to move into the city. He also stated they shared a booth with the developer of the City Center at the International Council of Shopping Centers (ICSC) in Las Vegas; and further, the City had a booth last year and will again this year at the ICSC convention located in Orlando. City Planner Rumer announced that the City is offering incentives to developers and end-users for the interior buildout that if they meet the qualifications under the State's incentive program for providing jobs that are higher than the median salary level of Orange County, which is $48,000, the City will incentivize the developer and end-user to assist on getting the project going. STAFF RECOMMENDATION: Staff recommends that the Planning & Zoning Commission recommend approval of the State Road 429 Overlay District. Chairman McKey opened the public hearing. Kathleen S. Manning Walter, 1819 Prairie Lake Boulevard, asked how close the overlay areas are to the shops on Plant Street in Winter Garden and to the new Florida Hospital in Apopka. Chairman McKey closed the public hearing. Member West commented that this is really great for the City and commended City Staff for all of their hard work. Chairman McKey commented that it is good to know that there are so many people working to bring economic development into the city. Wage Planning and Zoning Commission Meeting June 13,2017 (8:14 pm) Motion: Move that the Planning and Zoning Commission, acting as the Local Planning Agency, recommend to the Ocoee City Commission Approval of the State Road 429 (SR 429) Overlay District, subject to resolution of the remaining staff comments before the City Commission meeting; Moved by Member Sills, Seconded by Member Wunderlich; motion passed unanimously 7-0. V. MISCELLANEOUS (8:17 pm) A. Project Status Report - City Planner Rumer updated the Board and showed them an aerial photograph of the Renaissance Charter School and the adjacent apartments. He pointed out the road that the development built, the West Orange Trail, which has 70,000 users per month. He indicated the apartments are totally leased. He pointed out that there are solar cells on the garages, which receive a daily report on how much energy they have generated and saved. He said they also have a community garden, and the University of Florida IFAS from Apopka will be teaching the residents how to create farm-to-table. He further stated the trail within the community has exercise equipment off of it, which leads to the West Orange Trail. He indicated as part of their development agreement they are required to conduct a traffic signal analysis. City Planner Rumer also showed an aerial photograph of the City Center and The Oasis at Lake Bennet apartments. He discussed the upcoming construction on Maine Street with new infrastructure being placed for the large City Center development. He continued to update the Board and said the Starbucks is built, and next to that the Pizza Hut is under construction; Popeye's is being constructed; work is ongoing at the West Oaks Mall for the buildout for Bed Bath & Beyond and the GameTime buildout. He announced that the Bates New England Seafood & Steakhouse is now open where the old Chevys Fresh Mex used to be located. Chairman McKey inquired about the land on the corner of State Road 50 and Clarke. City Planner Rumer said the developer backed out, and he clarified that the original owner still has a contractual obligation for the Mattress One. B. June Calendar VI.
