Commissioner Firstner, District 3. Background Summary: The City is completing construction of the Maine Street Extension project from Maguire Road to the current western terminus at Bluford Avenue. This new roadway is part of the street network parallel to State Road 50 which will provide motorists alternative routes in this busy corridor. The intersections were designed to be signalized at a future time as development and traffic volumes warranted the construction. With the growth in the 50 West Corridor, the next step in providing signals is the design of an integrated system for both intersections. Public Works approached the Continuing Engineering Services firm, Pegasus Engineering, with the project due to their roadway and traffic signal design experience. The $87,354.78 for this design work is funded in the Maine Street Extension project budget from the General Fund Bond. Public Works recommends approval of the design work with Pegasus. Issue: Request the City Commission to approve the Maine Street traffic signal design for the Bluford Avenue and Maguire Road intersections with Pegasus Engineering.. Recommendations: Recommend the City Commission approve the Maine Street traffic signal design for the Bluford Avenue and Maguire Road intersections with Continuing Engineering Services firm, Pegasus Engineering, for the not to exceed cost of$87,354.78 as funded from the Maine Street Extension project budget from the General Fund Bond. Also recommend the City Manager be authorized to approve change orders to this contract up to the limit of his purchasing authority for each change order, and up to the budgeted amount for this project for all change orders. Coordinate Sunshine 811 and utility locates to include supplemental calls to each locator to expedite the field marking of each subsurface utility as required by law. 2. Expose any subsurface utilities found within conflict with two (2) proposed pole foundations using an X cut in a 60" circular area by using non-destructive vacuum excavation methods to a depth of 7' and air probe to 10' at said two (2) proposed pole locations indicated on plan sheet provided or marked by Pegasus Engineering, LLC in the field. 3. Confirm/determine the vertical and horizontal position any utilities found and record the information. 4. Any asphalt/concrete removed will be repaired using like materials. 5. Tie each test hole location to a minimum of three visible physical features to enable this data to be added to your base map and also enable future recovery. NOTE: A field meeting with the project engineer for clearing pole locations is recommended due to potential conflicts; therefore relocation of proposed poles may be necessary. The final product will be Test Hole Data Reports/Sketches of the project area reflecting all pertinent data for your use. Terms and Conditions It is understood that the Pegasus Engineering, LLC contractor is responsible to abide by Sunshine 811, Florida State Statutes Chapter 556.106 and all applicable laws,and regulations that pertain to the services provided. Pegasus Engineering, LLC will make available all plans and utility records that have been obtained for this site. However, the information provided by Pegasus Engineering, LLC is also dependent upon a Sunshine 811 request for utility owners and/or their representatives to mark their buried underground plant at the project site as required by law. Southeastern Surveying and Mapping Corporation(SSMC)has a right to rely on the accuracy of such plans and utility records and will notify Pegasus Engineering, LLC if there are any patently or reasonably identifiable defects in the documents. Pegasus Engineering, LLC is aware that due to the inherent uncertain nature of subsurface utilities, including but not limited to deficient or misrepresentation of prints, SSMC cannot guarantee that all subsurface utility lines will be accounted for. SSMC will ensure that all reasonable efforts are made to identify the location of said underground utilities and provide the best available information within the project area with the use of Ground Penetrating Radar, Electronic Line Locating Equipment and Vacuum Excavation methods, as needed. Additional research will only be conducted by SSMC if requested in writing by Pegasus Engineering, LLC. In accordance with the Underground Facility Damage Prevention and Safety Act, the Design Engineer shall perform sufficient Utility Coordination with the Utility providers in this location to affirm the information from SSMC's efforts and confirm that no other subsurface utility is possibly undetected by these efforts. SSMC shall not be held liable for any latent or unreasonably discoverable utilities in the project area. Furthermore in the event of a claim regarding the services provided in the proposal, SSMC shall have liability for reasonable and necessary defense costs to the extent caused by SSMC's negligence. PSI previously completed a geotechnical investigation for the Maine Street Extension roadway and pond in December 2016. The project under consideration herein consists of eight new mast arm signal poles located at the corners of the intersection of Maine Street and Mercantile Court and the Maine Street extension and South Bluford Avenue.The proposed signal pole locations are in grass covered areas. Our proposal is based on the boring locations being readily accessible to our truck or track-mounted drilling equipment. If any of the noted project information is incorrect or has changed,PSI should be notified so our scope of services can be amended as appropriate. The subsurface conditions will then be evaluated with respect to the available project characteristics. In this regard, geotechnical engineering recommendations related to the proposed construction will be formulated, specifically recommendations for the foundation of the mast arm structures per Orange County (FDOT type) standards. The following services will be provided in order to achieve the preceding objectives: 1. Review readily available published geologic and topographic information. This published information will be obtained from the appropriate quadrangle map published by the United States Geological Survey(USGS)and the "Soil Survey of Orange County, Florida" published by the United States Department of Agriculture (USDA) Natural Resources Conservation Service(NRCS). 2. PSI will perform one(1) Standard Penetration Test(SPT)boring at each of the proposed mast arm signal pole locations for a total of eight (8) borings. The SPT borings will be extended to a depth of 30 feet below the existing grade. The borings will be performed in readily accessible areas as near as practical to the requested locations using a truck or track-mounted drill rig. 3. Collect groundwater level measurements (if encountered) in the boreholes and estimate normal wet seasonal high groundwater levels. 4. Visually classify and stratify representative soil samples in the laboratory using the Unified Soil Classification System. Conduct a limited laboratory testing program. Identify soil conditions at each boring location and form an opinion of the site soil stratigraphy. 5. The results of the field exploration and laboratory tests will be used in the engineering analysis and in the formulation of our geotechnical engineering recommendations. The results of the subsurface exploration, including the recommendations and the data on which they are based,will be presented in a written report. Schedule We are in a position to start work on the assignment upon receipt of authorization to proceed. The first task will be to complete utility clearance at the site through Sunshine State One Call of Florida which typically takes about three business days. The fieldwork,laboratory services and report preparation will take on the order of 3 weeks to complete following written authorization to proceed.
