The City had applied for a $1,000,000.00 CDBG grant for improvements to PK II and was awarded $1.5M. The County also requested that the City have the project designed and under construction by the end of the fiscal year. In order to meet the County's schedule requirements, the City had planned on awarding the design work to Professional Engineering Consultant's, Inc. (PEC). PEC is the Engineer of Record for the Pioneer Key Regional Stormwater Pond being funded by FDEP, and it is in the best interest of the City to have PEC also complete the PK II work as they hold the corporate history of the project and could facilitate the schedule requirements. When Orange County awarded the City the $1.5M grant, the construction limit was pushed over the threshold for awarding a continuing service design contract under the Florida State Statutes pertaining to the Consultant's Competitive Negotiation Act (CCNA). The purpose of this act is to ensure fair distribution of design work under continuing contracts. In this situation that was thrust upon the City by the County, the City Attorney's have determined that awarding the design work to PEC will not violate the CCNA due to PEC's involvement in previous phases of this project, the specific nature of work being continued and the time constraints to complete the assigned tasks. FAX 407/849-9401 Pioneer Key II Mobile Home Park Infrastructure Improvements Exhibit "A" Scope of Work EXHIBIT" A" SCOPE OF WORK for the PIONEER KEY II MOBILE HOME PARK INFRASTRUCTURE IMPROVEMENTS OBJECTIVE: The City of Ocoee has requested that Professional Engineering Consultants, Inc. (PEC) prepare a scope of work and fee estimate under Contract No. 0404 to design and prepare construction documents for the Pioneer Key II Mobile Home Park Infrastructure Improvements. Pioneer Key II is a 122 lot mobile home park encompassing approximately 16 acres. Pioneer Key II is located within Section 18 of Township 22 South, Range 28 East within the Lake Apopka drainage basin. More specifically, the Pioneer Key II project is located immediately south of Palm Drive, north of Taylor Street (State Road 438), west ofOcoee-Apopka Road (County Road 437), and immediately east of the Western Beltway (State Road 429). The objective of this project is to produce a complete bid document package to implement the proposed infrastructure improvements. Specifically, the project proposes to design and permit the complete reconstruction of the roadways and install storm sewer pipes, roadway underdrains, sanitary sewer, potable water, and reuse lines within the 30-ft right-of-way (approximately 3,800 linear feet). PROFESSIONAL ENGINEERING SERVICES: Professional Engineering Consultants, Inc. (Consultant) shall provide the engineering services enumerated below: 1. Conduct an initial field review to develop a supplemental scope of survey services. 2. Prepare and submit a project memorandum to Ocoee presenting typical section alternatives associated with the 30-foot right-of-way. 3. Coordinate with Southeastern Surveying and Mapping Corp. (SSMC) to finalize the survey drawings. It is worth noting that SSMC completed "preliminary" survey drawings under a separate purchase order. 4. Conduct a detailed field review within Pioneer Key II to confirm the content and accuracy of the survey drawings and establish the limits of the drainage sub-basin areas contributing stormwater runoff to the existing drainage inlets. 5. Coordinate with the various utility entities in order to verify / confirm the existence of existing underground utilities in the vicinity of the proposed roadway, utility and drainage improvements. Conduct a pre-application meeting with representatives of the SJRWMD to discuss the proposed improvements and establish the type of permit and the associated application fee. 7. Coordinate with Devo Engineering to assist with the design and details of the roadway underdrain system. 8. Conduct a project "kick-off' meeting with City staff to discuss the typical section (e.g., pavement widths, sidewalks, inverted vs. crown) and utility design requirements (e.g., size, spacing, depth, etc.). 9. Determine the drainage area, weighted runoff coefficient, and the time of concentration of each drainage sub-basin that contributes stormwater runoff to each existing and/or proposed drainage inlet in order to compute the peak runoff rates. 10. Design the gravity sanitary sewer system, water lines, and reclaimed water lines within Pioneer Key II. This work will include designing the utility facilities within the rights-of- way including main lines and service lines. No work will be performed outside the rights-of- way or utility easements. Connections will be made to the existing water transmission system at locations determined by the City but no off-site utility improvements are included and the gravity sanitary sewer system will be connected to the City's Pump Station No. 21. 11. Design the drainage conveyance improvements (inlets and storm sewer pipes) within the Pioneer Key II Mobile Home Park. This includes a hydraulic analysis of the study area using a computer program entitled Hydrajlow Storm Sewers 2005 to compute the peak runoff rates and perform the hydraulic gradeline (HGL) analysis. The Consultant shall also prepare a Project Memorandum documenting the hydrologic and hydraulic analysis. 12. Prepare the "preliminary" plan and profile sheets (scale: I-inch = 20-feet) depicting the horizontal and vertical location of all the proposed utilities (roadway underdrains, sanitary sewer, storm sewer, potable water, and reuse). Also, prepare a preliminary engineer's construction cost estimate. 13. Conduct a status meeting with the City of Ocoee upon completion of the hydraulic gradeline (HGL) analysis and prior to the preparation of the 90% construction plans. The purpose of the meeting will be to confirm the proposed infrastructure improvements. Prepare construction plans and a project manual to form a complete bid package to award for construction. All design parameters, surveys and construction plans shall be submitted in English Standard units. Prepare probable construction costs for the proposed infrastructure improvements. Statements of probable construction costs and detailed cost estimates prepared by the Consultant represent his/her best judgment as a design professional familiar with the construction industry. A- 3 P-6283.sco EXHIBIT "A" SCOPE OF WORK for the PIONEER KEY II MOBILE HOME PARK INFRASTRUCTURE IMPROVEMENTS 16. Prepare and submit an Environmental Resource Permit (ERP) Application to the SJRWMD (Altamonte Springs Service Center). The Consultant is also responsible for responding to all reasonable "requests for additional information" (RAI) letters from the WMD in order to acquire the necessary permits. In other words, the Consultant shall be responsible for addressing all technical issues but will not be required to defend an administrative hearing without additional compensation. 17. Prepare a "Notification / Application for Constructing a Domestic Wastewater Collection / Transmission System Construction" permit application (DEP Form 62-604.300(8)(a)) and submit to the FDEP (Central District Office) for the proposed gravity sanitary sewer system. The Consultant shall also respond to FDEP's requests for additional information. 18. Prepare a "Notice of Intent to Use the General Permit for construction of Water Main Extensions for Public Water Systems" permit application (DEP Form 62-555.900(7) Alternate) and submit to FDEP (Central District Office) for the proposed potable water system. The Consultant shall also respond to FDEP's requests for additional information. 19. Prepare an "Application for Permission to Place a Public Access Reuse System in Operation" application (DEP Form 62-610.300(4)(a)3) and submit to the FDEP (Central District Office) for the reuse lines. The Consultant shall also respond to FDEP's requests for additional information. 20. Conduct a status meeting with the City ofOcoee to discuss 90% review comments. 21. Prepare 100% construction plans and technical specifications based on the City's 90% review comments and submit to the City of Ocoee for review. 22. Conduct a status meeting with the City of Ocoee to discuss 100% review comments. 23. Prepare for and conduct a presentation to the City Commissioners. 24. Prepare "fmal" construction plans and technical specifications based on the City's 100% review comments and submit signed and sealed work products to the City in order to solicit construction bids. 25. Prepare a Storm Water Pollution Prevention Plan (SWPPP), as well as a Notice of Intent (NOl), and submit to the FDEP (Florida Department of Environmental Protection) 48 hours prior to the commencement of construction. Ninety percent (90%) and one hundred percent (100%) complete construction plans shall be furnished to the City of Ocoee for review and approval prior to final plans submittal. For each plan submittal, five (5) sets shall be given to the City ofOcoee. Upon final review and approval, the Consultant shall submit five (5) sets of the final bid documents, five (5) signed and sealed sets of the final construction plans, plus thirty (30) unsealed sets of the final construction plans. 2. Final construction cost estimates shall show quantity breakdowns of all items following the Florida Department of Transportation (FDOT) numbering system when itemizing quantities. All back-up cost estimate worksheets must be provided to the City for their record. 3. Digital copies of all construction plans and supporting documentation shall be provided to the City ofOcoee on a compact disc (CD). BASIS OF PROPOSAL I ASSUMPTIONS: The following conditions and assumptions are noted as qualifications to this proposal. 1. This scope of work has assumed that no drainage and/or utility easement documents will be required to implement the proposed infrastructure improvements. If, due to utility conflicts or site constraints, the proposed infrastructure improvements require temporary construction and/or permanent drainage I utility easements, then the survey subconsultant (Southeastern Surveying and Mapping Corp.) shall prepare an amendment to the work order to provide additional services to prepare the necessary easement documents. 2. It is assumed that the City of Ocoee shall coordinate directly with the individual homeowners to seek funding via the SHPO (State Historic Preservation Officer) Program to offset the costs to reconnect the water and sewer services. 3. It is assumed that the existing sanitary pump station (Lift Station #21) does not require modifications and/or replacement. 4. For the purpose of this proposal, it is assumed that a Maintenance of Traffic (MOT) Plan will not be part of the construction plans but will be prepared by the Contractor, if needed, and submitted to the City for approval prior to construction. The purpose of this field review was to determine if any additional survey was necessary in order to begin the design of the proposed improvements. As a result of our field review, we respectfully request that SSMC perform the additional survey tasks listed below. 1. Provide elevation shots at the centerline of all interior roadways within Pioneer Key II (PK2). 2. Provide elevation shots at the three (3) entrances to PK2 extending out to the centerline of Palm Drive. The three (3) entrances are Sundial Key Drive, Periwinkle Key Drive and Sand DoJrar Key Drive. 3. Provide structure locations and -pipe information (inverts, size, material) for the outfall system located east of the inlets on Periwinkle Key Drive. This outfall system begins at the ditch located adjacent to the playground and proceeds north through the inlets on Sand Dollar Key Drive, beneath Palm Drive and connects to the Northwest Ditch. 4. Provide culvert information (inverts, size, material) for. the Sand Dollar Key Drive and Periwinkle Key Drive entrances along with ground shots around the upstream and downstream ends of the culverts. 5.
