BACKGROUND SUMMARY: Lakewood Estates is approximately 15.8 acres in size and is located west of the intersection of Lakewood Avenue and Wurst Road. The Final Subdivision Plan proposes the construction of infrastructure for a 54 lot single-family residential subdivision. The surrounding properties to the north, south, east and west are primarily developed as residential uses and are located within unincorporated Orange County and have a City of Ocoee / Orange County Joint Planning Area (JPA) Future Land Use designation of Low Density Residential. The property to the northwest, commonly referred to as the "Chevron Property", is in the City and has a Future Land Use Designation of "Low Density Residential" and a zoning designation of R-1AA (Single-Family Dwelling) and is currently vacant. The Future Land Use designation for the property is "Low Density Residential", and is zoned Low Density (PUD), which permits development and construction of the proposed single-family residential subdivision. The Final Subdivision Plan is consistent with 'the goals, objectives, and policies of the Comprehensive Plan, the Land Development Code (LDC), and the requirements of the PUD. DISCUSSION: The Final Subdivision Plan proposes Wurst Road to be extended westward through the development. Wurst Road is identified as a collector roadway in the Comprehensive Plan and will ultimately connect with Ocoee- Apopka Road. The plan indicates Lots 1-20 and 50-54 will have frontage along the Wurst Road extension. For these lots, additional setbacks have been put in place to allow for extra off-street parking. Lots 1 through 5 have a front setback of 60-feet; lots 6 through 10 have a front setback of 50-feet; lots 11 through 12 have a front setback of 40-feet; and lots 13 through 54 have a front setback of 30-feet. All lots will have a side setback of 7.5-feet, rear setback of 25-feet, and a side street setback at 15-feet. The typical lot size for the development is 60-feet by 120-feet. The Final Subdivision Plan proposes a 10-foot landscape buffer with a 6-foot high brick wall along the portion of the property that fronts Lakewood Avenue. Vegetation in this buffer will consist of Live Oaks, Yaupon Holly's, Ligustrum Trees and Sweet Viburnum. Along the rear of Lots 38-49, which abut the Wurst Road extension, the developer will install a 1 O-foot wide landscape buffer consisting of a 6-foot high PVC fence and a continuous row of Sweet Viburnum. The plan also indicates that a landscape easement will be provided along the northern property line, and will consist of Live Oaks and a continuous row of Sweet Viburnum. In addition, buffering has been provided around the retention pond that consists of Ligustrum Trees, Yaupon Holly's, and Live Oaks. The internal road network will consist of two roads: the Wurst Road extension, and a yet to be named street labeled on the plans as "Road 'A"'. As mentioned above, the Wurst Road extension will extend from east to west through the property, and will ultimately connect with Ocoee-Apopka Road. Wurst Road will temporary end in a cul-de-sac which will encroach into Lot 54, which is shown on the plans to be a future development tract. The Wurst Road section will consist of 60-feet of right-of-way and a 24-foot pavement width with sidewalks on both sides. Road "An is proposed to end in a cul-de-sac in the northeastern portion of the property in the vicinity of Lots 37 & 38. The plan proposes Road "An to connect with the property to the south at the time it develops. The plan indicates Road "An will temporarily end along the southern property boundary between lots 12 & 13 to provide for future connectivity. Road "An will have a right-of-way of 50-feet with 24-feet of pavement width with a sidewalk on both sides. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on December 5, 2006 and reviewed the Final Subdivision Plan. The applicant was notified that all concerns in regards to the review of the project had been satisfied. No additional concerns were addressed, and the DRC voted unanimously to recommend approval of the Final Subdivision Plan date stamped January 4,2007. PLANNING & ZONING COMMISSION RECOMMENDATION: The minutes of the January 9, 2007 Planning & Zoning Commission meeting in regards to this case will be distributed prior to the City Commission meeting. STAFF RECOMMENDATION: Based on the recommendations of the DRC and Planning & Zoning Commission, staff recommends that Honorable Mayor and City Commissioners approve the Final Subdivision Plan for Lakewood Estates as date stamped January 4,2007.
