CALL TO ORDER—MARCH 13, 2018
City Clerk Sibbitt called the Canvassing Board to order at 4:31 p.m. in the office of the Supervisor
of Elections, 119 W. Kaley Street.
BOARD MEMBERS: Victoria Laney, Sherilyn Moore and Richard Griffin.
ALSO PRESENT: City Clerk Melanie Sibbitt, Assistant City Attorney Dana Crosby-Collier and
Recording Clerk Kathy Heard.
ABSENT: None.
PROCESSING VOTE-BY-MAIL BALLOTS
The Ocoee City Commission approved the Supervisor of Elections to open and run unquestionable
vote-by-mail ballots utilizing the Orange County Canvassing Board Criteria at the February 20, 2018
City Commission Meeting, Agenda Item 11.
BRIEFING
City Clerk Sibbitt explained the order of procedures to follow for the canvassing of questionable
vote-by-mail ballots. Supervisor of Elections Representative Lucy Melendez briefly explained that
three (3) questionable vote-by-mail ballots were received with no signature on the vote-by-mail
envelopes, which is deemed an automatic rejection. The following ballots were rejected for: Frances
M. Rodriguez, Dana H. Hopkins and Gary Comstock
REVIEW QUESTIONABLE VOTE-BY-MAIL BALLOTS
City Clerk Sibbitt gave a brief explanation as to why the following twelve (12) ballots were deemed
questionable to which the Board reviewed and made determinations for each questionable ballot.
Questionable Ballot#1: Briana J. Edwards— Signature did not match name on file with the
Supervisor of Elections (SOE) Office.
MOTION: Member Laney, seconded by Member Moore, moved to accept the ballot of Briana
J. Edwards and further accepted the signature for that specific vote-by-mail ballot. Motion
carried unanimously.
Questionable Ballot#2: Brianna S. Anderson—Signature did not match name on file with
the SOE Office.
MOTION: Member Laney, seconded by Member Griffin, moved to reject the ballot of Brianna
S. Anderson due to signature not matching name on file for that specific vote-by-mail ballot.
Motion carried unanimously.

Questionable Ballot#3: Lorna M. Elliston— Signature did not match name on file with the
SOE Office.
MOTION: Member Griffin, seconded by Member Moore, moved to reject the ballot of Lorna
M. Elliston due to signature not matching name on file for that specific vote-by-mail ballot. 3'
Motion carried 2-1 with Member Laney opposing.
Questionable Ballot#4: Andra A. Smith—Signature did not match name on file with the
SOE Office.
MOTION: Member Moore, seconded by Member Laney, moved to accept the ballot of Andra
A. Smith and further accepted the signature for that specific vote-by-mail ballot. Motion
carried 2-1 with Member Griffin opposing.
Questionable Ballot#5: John J. Zamiska—Signature did not match name on file with the
SOE Office.
MOTION: Member Laney, seconded by Member Moore, moved to accept the ballot of John J.
Zamiska and further accepted the signature for that specific vote-by-mail ballot. Motion
carried unanimously.
Questionable Ballot#6: Merissa J. Evans— Signature did not match name on file with the
SOE Office.
MOTION: Member Laney, seconded by Member Griffin, moved to reject the ballot of Merissa
J. Evans due to signature not matching name on file for that specific vote-by-mail ballot.
Motion carried unanimously.
Questionable Ballot#7: Ossie L. Battle III— Signature did not match name on file with the
SOE Office.
MOTION: Member Griffin, seconded by Member Moore, moved to reject the ballot of Ossie L.
Battle III due to signature not matching name on file for that specific vote-by-mail ballot.
Motion carried 2-1 with Member Laney opposing.
Questionable Ballot#8: Christopher S. Rasmussen— Signature did not match name on file
with the SOE Office.
MOTION: Member Laney, seconded by Member Moore, moved to accept the ballot of
Christopher S. Rasmussen and further accepted the signature for that specific vote-by-mail
ballot. Motion carried 2-1 with Member Griffin opposing.

Questionable Ballot#9: Lois C. Beverly—Signature did not match name on file with the
SOE Office.
MOTION: Member Griffin, seconded by Member Moore, moved to accept the ballot of Lois C.
Beverly and further accepted the signature for that specific vote-by-mail ballot. Motion carried
unanimously.
Questionable Ballot#10: James T. Griffey III— Signature did not match name on file with
the SOE Office; and further, James Griffey did not receive an affidavit to rectify his signature.
MOTION: Member Laney, seconded by Member Griffin, moved to accept the ballot of James
T. Griffey III and further accepted the signature for that specific vote-by-mail ballot. Motion
carried unanimously.
Questionable Ballot #11: Brittany Davis — Certificate envelope signed by a registered voter
with the same last name who was not eligible to vote-by-mail.
MOTION: Member Laney, seconded by Member Griffin, moved to reject the ballot of Brittany
Davis due to signature not matching name on file for that specific vote-by-mail ballot. Motion
carried unanimously.
Questionable Ballot#12: Thomas Alexander—Certificate envelope signed by Susan
Alexander.
MOTION: Member Moore, seconded by Member Laney, moved to reject the ballot of Thomas
Alexander due to signature not matching name on file for that specific vote-by-mail ballot.
Motion carried unanimously.

Questionable Ballot#13: Laura Torres—Certificate envelope missing; ballot was mailed to
SOE in a manila envelope.
MOTION: Member Moore, seconded by Member Laney, moved to reject the ballot of Laura
Torres due to missing certificate envelope. Motion carried unanimously.
(Recess from 5:25 pm— 7:41 pm)
PROVISIONALS
Staff with the Supervisor of Elections advised there were no provisional ballots.

AUDIT SELECTION
To determine which district would be audited on Thursday, March 15, 2018, random selection was
conducted with roll of die and Number 3 was rolled. Then a draw of numbers took place to determine
which amendment question would be audited to which Number 2 was picked. Thus, on March 15,
2018, the Auditing Committee will be auditing District 3,Amendment Question No. 2.
ELECTION SUMMARY REPORT
The election was certified by Consensus of the Canvassing Board with Rosemary Wilsen
winning the seat as District 2 Commissioner and George Oliver III winning the seat as District 4
Commissioner; and further, certifying that all Amendments #1 through #8 were approved by
majority vote. Whereupon, the Canvassing Board signed and certified the finalized March 13,
2018 Election Results.

The meeting adjourned at 7:50 p.m.
