City Engineer/Utiliti Director RE: Purchase of Surplus Government Materials Ellis Shapiro, Ray Brenner and I visited the Government Services Administrative Surplus Center in Starke, Florida a few weeks ago. While there, we discovered that there was a considerable quantity of equipment of various types that could be purchased far below what we would otherwise expect to pay on the open market. In most cases, the equipment is in need of repair, but in all cases, the cost of repair plus the cost of the equipment is significantly less than what we would have paid otherwise for a new or used piece of equipment. We have attached a list of equipment and material that has been purchased from GSA. We request permission to withdraw $31,200.00 to cover these purchases from Utility Contingency Accounts. These funds will be repaid to the Utility Department by the various end user departments for the individual pieces of equipment. I recommend the Board of City Commissioners authorize a transfer from Utility Contingency Accounts to pay for this equipment with the stipulation that all equipment going to other than Utility Departments be repaid by the end user department to the Utility Contingency Accounts. The size is adequate to serve all computers, heating and/or air-conditioning. Pay back costs can be divided between Building Maintenance, Water and Sewer, General Government, Police and Fire. 2 . International Harvester water truck 850. The value of this truck priced through 500. a retailer would be approx. $3 ,000 . This truck will serve the P.P.T.D Department as a source for mobile irrigation and with minimal modifi- cations can serve as a means of applying liquid fertilizer, herbicides, etc. The costs for these modifications should not exceed $500. 3 . Toyota Fork Lift 750. Estimated current value is $4,000 600. May require $600 for tires and hydraulic work. This piece of equipment should be charged to the Purchasing Department whereas it will be used to stack stocked items that are palletized and stored on metal shelves located in an outside storage area. 4 . Huber Road Graders ( 2 ) with Detroit 4 cyl 8, 500. engines. The reason for two graders is so one can be cannibalized and used for parts to re- condition the other unit. It appears when one of these units is cannibalized we may be able to recover a significant portion of the $8, 500. The P.P.T.D. Department will use this piece of equipment to re-condition all ball fields, new recreational areas, to construct a proposed soccer field, to cut in a road to Sorenson Field from Adair St. , and lastly, to improve the condition of all clay roads that were recently annexed into the city. 5. Rubber Tired Dozer with blade & diesel engine 5 ,000. Fair market value is $8 , 500 . This is a 1 ,000. versatile piece of equipment which can be used by Utilities as well as Public Works. Repairs should not exceed $1 , 000. 6. Front End Loader 6 ,000. Fair market value is $8 , 500. 1 ,000. This piece of equipment can be used by Public Works and Utilities in the maintenance of grounds,clay roads, parks and recreation areas. Reconditioning costs should be approximately $1 ,000 to the existing 2 . 5 cubic yard bucket. TOTAL: $31 , 200.
