DATE: August 12 , 1991 RE: MUNICIPAL COMPLEX ARCHITECT SELECTION At the May 07 , 1991 , Commission meeting , the selection committee was authorized to review submitted proposals for architectural services and short list for an additional review. The committee met on July 01 , 1991 , reviewing proposals based upon the RFP criteria. The ranking ( scoring shown on the attached tabulation) was as follows: #1 ) Schenkel Shultz #2 ) PDR #3 ) Architects Design Group #4 ) C.T. Hsu & Associates #5 ) HHCP The top five ranked firms made oral presentations to the Architect Selection Committee on August 06 , 1991 . The Committee has ranked the five based upon written proposals, oral presentations , and reference investigation; the rankings are as follows : #1 ) C.T. Hsu & Associates #2 ) PDR #3 ) HHCP #4 ) Schenkel Shultz #5 ) Architects Design Group Additionally, these firms were made aware of a presentation to the Commission on August 20 , 1991 . Copies of these top-ranked original proposals were distributed on August 09 , 1991 . In order to help in the review of these five , their presentation submittals are also attached. The Review Committee respectfully requests that the Mayor and Board of City Commissioners ( 1 ) hear the firms ' presentations , ( 2 ) rank the firms , if possible , or set a date-certain for Commission ranking , and ( 3 ) when appropriate, authorize the Architect Selection Committee to proceed with negotiations with the top- ranked firms. He has previously been involved in many award winning projects. Mr. Craig DeLoy, R.A. , Project Architect. Mr. De Loy received his Masters Degree in Architecture from Virginia Tech and has more than ten years of experience in production and design management, including development and implementation of CADD systems. He has practical and specialized experience in historical rehabilitation, education, multi-family and a variety of commercial use facilities. Mr. Tim McNicholas, Project Designer. Mr. McNicholas received his Master of Architecture degree from Harvard University and has more than six years experience. Mr. McNicholas has extensive experience in planning and design of schools, hospitals, recreation and commercial projects. Ms. Lisa Ikegami, Project Designer. Ms. Ikegami is in the Graduate Program for her Master of Architecture degree from the University of Florida. She will be assigned to interior architecture design and production duties throughout the project. Mr. Robert MacLeod, Project Architect. Mr. MacLeod received his Master of Architecture degree from Harvard University and has more than five years experience in a variety of residential and commercial use facilities. Mr. Mark Wunderlin, Project Architect. Mr. Wunderlin received his Master of Architecture degree from Harvard University and has more than three years experience in a variety of commercial use facilities. Mr. Will Hood, R.A. , CADD Consultant. Mr. Hood has more than 40 years experience, including extensive experience in AutoCadd. His responsibilities include development from initial design development drawings to complete construction documents. Mr. Wilbur Peeler, C.B.I./G.C. , Construction Administrator. Mr. Peeler has over 25 years of experience in Construction Inspection and Administration. He is a certified Building Inspector and General Contractor. He served as the Director of Building and Zoning Department for a major South Florida municipality before moving to Orlando nine years ago. Mr. Peeler is also an experienced construction estimator and specification writer. APPROACH We, at HHCP, are committed to an approach and process that demands close collaboration with the Owner/User. Our best work is produced when we couple the resources and experience of our design team with the expertise of our clients. Experience has proven that when we, as professionals, and our clients, undertake this collaborative effort, it is most successful when: 1. We come to the process with no preconceptions or "solutions". 2. Often these preliminary ideas prejudice not only our judgment but, influence our clients openness as well. 3. We approach every alternative with a completely cooperative and open mind based upon the facts alone. The first thing we will do together is define the design problem by working with the staff and Commission to authoritatively quantify the actual needs for space in both the short and long term. Often, we find our input here actually reduces the quantities of space previously estimated. At the same time, we would be working with our planners and PEC, analyzing the site and examining the condition of the existing structures now housing the Police Department and City Hall functions. Together, after visiting similar projects, we will generate and analyze alternative approaches to this project. UsIng our cost estimating consultants, we will develop probable order of magnitude cost for these alternatives, and make a recommendation for your approval on which alternative to pursue. Only after we have all of this information and collectively agree upon a concept will we start to define floor plans, suggest potential project massing and begin elevation studies. It is during this period of time that project policies and priorities are established which will dictate the cost as well as the image or look of the Ocoee Municipal Complex. As professionals we will encourage the design of facilities� g g that have multiple and compatible uses. In the case of this project, we have a fine start with the recreational activity on Starke Lake. We can see that expanded to include an amphitheater, fitness trail around the shore and perhaps monthly farmers/produce market on the complexes open spaces. All of these activities enliven the complex, encourage its use after working hours and on weekends and can be implemented with little or no additional funding. However, plans have to be made now to incorporate space for these activities in the complex. When the general floor plans and elevations are complete, we will have completed the Schematic Design Phase of the work and upon your approval and authorization, we will proceed with the Design Development Phase. During this period, we will be working with you to refine the project in more detail, select fmish materials and, in fact, resolve all of the projects major design issues. Here too, we will be providing statements of probable costs for your consideration, and together, we will make such adjustments as are necessary to make sure the project is within your budget. The decisions made during this phase will also require close collaboration with you. Once we initiate the Contract Document Phase, the frequency of your involvement will diminish, but its importance will not. During the Bidding and Construction Phases, we will keep you advised as to project status, schedule, budget, quality of work in place, etc. HHCP has dedicated field personnel with contracting backgrounds that assist the Project Manager and Architect during the administration of the construction contract. There e are few communities that have a site in the central part of their community that fronts on an amenity like Starke Lake. It includes the fire station, community center, police station and City Hall, as well as being adjacent to the Withers-Maguire house, which is part of Ocoee's historic downtown. An understanding of the location of the site and the particular opportunities that the site has are essential to successfully helping the community plan the best for its future, making the most of Ocoee. As Ocoee continues to grow outward through annexation, it will also grow and redevelop in some of the more traditional areas of the community. The recent commercial construction on two of the corners of Bluford and Silver Star is evidence of the health of the downtown area of Ocoee. Along with the two existing schools, the Municipal Complex has the opportunity to anchor a revitalization of the original downtown area. There are several historic buildings nearby as well as healthy neighborhoods providing character and a sense of place. The development around Starke Lake allowed the public road to separate much of the residential development from the lake. This preserved the exposure of the lake for the entire community to enjoy, as well as provided dramatic views to the Municipal Complex site from Silver Star Road as you enter the area from the east. Conversely, the views from the site across Starke Lake are equally important. Bluford is rapidly becoming a busy north/south arterial through the community that must be considered in any overall plan. Whether the decision is made to expand the existing facilities in whole or in part or to demolish and start again, the process of master planning the entire block is necessary. Because the site is as large as it is, the existing buildings were placed on the site independently. Now that the complex is growing, the need to begin to interrelate these various functions is important. Relationships between parking, open space, buildings, access, adjacent neighborhoods, topography, Starke Lake, etc., will all need to be considered. Even though Ocoee has a unique project, it will be helpful to be exposed to the experiences of other communities that have recently undertaken expansion of their municipal facilities. We strongly believe in visiting, along with key staff and Commissioners, other community facilities to capture the good ideas and discard those that have not worked as well as intended. Our firm has been involved with the master planning and landscape architecture for several recent facilities including Lake Mary City Hall and Park, Ormond Beach City Hall and the Volusia County Administration Building. We have recently finished a master plan for Oviedo's downtown areas as well as developing Windermere's Town Square concept that located the Frank Chase Memorial Library adjacent to their Town Hall. We understand small communities and enjoy the challenge of helping them establish the vision of what they want to be. The plan mirrors what would have been one of our initial efforts, given the criteria for development as we understand them. We agree with PEC's concern about the less than ideal traffic situation created by the near miss of the alignment of the proposed entry Idrive and Franklin Street. We would propose to refine this plan based upon revised (new) information and the possibility of razing either or both the existing City Hall and Police Station structures. As we jointly Iexplore these refinements with you, we would request that the storm drainage issue be re- examined to see if we could: 1) open more land for development, if that seemed appropriate; and 2) reduce the amount of pipe planned to route the stormwater from west of Bluford through the site. I Together with PEC, we should examine the costs and benefits of the proposed stormwater management system. It's conceivable that we could reduce the estimated cost of these improvements or receive potentially greater development opportunities in the future for nominal Iincreases in this budget. We are open-minded on this issue and propose to thoroughly analyze the pro's and con's Ia of this question. La Our recommendation to you on this subject will be based upon the following criteria: 1. Condition of existing facility 2. Probable use of existing space ' 3. Cost of bringing the structure up to code and incorporating it into new construction 4. Cost of remodeling to make space suitable for new use 5. Cost of exterior refurbishing to aesthetically unite it with the new construction Measured against: 1. Cost of demolition; and ' 2. Cost of replacement area in new construction. Taking into account the impact of selecting either one of these alternatives on the total ' complex. 0 The rational used to investigate the City Hall structure should also be used on the existing Police Station. ' O If we determine that the cost of saving one or both of these structures exceeds replacing them, the direction is clear. O However, if we have to keep one of the buildings, we would like to explore the potential of razing the Police Station instead of the City Hall. This approach generates some ' exciting development potential for the Municipal Complex. Under this approach, we could keep eep the City Hall space for the Police Station and make the Police Department additions to the existing City Hall.
