' PDR is a full service Architectural and Planning firm located in Winter Park specializing in the design of Public Buildings. We maintain extensive experience and expertise in developing efficient and utilitarian designs for Municipalities in particular. Within the last year, construction was completed on the City of Oviedo's Municipal ' Complex which is very similar to your proposed scope. We invite and encourage the Selection Committee to visit this facility and see firsthand the work of PDR Architects. Also of interest, during April of this year, PDR Architects was selected among 27 firms by the City of Tavares to design their new City Hall. We are currently completing the Space Program and the Site Master Plan which also locates their proposed building on their ' existing site. The scope of this project is, again, very similar to the City of Ocoee. PDR is familiar with your City and the anticipated growth that is requiring greater services ' for your Community. Our understanding of the various City Administrative and Police functions is only surpassed by our understanding of the need for stringent controls. Having worked only in the Public sector,PDR understands project funding and the requirement for strict adherence to both budget and schedule limitations. Over the years, we have developed on-going cost control techniques which will be of significant benefit. We feel that our experience, design ability and track record will best serve the City of Ocoee as primary Architectural Firm for both the City Hall and Police Facilities. Since the Firm's inception in 1983, 100% of the workload has been in the Public Sector on projects requiring sophisticated approaches to problem solving in the Central Florida area. PDR's seven registered Architects are intimately familiar with the Public process and attend Public Hearings and Commission Meetings on a regular basis. A summary of projects for other Municipalities include: * The City of Oviedo Municipal Complex consists of their new City Hall and Public Safety Building. The Scope of this project is similar to that proposed by the City of Ocoee. In addition to the Fire Department, the Public Safety Building also houses the Police Department and contains a sallyport, holding cells and evidence storage rooms. * The City of Tavares just recently selected PDR to design their new City Hall which again, contains similar requirements to the Scope as proposed by the City of Ocoee. * The City of Orlando selected PDR for additions and renovations to the Club House at Dubsdread Country Club. This 1.3 million dollar project preserves the architectural character established in 1926 and renovates parts of the existing facility,while replacing others with new construction. The renovation to this Country Club is similar to that proposed by the City of Ocoee and is a crucial element in this project. * The City of Mount Dora selected PDR to design their Lincoln Avenue Recreation Center which contains a new bath house, swimming pool and park development. * The Martin County Courthouse & Constitutional Office Complex was completed two years ago and contains all the elements of the Ocoee Municipal Complex on a much grander scale. * The St. Johns County Jail addition adds 300 beds to the original Jail which was previously designed by PDR and completed approximately four years ago. The above examples of similar projects for Clients like the City of Ocoee are described in more detail on the following pages. Eugene Williford, III City Manager City of Oviedo 400 Alexandria Boulevard Oviedo, Florida 32765 407/366-7000, ext. 614 Targeted as one of the fastest growing areas in the southeastern United States, the City of Oviedo selected PDR Architects to design their new Municipal Complex. The City Hall consists of approximately 17,000 square feet and includes the City Council Chamber and Council office on the first floor. Opening off the main public lobby are offices for the Planning and Zoning Department, Recreation Department, Finance Department, and Building and Engineering Departments. Located on the second floor are the offices of the City Manager, City Clerk, and the Personnel Department. The entire City Hall Building is wrapped by a veranda and is designed in a traditional Florida/Old South style. The Public Safety Building is also a two story structure and consists of approximately 17,500 square feet. This building maintains the aesthetic continuity of the Municipal Complex by incorporating the same design characteristics featured in the City Hall. Housed in this building are both the Police and Fire Departments. Included are administrative offices, three apparatus bays, a"Ready Room," (living quarters for on duty firemen), police holding cells, a sally port, crime lab, evidence storage, exercise room, and classroom. This beautiful $2.7 million complex began construction in May of 1989 and opened for business in April, 1990. City of Tavares City Hall and Police Station Mr. Anthony G. Otte City Administrator 201 East Main Street Tavares, Florida 32778 904/742-6220 In April, 1991, the City of Tavares selected PDR Architects from 27 proposals for the design of the new City Hall to be located on the site of the existing city hall that will be torn down. The Programming and Site Master Planning Phases are currently underway and design will follow. The scope of the project is approximately 15,000 SF with a budget of $1.2-1.5 million and includes all City Administrative offices and Police Department. I I I L CP Osceola County Governmental Complex UQO Space Needs Study Mr. Steven McDonald Development Coordinator Osceola County, Florida 17 South Vernon Avenue Kissimmee, Florida 34741 407/847-1200 PDR Architects, Inc. was recently selected to provide an analysis and Space Needs Study for Osceola County's proposed governmental complex. As part of this program, PDR will analyze County and Circuit Courts, Constitutional Offices and County Administration functions and provide projections to the year 2001. Three building scenarios will be analyzed which will provide for placement of the proposed facility at different locations. PDR is just beginning the planning process which is expected to take approximately four months. City of Orlando Additions and Renovations To Dubsdread Country Club Mr. David L. Metzker, P.E. Director of Public Works 400 S. Orange Avenue Orlando, Florida 32801 407/246-2266 The City of Orlando recently awarded PDR the commission for providing a much needed overhaul and upgrading to Dubsdread Country Club. The original building was constructed in 1926 and has since become a city landmark of some historical significance. PDR initially provided an in-depth analysis of the club's existing condition, while preparing the City's Building Program of Spaces at the same time. The resulting design saves the original dining room and banquet room and provides for approximately 10,000 gross square feet of new construction. A New Year's Eve 1991 completion schedule is anticipated with a construction cost of about $1 million including renovation. City of Mount Dora Lincoln Avenue Park and Recreation Center Mr. Kenneth Harley Acting City Manager 510 North Baker Street Mount Dora, Florida 32757 904/735-7100 This past Fall, PDR Architects was selected by the City of Mount Dora to provide Master Planning services as well as complete Architectural services for the upgrading of an existing City park. Phase I of the Master Plan is to include the design of a new swimming pool, bath house and associated parking areas. The Master Plan calls for the relocation of existing ball fields and other numerous site amenities. A Fall bid date is anticipated with construction completion during the Spring of 1992. Box 421608 Kissimmee, Florida 34742-1608 407/847-2821 In August, 1990, PDR Architects was selected to master plan and upgrade this aging 15 acre City park. Several of the activity areas in the park are being relocated to make room for the design of new functions. A new park entrance and sufficient parking and access are also being planned. Areas which are involved are basketball and racquetball courts, volleyball, tennis, horseshoes, picnic shelters, little league baseball fields and softball fields. Construction is scheduled to be complete in October, 1991. City of Oviedo • Riverside Park Mr. V. Eugene Williford, III City Manager City of Oviedo 400 Alexandria Boulevard Oviedo, Florida 32765 407/366-7000, ext. 614 Subsequent to the design of the Oviedo Municipal Complex, PDR Architects was again selected by the City of Oviedo to design Riverside Park located within the Twin Rivers development. Park features include a Community Center building with administration offices, large multi-purpose room, locker rooms, shower rooms, and indoor racquetball courts. Outdoor activities include an AAU regulation swimming pool, basketball courts, tennis courts, a football/soccer field, a bandshelter, numerous picnic pavilions, and horseshoe pits. This project, located on 12 acres, cost approximately $1.65 million and opened to the public July 4, 1990. City of Oviedo Sports Complex Mr. V. Eugene Williford, III City Manager City of Oviedo 400 Alexandria Boulevard Oviedo, Florida 32765 407/366-7000, ext. 614 The Oviedo Sports Complex, which is currently in the Construction Phase, will significantly enhance the proactive sports and recreation effort of the City of Oviedo. The complex will consist of four new Little League fields, four new softball fields, centralized scorer/concessions buildings and a maintenance facility. The complex is scheduled to be ready for play for the Fall 1991 season. City of KissimmeeDCCO°, y�r Lakeside Community Park Mr. Daniel P. Box 421608 817 Osceola Boulevard Kissimmee, Florida 34742-1608 Kissimmee, Florida 34744 407/847-2821 407/892-6457 The City of Kissimmee has entered into a joint use agreement with the Osceola County School Board to provide a 10 acre park contiguous to a 15 acre new elementary school designed by PDR Architects and currently under consturction for the School Board of Osceola County. The park facility will be utilized by the school children for physical education and recess as well as city inhabitants of the local development. PDR Architects was recently selected by the School Board and the City's Parks and Recreation Department to begin the design of this unique facility. Current plans call for the location of a ball field, tennis and basketball courts, racquetball courts and associated park shelters and restrooms. Phase I will bid in July, 1991 and construction should be complete in early Spring 1992. The Phoenix Project Orange County Correctional Center M-r: John P. McGowan Construction Coordinator P.O. Box 1393 Orlando, Florida 32802 407/836-7780 PDR Architects was recently selected by the Orange County Board of County Commissioners to design this 300 bed minimum and medium security facility. The inmate housing will be arranged in four, divided, two story pods radiating from a central two story structure. The two story open space in each pod will provide excellent visibility for corrections officers. In addition, there will be an Educational and Vocational Training Building adjacent to the inmate housing building. The project recently bid for $4.6 million, which is $900,000 under the budget. Construction completion is scheduled for Fall 1991. New Detention Wing St. Johns County Criminal Justice Complex Mr. Neal Poteet Construction Manager St. Johns County, Florida 4020 Lewis Speedway St. Augustine, Florida 32084 904/829-8899 PDR Architects was selected to design this major addition to the existing County Jail which we also designed. This current addition was planned for at the time of original design and will consist of the following: isolation corridor housing 16 isolation cells; a detention wing of two story/four cell levels that will house from 216 to 432 beds depending on classification and double bunking; central control rooms which monitor and supervise the cells and dayrooms; a classroom, commissary, and medical examination room; and the relocation and expansion of the exercise yard. This $8.3 million project bid in October, 1990 and construction completion should be approximately late 1991 or early 1992. C -DQ,Do Clay County Space Needs Study Y Mr. James H. Box 1366 Green Cove Springs, Florida 32043 904/284-6300 In March, 1991, PDR Architects completed a Space Needs Assessment Study for Clay County's proposed Jail and Sheriffs Administration Building. To date, PDR's responsibility has been to analyze Clay County's existing space needs and provide projections for anticipated needs for the next ten years. The result of this planning process was culminated in a building program for the County's proposed 300-bed Jail and Sheriffs Administration Building totalling $11.1 million. Martin CountyCourthouse and Constitutional Offices s Ms. Marsha Stiller Clerk Of The Courts Martin County, Florida 2401 S.E. Monterey Road Stuart, Florida 34996-3397 407/288-5509 This $10.8 million Courts and Office Complex is located in downtown Stuart, Florida on three contiguous parcels. The two new buildings, Courts Facility and Constitutional Office Building, are situated on the existing Courthouse site. The existing Courthouse remains, with the Jail converted to a Courts Holding Facility. The Courthouse Building has three floors and contains a total of approximately 50,000 square feet. First floor facilities include the main public entry into the building, law library, and other ancillary support areas. The upper two floors contain seven Court Rooms and eight Judges' Chambers, each complete with its own Hearing Room, and support areas. The second floor is connected by an open air pedestrian bridge to the adjacent Constitutional Office Building. The Constitutional Office Building has four floors and contains approximately 66,800 square feet, including shelled-in space on the fourth floor for future expansion. The first floor houses the County Clerk, Tax Collector, Supervisor of Elections and public functions of the Clerk of the Court. The second floor is dedicated to the remaining offices of the Clerk, while the third floor contains the offices of the State Attorney and Property Appraiser. Construction was completed in the Spring of 1989. C HD0000 Central Administrative Complex ! School Board of Osceola County Mr. Joe Shirah School Board Member Osceola County School Board 817 Osceola Boulevard Kissimmee, Florida 32744 407/892-6457 PDR Architects recently completed the design of the Central Administration Complex for the School Board of Osceola County. This project consists of two major buildings. The two story Administration Building contains the Board's meeting room, Superintendent's Suite, central data processing center, and Personnel, Instructional, and Business Services. Adjacent to this building is the District Wide Media Service Center and Warehouse of 56,000 square feet. This building includes the central film and video library, closed circuit TV production studio,professional library,graphics lab,printing shop, central receiving, and textbook and material storage. The Project bid in February of 1989 for $400,000 under budget, allowing the School Board to add additional square footage. Construction was completed in the Spring of 1990 for $4.8 million. Central Services Complex Dr. Donn Kaupke Superintendent School Board of Flagler County P.O. Box 755 Bunnell, Florida 32010 904/437-3327 The goal of the Central Services Complex project was to consolidate the School Board's operations onto one site. The shape of the 11-plus acre site was only 250 feet wide, but was 2089 feet deep, thus providing an interesting design challenge. The completed complex consists of three main buildings: School Board Administration Building of 10,500 square feet, a 7,800 square foot county-wide Warehouse and Maintenance Building, and a 7,500 square foot Transportation Center for the Board's vehicles including school buses. Construction cost was $1.5 million and future expansion was planned for within each of the three buildings. Construction was completed in August, 1987. I OD CI OD 1. PDR FACILITIES AND EQUIPMENT PDR Architects, Inc. occupies over 3,500 square feet at 200 West Welbourne Avenue, in Winter Park, Florida, and has remained at this same location since inception, on 1 November 1983. The development of CADD operations began in Spring 1985 with the purchase of our first computer work station and AutoCAD software. Since that time,we have progressed to nine 386 work stations and AutoCAD Release 10 and a Hewlett Packard, 6-pen, E size plotter. PDR begins work on a project utilizing CADD at the inception of the Schematic Design Phase. From this point forward, PDR completes the project through Construction Documents on CADD work stations and is able to share information with our Consultants by trading floppy discs. All of PDR's Consultants utilize AutoCAD work stations which has proven to be an invaluable aid in coordinating the different disciplines in any project. No longer is it necessary to trade check sets of prints with our Consultants. This coordination effort between the Architect and Consultants greatly assists in the overall organization of the project and is a significant part in our quality control program. I OD 1. QUALITY ASSURANCE From the initial formation of PDR Architects, Inc., an imperative philosophical goal was determined: quality assurance would be a continuing prime objective of this Firm. Quality assurance begins with error elimination; we base this Quality Assurance Program on the principle of COMMUNICATION. We believe that open, honest and respectful communications among the Team is essential to understanding and quality. We include our Client's in this Team process and expect them to participate in developing their project to its fullest potential. PDR has developed our own "Project Procedures Manual" which assists PDR staff in developing a project from start to finish. This manual assures each Client that all staff are fully aware of the tasks and responsibilities required for each of the design phases. This is not a check list per se, but it is the nucleus around which all PDR documents are based. The Procedures Manual identifies tasks for the formulation of concepts, drawing organization, drawing requirements, supplemental documents and Client approval. It also includes project management and administrative functions. This manual has been shared with all of PDR's supporting Consultants so that we are an organized Team and the work is coordinated as if all from one individual firm. The Consultants know what is expected of them and what they are to do to keep their work in sequence with others. PDR expects our Clients to be active participants by providing timely information and decisions during comprehensive reviews. Each phase is reviewed and approved before the next phase is begun. We consider our Clients a vital partof the project Team and.include them at all decision making sessions. By being part of the process, the Client is informed and supports the design Team. By utilizing these procedures, PDR assures our Clients that every opportunity has been taken to guard quality and minimize errors, as well as coordinate the entire project. This has proven to be a very successful technique. This attitude supports the PDR Corporate Goal of providing "Design Excellence and Quality Service while satisfying all Program requirements in a balance of Function,Schedule and Budget." His responsibilities included a total overview of the corporation's 90 plus facilities located throughout the United States, Europe and Mexico. Projects include the design of the prestigious Wellington Hospital, a 120-bed facility located in London, England; the renovation of a 250 year old Adam's house into an Outpatient Surgery Center in Harley Street in London, England; and a 200-bed hospital located in Mexico City. In private practice, Mr. Dorsey was responsible for the design of Humana's flagship hospital, Audubon Hospital, along with Baptist Hospital East and Doctors Office Building, and additions and renovations to the Methodist Evangelical Hospital, all located in Louisville, Kentucky, and which collectively have received six Design Awards from the Kentucky Society of Architects (AIA). Mr. Herwig led a team of Architects and Engineers in carefully assessing the conditions and functional usefulness of the existing eighteen buildings on the Seminole High campus and solving the challenge of adding six additional buildings to the twenty-seven year old campus. Construction was completed in the Fall of 1989. Prior to joining PDR Architects, Mr. Herwig was Corporate Architect for a large commercial development and construction firm in Milwaukee, Wisconsin for seven years. Mr. Straite recently completed design documents for renovations to the Clubhouse at Dubsdread Country Club for the City of Orlando. Mr. Straite also was responsible for the design of the new Oviedo Sports Complex which will include four new little league fields and four new softball fields as well as a scorer/ concessions building. Also for the City of Oviedo, he master planned and upgraded their existing 25 acre Round Lake Park. I DO CP ti 7. TIME AND BUDGET CONTROLS PDR Architects, Inc. understands the desired schedule as proposed by the City of Ocoee for getting this project underway as soon as possible. We are knowledgeable of the requirements for public projects, City Halls in particular, and know how to expedite the process for review and approval of jurisdictional Agencies. We have committed to scheduling the activities of this project,which will coincide with the City's goals for initiating the work in getting completed in a timely manner. The following page contains PDR's proposed schedule and shows the time frames associated with the different design phases, as well as key review sessions with the City Commission and Staff. PDR also understands the budget constraints for this project and addresses this matter very seriously. Over the years, we have developed significant cost control mechanisms which have proved to be very effective as attested in Section 9 of this proposal from our project track record. The first step in cost control begins with a careful analysis of the City's proposed construction budget, as well as a detailed understanding of what the City requires in the make-up of this project. Our Cost Management Consultant, Hanscomb Associates, plays a vital role in the understanding of these issues and has proven their expertise on many significant PDR projects. This initial step takes place prior to PDR ever putting pencil to paper in the design process. During the development of each of the three design phases (Schematic Design, Design Development and Construction Documents) PDR and Hanscomb Associates continuously monitor the scope of each of the cost plan segments to ensure that the construction budget is never exceeded. Particularly during the development of the Design Development and Construction Document phases, the construction cost is reviewed in detail around the mid- point completion of each of those phases. This technique, along with certain value engineering exercises, then allows time for the modification to the design and details of the project prior to the completion of that particular phase. PDR can then ensure the Commission that all of the budget goals have been met. During construction, PDR and Hanscomb Associates review each Proposal Request submitted by the Contractor for appropriateness and again, safeguard the City against excessive costs which may not be warranted. CURRENT AND PROJECTED WORKLOAD Although PDR has several significant projects currently under construction, the present economic downturn has severely impacted the design and management staff. Apart from the Tavares City Hall project, we have only two other smaller projects currently in Design Phases and they will be complete during August. PDR is in an excellent position to start a new large project at this time and devote our best talents and design expertise to a new Municipal Complex for the City of Ocoee. Scheduling of this project will be ideal, in that, the Tavares City Hall project will be completing as the Ocoee project is beginning. That, coupled with the fact that both projects are City Halls of similar scope, is an unusual situation which will allow PDR to give the City of Ocoee the priority attention and immediate firsthand knowledge the City of Ocoee requires. This review suggests the following: Section 4(b): It appears the City is retaining 10% of the total of each invoice, but the wording is unclear as to how the release of retainage actually works. Our experience dictates that this is an unusual practice for a public entity and is the first time retention of an Architect's fees have been requested. PDR suggests additional discussion which may clarify the language to release retention at the completion of each Design Phase or obviate the need for retention altogether. Section 4(d): In having no reimbursable expenses under the Agreement, additional language should be provided that would clarify some otherwise normally reimbursable expenses such as the printing of documents, etc. Section 7(c): This paragraph indicates that the Architect is responsible for certain costs incurred by the City due to Architect's breach of contract, independent of actual litigation. It would appear that proof of breach must occur prior to the Architect being responsible for such costs and this could be difficult without actual litigation. Section 9(c): Our review indicates that if the City has the right to reuse the Documents without the Architect's written approval, additional language needs to be added which indemnifies the Architect. Section 15(d): Without further discussions and additional clarifying language, PDR is � g uncomfortable in assuming "any and all obligations of the City" and being "fully responsible for any such separate Architect, Consulting Engineer or Design Professional as Sub-Consultant" which may be assigned to PDR. Section 17(a): PDR's limit of professional liability is currently $ 500,000. At different Owner's requests, we are providing $ 1 M of coverage on several of our larger projects, but are being compensated for this additional expense. The mandatory Pre-Submittal Meeting indicated that the City would consider reimbursing the Architect for this additional expense. C (1D0100 kie 1 14. CLERK OF THE WORKS It is PDR's understanding that the City may request the successful Architectural Firm to provide a Clerk of the Works during construction of the Municipal Complex. It is also our understanding that the City does not have a full-time employee who could dedicate the time 111 and effort to this project in order to ensure the City as to the quality and conformance of the actual construction to the Construction Documents. If requested to provide a Clerk of the Works, PDR proposes to utilize the services of Mr. Joe Toth, who is part of our Construction Administration Department. Mr. Toth is a registered Architect, has been with PDR since 1985 and is just this month completing our responsibilities as Clerk of the Works on our UCF Arena, Track & Field Facility. Mr. Toth has been a Clerk of the Works on this project since February 1990 and has been an invaluable resource to the University, representing their interest in that project. As part of our Construction Administration Department, Mr. Toth will be involved in the development of the Construction Documents to ensure the coordination of all Consultants. DESIGN APPROACH With the somewhat limited knowledge and understanding we currently have regarding the Ocoee Municipal Complex, PDR offers a "Concept Idea" of a site master plan on the following pages. This concept begins to tie the entire site together as a formal Municipal Complex with particular emphasis on the City Hall and Police Department buildings. Focus is also given to addressing the lake view which must not be overlooked in the design process. This site plan utilizes both existing buildings and adds on in different construction phases as need dictates. Certain key design issues regarding the Ocoee Municipal Complex have been raised which need specific comment. * SPACE UTILIZATION: PDR Architects prides itself with our creativity and innovation. During the past several years, we have developed different techniques regarding the most efficient and effective ways to utilize space. It is obvious that the most efficient utilization of a given space will save the City money, in other words, not spending construction dollars to build wasted, inefficient, or under utilized air conditioned spaces. One method is to provide large open spaces which can be subdivided through the use of modular office, three-quarter height partitions and integral furniture. This is known as "open office planning" or "office landscaping" and provides the utmost in flexibility in allowing for ease in the rearrangement of the partitioning system as future expansion dictates. PDR has successfully used this technique in our planning for the Osceola County School Board Administrative offices and the Martin County Constitutional Office building and, to a lesser degree, on the Oviedo City Hall building. * RENOVATIONS: Among PDR's strengths is our work in renovations. We understand that one of the main reasons for PDR's selection for the additions and renovations to the City of Orlando's Dubsdread Country Club was due to PDR's recent experience in the renovation of existing buildings. Approximately 50%of our past work has contained building renovation as exemplified by the renovation of the entire campus of Seminole High School which contained some twenty-six existing buildings. During renovations, the total architectural character of an existing project can be changed by employing some rather simple planning techniques. This is shown in PDR's work with both the Jackson Heights Middle School Additions and Renovations Phases I and II as well as renovations and additions to Flagler Palm Coast High School. The architectural character can also remain unchanged as shown with the additions and renovations to Dubsdread Country Club. When doing any renovation work, it is imperative that an in-depth investigation be provided by the Architect in order to verify existing conditions. If documentation is not available, the Architect must provide the effort in recreating the existing conditions with particular emphasis on plumbing, electrical, and mechanical work. I I HD000 16. DESIGN APPROACH (continued) * COST SAVING DEVICES: A significant portion of PDR's creativity and innovation lies —in the area of"cost saving devices." A prime reason for PDR's selection to design a new prototype elementary school for Osceola County was due to the previous work we had provided to that School Board in the area of cost savings. The School Board's instructions to PDR were to design a new prototype elementary school that would cost less than $50 per square foot in order to enable that School Board of build five new elementary schools for the cost of only four. PDR has accomplished that goal by providing the Board with Elementary School "H" which will be complete in July, 1991 at $47.79 per square foot and Elementary School "I" which just bid this past month for around $43 per square foot. These square foot costs exclude site work which will differ from site to site, but even in today's market, these square foot costs are approximately $10 - $15 per square foot less than projects designed by other firms. Without giving away exactly how PDR accomplishes these tasks to other architectural firms, some of our techniques involve introducing enough repetition into a project in order to make it economically feasible. In addition, all structural, mechanical, and electrical systems are designed together with the architecture for a totally integrated approach to building design. These items are thoroughly thought out in terms of placing the main electric distribution room next to the main consumer of electricity which is generally the chillers or data processing area. These features along with complete value engineering exercises assures each of PDR's Clients of getting the most cost effective project available on today's market. * CHAMBER DESIGN: There were two major reasons why PDR Architects was chosen as Architect for the Oviedo Municipal Complex. These include the fact that PDR "listens to our Clients" and the fact that the Oviedo Council members actually toured several of our projects which included designs for either Council or Board Chambers. These include the design of the Commission Chambers for the St. Johns County Board of County Commissioners and the Administrative Complexes and School Board meeting rooms in both Flagler and Osceola Counties. * POLICE STATION IDIOSYNCRASIES: Police Stations are unique designs, in that there are a number of areas that require special expertise. These include the design of sallyports, holding cells, evidence storage, and arms storage rooms. PDR's expertise on this type of structure runs the gamut from the construction of the Cities of Tavares and Oviedo's Police Departments, the Counties of St. Johns and Osceola County Jails, and the City of Orlando's Phoenix Project which is a 300-bed minimum security jail along with a vocational training center. The design of these structures is not for the novice and requires a certain understanding with regard to security, alarm systems, reinforced structure, surveillance and the like. C C HDUUD J 16. DESIGN APPROACH (continued) * SPECIAL CONCERNS: Probably the single most important element in the design of a municipal complex is an individual's first impression. What does it look like? Does it have ease of entry and exit? Does it take advantage of its surroundings? Can the public find their way around the site and within the buildings with ease? These are all questions that must be addressed by both the Architect and the City. Acceptable answers to these concerns can only be determined through discussions in order to gain a thorough understanding of this project from day one. To not take advantage of Starke Lake and the architectural character of the Withers Maguire House and the City of Ocoee, would not do justice to this exciting project. The opportunity for an Architect to combine all of the above elements into a functional, efficient, and aesthetically pleasing complex within the City's budget and schedule constraints is a challenge for which PDR Architects, Inc. was created.
