We are also providing complete architectural services to Orange County Public Schools for the District -wide Science Facilities renovation project which includes Ocoee Middle School. For expansion and redevelopment of the City of Ocoee Municipal Complex, CTH+A has assembled a highly experienced team of consultants. Allan-Conrad-Mitzo will support CTH+A with structural engineering services; G.R.G. Vanderweil Engineers, Inc. will provide mechanical and electrical engineering services; GLH Consulting Services will provide expert security consulting services; and Glenn Acomb & Associates will provide landscape design services. Program issues will be analyzed and defined for the expansion of City Hall and the Police Station. CTH+A Team would propose project progress meetings with City of Ocoee personnel and contractors on a weekly and as needed basis. We anticipate approximately four (4) public hearings and a minimum of eight (8) meetings with the Board of City Commission and City staff personnel will be necessary. CTH+A Team members will be available to meet with City Commission and City staff personnel as often as necessary. Methods Used in Contract Administration to Insure That the Owner's Goals and Objectives Are Obtained. CTH+A Team is committed to make all extra efforts needed to insure that the Owner's goals and objectives are achieved. The following outlines our proposed contract administration methods: CTH+A would assume contractual team's performance throughout all and construction. We would also be communications and accounting. Management summary responsibility for the project phases of the project's design responsible for administration, The successful performance of professional services requires the dedication, diligence and collective knowledge of the entire project team and an increasing commitment of time. We Project Approach City of Ocoee Municipal Complex Page 4 have established reliable procedures to review continuously lr. the developing design documents for completeness and construc- tability, to periodically estimate probable construction costs using an independent cost management consultant and to under- take detailed coordination checks before releasing constru- ction documents for bidding. A key to the achievement of these critical goals is the involvement of the Owner in all phases of work, both to define realistic design requirements + and to perform timely reviews of the developing documents for adherence to those requirements. A. Project Management: We endeavor to maintain a balanced organization, size and project load to insure a high level of personal involvement by team members assigned to the project. C.T. Hsu, A.I.A., as Principal/Project Manager of the project, will be 100% committed to the City of Ocoee Municipal Complex project for the entire duration of the project's development. C.T. is the primary contact with the City and will be the "final filter" between the design team and the City. Each consultant firm will also have a working Principal to lead the design and management of their portion of the work. All contact relating to our services are recorded and distributed to all concerned parties, including telephone contacts, meetings and correspondence. We have standardized formats for recording and distribution. L Owner input is actively encouraged throughout all phases of the project. The frequency of Owner reviews varies with each Owner's requirements and with the type, size, phase and schedule of the project. Some projects require weekly reviews, some only at the completion of each phase; typically, formal reviews are scheduled at the completion of each phase of service with intermediate reviews held as often as the specific nature of the r. services demands. If such reviews result in a change in the scope of the project, the Owner is appraised of the consequences to the costs and schedule. We proceed with such changes only at the written direction of the Owner. B. Scheduling: The design schedule is developed early in consultation with the Owner, and maintained throughout the duration of the project. It identifies all major design tasks and their critical dates to insure that the various phases of the assignment are completed and w. reviewed by the Owner. In-house project reviews with the Principal -in -Charge present, are conducted on a biweekly basis to monitor the progress of the work, staffing Project Approach City of Ocoee Municipal Complex Page 5 requirements, scheduling and adherence to project objectives and design criteria. In-house reviews also include life -cycle costing, value management, energy conservation analysis and building system component analysis when they are meaningful. CTH+A Team will commit ourselves to the project schedule. C. Cost Control: For all projects, a complete and detailed estimate is provided at the completion of Schematic Design, updated prior to the completion of Design Development and monitored during the completion of Construction Documents. Such control, applied throughout all phases of the project development, is the most cost- effective means of designing a project within the approved budget. Please see cost control diagram in this section. D. Design Coordination: Design is a primary concern of CTH+A. We are committed to creating architecture which is valuable to the owner, the user group and community. In order to assure that design goals are met, we follow a standard project process. Our work typically flows sequentially from phase to phase. Careful coordination of all design team members and consultants leads to good communication within the team and accurate, well -coordinated products. Outside consultants and associates join this in-house team as the work demands. The project team's performance is moni- tored continuously by the principal/project manager. During the design phase, review sets are submitted for approval. A formal coordination check within disciplines and between disciplines is scheduled near the completion of each design phase. Included in this check are a final code review and a program requirements review to verify compliance. E. Contract Documents: This critical phase of the project involves CTH+A Team's tested approach to Owner -Architect communication and cooperation. Several measures are taken to insure a proper bidding procedure, a quality r. product and Owner satisfaction. The project design, materials and performance specifications are clearly defined, integrated and checked continually for Owner approval and Bidder understanding. Clear and precise drawings and verbiage avoid costly change orders. Contractor responsibilities are thoroughly defined to avoid any confusion during construction. CTH+A team has a proven reputation among clients and contractors for producing clear, thorough and well -integrated contract documents. F. Bidding Assistance: CTH+A assists the Owner with every need during the bidding process: issuing bid documents and any necessary addenda to Contractors, attendance at pre-bid and pre -construction conferences, evaluations of bids and recommendations are some services which we provide during this phase to continue our cooperative effort with the Owner. G. Observation, supervision and Coordination: We maintain complete and accurate records of all visits to sites of manufacturing, fabrication and/or construction. Field staff are required to carry surveillance notebooks while at the construction site to enter notes at the time that critical events take place. Upon their return to the office, a memorandum is written to summarize notations made during the site visit and distributed to appropriate parties. The surveillance notebook is kept in the field employee's project file during the term of construction and relocated to the office central file upon completion. This tested process assures the Owner of quality con- struction procedures which result in the safe and timely completion of the project, with complete adherence to contract documents. Any variations can be reviewed early and assessed with the Owner. H. submissions Review: The maximum term of review is determined on a project -by -project basis during the preconstruction conference, with a typical submission held for review no longer than three weeks. Our firm believes that our detailed review of all submittals is responsible for our constant positive cooperation with the contractor and for the understanding between the contractor and all parties involved. Each individual reviewer keeps an accurate record showing the date of receipt, review, and transmittal of all shop drawings, samples and other submissions required by the Contract Documents. Change Order Procedure: At the Owner's request, we prepare change orders as an additional service to modify the scope of the contractor's work, if necessary. The exact procedures for change orders are typically stipu- lated by the contract to again insure a clear understand- ing between Owner and Contractor. Cost Estimating Capabilities and Methods Used to Control Cost During Design and Construction of the Project. CTH+A enjoys an excellent record of success in assuring the project budgets are met. Each project starts with a detailed analysis of the financial constraints. Effective cost control techniques such as cost balance, unit pricing, alternative bids, etc., are applied as needed during various phases of each project. CTH+A has demonstrated effective cost control in previous projects, which have averaged 3% under budget. CTH+A has in-house computer programs for cost estimating and scheduling. Mr. Wilbur Peeler, C.B.I./G.C., is our in-house Construction Administrator. He has over 25 years of experience in construction. He is a certified building inspector and general contractor. He served as the Director of the Building and Zoning Department for a major South Florida municipality before moving to Orlando ten years ago. Mr. Peeler is currently in charge of our construction related services including cost estimates and quality control. CTH+A Team will be committed to complete the Ocoee Municipal Complex project within the established budget and on time or before the scheduled completion date while achieving the highest quality and functional performance standards. For the interim corporate head- quarters facility of Braniff Airlines, CTH+A undertook the renovation of the former International Arrivals Building at Orlando International Airport. An existing spaceframe canopy was enclosed to provide space for executive offices, conference areas, secretarial and reception functions. Two glass -enclosed atriums anchor each end of the new lobby introduc- ing natural light and landscaping into the interior. Office areas fea- ture a mixed plan of private offices and standard open office work stations providing flexibility for the reconfiguration or expansion of departments. With the success of the interim facility renovation, CTH+A proceeds on Braniff's continued Braniff, Inc. D r expansion in Orlando. More than 50,000 square feet of additional space has been planned for their immediate needs and the firm is currently providing planning services for Braniff's permanent corporate facility. Braniff, Inc. Mr. Hsu and his firm have successfully com- pleted various projects for Braniff at the Orlando International Airport. Baker Vice President Properties and Facilities Braniff, Inc. MING COURT RESTAURANT Ming Court Restaurant was inspired from traditional Chinese garden courtyards of the Ming Dynasty. Varied openings in gently curving garden walls allow glimpses of the exterior building elements, land- scaped courtyards, rock formations, and meandering waterway beyond. The covered winding walkway guides the visitor to the most inter- esting view while providing a pleas- ant refuge from the rain or sun. The path allows an overlook of the pond and rock formations, and culminates in a patio, provided for social functions and performances. The restaurant features the flexibil- ity of being separated for functions with varying numbers of guests. Ming Court /1's not likely that you've seen many Chinese restaurants as beautiful as Ming Court. A wall designed to look Eke the rolling back of a dragon surrounds a courtyard of ponds and floating gardens that are visible through the glass walls of the dining roans. The ceramic roof, marble entryway, white-linened tables and rosewood chopsticks are all touches that bespeak opulence. The Orlando Sentinel Florida Magazine Ming Court 1 we .r Id r- 10 s RAN-GETSU OF TOKYO RESTAURANT Ran-Getsu of Tokyo is a contem- porary restaurant in Orlando's tourist corridor. It features an exterior garden and pond inspired from traditional Japanese designs that serves as a focal point for the entry. The restaurant interior has a mod- ern Japanese atmosphere designed with flexibility for seasonal changes of decorative art. The plan was organized around the exterior water feature and contributes to the sense of spaciousness. More than three hundred guests can be seated in its two-tiered dining areas overlooking the garden and Ran-Getsu of Tokyo pond. Linear wood ceilings and floors of natural oak help define circulation paths linking each din- ing area. On the upper tier, custom wood screens finished in white fir provide a visual separation from adjacent areas. Ran-Getsu of Tokyo This is an excellent design for the theme con- cept. Its organization around water provides a good sense of the interior and contributes to the feel of spaciousness. Interiors make excellent use of color and materials. The scale of the interiors provides for open areas as well as enclosed cubicles. Orlando Magazine Achievements in Architecture Award OAK STREET MEDICAL OFFICE BUILDING Oak Street Medical Office Building includes 13,000 square feet of medical office space focused on a two-story open air atrium with a glass -enclosed elevator tower. An interior landscaped courtyard with water feature provides additional waiting areas for visitors. ORANGE COUNTY ADMINISTRATION CENTER CTH+A provided complete space planning and interior architecture services for the 130,000 square foot Orange County Administration Center. The first phase of the project involved the completion of the Master Facility Plan for various county departments located on five existing floors. The planning pro- cess included a survey of more than 500 county workers. The five project goals: • Improve morale • Stimulate productivity • Increase efficiency • Enhance community image • Establish guidelines for future growth All were successfully accomplished by the implementation of the Master Facility Plan.
