We have addressed all of the issues raised, questions asked and documentation requested in your Request for Proposal in this submittal. For your convenience, this information has been organized as enumerated in the Table of Contents. This is a very important project for the City of Ocoee. When completed, the new Municipal Complex will be the legislative and executive seat of government for one of the fastest growing and most progressive cities in Orange County. As such, the decisions we make together will be with Ocoee's citizens for a long time. We are confident that it is your desire to construct a functional complex of buildings, that can gracefully accommodate both change and growth, while presenting the kind of image that is consistent with the dignity of its purpose, and is constructed within your budget. We believe that we have put together a well-qualified team of professionals that bring a wealth of experience, demonstrated creativity, an outstanding track record for meeting schedules and budgets and an unparalleled commitment to this exciting project. (RDS) Orlando, Florida Cost Estimating Consultant Associated Cost Engineers (ACE) Orlando, Florida I C ANTICIPATED MEETINGS We anticipate that all official action regarding this expansion will be conducted at a g g Public/Commission meeting. Many of the "business" items can be placed on a consent agenda. It is our intent to be represented at all such meetings to make such presentations that may be required or answer any questions members of the Commission may have pursuant to any issue being discussed on this project. At a minimum, we would expect the following xpec Commission meetings would be necessary: 1. Approval of Contract. 2. Presentation of program and project analysis. 3. Presentation of Schematic Design package. 4. Presentation of Design Development package. 5. Report at 50% completion of Contract Documents. 6. Presentation of final Contract Documents and authorization to proceed with bidding. 7. Recommendation of Construction Contract award. 8. Monthly, at recommendation for payment to the General Contractor for work satisfactorily performed to date, including close-out and final payments. (If the project last six (6) months that would be a total of 14 public meetings). The number of meetings with staff and work sessions with the City Commission are much more difficult to predict. We would propose the following scenario: 1. A two or three day charrette with the Ocoee City staff to finalize program quantities, identify interdepartmental relationships, explore opportunities and get a firm grasp on the City's official priorities. 2. After developing some alternate conceptual approaches with order of magnitude costs, we should have a work session with key staff and the City Commission to establish the most appropriate direction to pursue. 3. As we continue to work through the process, meetings will be held on a pre-arranged schedule at our office or City Hall to review progress and resolve such conflicts and issues that inevitably occur in any project. It is reasonable to expect rather frequent meetings of this sort during both the Schematic and Design Development Phases of any project. L C 4. Once therocess enters p e to s the Construction Document Phase, we would expect the number of City personnel and frequency of meetings to diminish because of the primarily technical nature of the work. During this period we may have weekly or bi-weekly meetings with the City's designated Project Manager and personnel. 5. Both HHCP and GLKA are design oriented firms, committed to identifying opportunities and solving problems in the most creative and cost effective way possible. To this end, both firm's hold in-house design review meetings where questions are asked, approaches analyzed and solutions are subjected to aesthetic and technical criticism. Typically, these meetings include not only the project team, but in-house personnel not assigned to the project as well. We would invite the City and PEC to participate in these reviews. While the total number of such meetings is difficult to anticipate, rest assured we will attend 111 and actively participate in as many of these meetings that are necessary. This will be extremely easy for us because the Design/Project Architect is a resident of Ocoee and can easily arrange to be at City Hall almost any time. 1 I C C I I C CLERK OF THE WORKS These services provide for full-time Owner via Architect ett representation on the site during the construction process. This presence during the construction period is over and above the "normal" construction contract administration services provided by the Architect and his consultants. The obvious advantage of these services is a full-time set of eyes at the site. Typically, this service is economically justified by very large complex projects, messy extensive renovation projects where existing conditions are unknown or in construction of projects which have accelerated schedules. The disadvantage of Clerk of the Works services are: 1. Additional cost burden to the project. 2. Employment of a Clerk of the Works will not replace services or fees for construction administration normally associated with the Architect's services. In this particular case, although we do have some renovations in this project, we do not see them as particularly complicated nor of the scope that would justify the services of a Clerk. While this is a significant project to the City of Ocoee and our firm, it candidly is not large enough to justify the services of a Clerk, provided the time schedule for the construction is reasonable. At this point, given the limited information available to us, we would not recommend shortening the construction period. Such actions only increase construction costs (overtime and additional supervisory personnel) from the General Contractor and add the services of a Clerk of the Works to the total project costs. Assuming there is no urgent need to occupy the facilities and the concern for meeting the budget is serious, compressing the construction period only serves to reduce the actual number of dollars available for construction. 1 I I C During construction we provide you a monthly project report that summarizes the process to date. It includes the status of all actions such as issuance of Architect/Engineer Supplemental Information, Shop Drawing Review, Contractor's Request for Information, Pending or Possible Change Order Items, Updated Schedule and an "Action Required List". This list gives current status for the Owner, Architect, Engineer(s) and Contractor on all items and their due date required to keep the project moving with all forms of communications and documentation being done on a timely basis. It's a known fact that early problem identification and a prompt decision or resolution is the keystone to a successful project. Our firm's use of the MonthlyReport with the "Action Required List" has been used bythe State of Florida Department of General Services as an example of how good construction administration is to be done. 1I 1 I I C I C 2. CONSULTANT SELECTION We have selected our consultants specifically to address what we perceive to be the particular demands of your project. Heiman Hurley Charvat Peacock/Architects, Inc. has a long-term working relationships with these consultants. They have extensive experience in public sector work, have completed similar municipal projects and have experience with confinement facilities and are familiar with the rules and regulations of the Department of Corrections as well as having track records for meeting schedules and budgets and have proven to be cooperative and effective team players. The credentials of each of our consultants are incorporated in the appropriate sections of this submittal (i.e., resumes, SF 254's and SF 255's). Our rationale for including each of these consultants on our team is as follows: Glatting Lopez Kercher Anglin (GLKA) An extremely professional group of planners, landscape architects and transportation specialist with the best design talent in Central Florida. They are familiar with the City of Ocoee, have a good working relationship with both your staff and civil engineer (PEC) and are the authors of some of the best planned projects in Ocoee. In addition to these qualifications, GLKA's Principal-in- Charge, John Reinhart, is a resident of West Orange County and personally committed to quality development in his neighborhood (which includes Ocoee). John's commitment to quality development goes beyond professional concerns and includes the quality development of the areas children as demonstrated by his position on the West Orange County Y's Board. Alan-Conrad-Mitzo. Inc. (ACM) ACM are structural engineers, are without peer in Central Florida and are long-time associates of HHCP. We are using ACM because they have been instrumental in assisting HHCP in the development of our track record for meeting schedules and budgets as well as award winning designs. C L R. Douglas Stone & Associates (RDS) R. Douglas Stone & Associates are our mechanical/electrical and plumbing consultants. Like ACM, they too are long-time contributors to our success as architects. Doug Stone's office, in our opinion, are the experts on energy conservation in Central Florida and responsible for designing the most energy efficient buildings in the area. It is almost unbelievable how much of the construction budget is diverted to air conditioning, lighting, power distribution, plumbing, fire suppression(sprinklers); telecommunications, as well as security and computer systems. Doug and his associates have consistently provided HHCP with very effective, efficient solutions to these problems that have been extremely cost effective. Associated Cost Engineers (ACE) Associated Cost Engineers are our cost consultants forthis project. Whenever we suspect that the construction funds are fixed, we retain the services of this firm. Over the years, they have helped us achieve our outstanding track record for meeting our clients budgets. We believe they will be very important on your project. 1 C I C 3. APPROACH AND SERVICES/REASONS FOR SELECTION This section is organized into three (3) major areas. The first special/unique qualifies and services, the second is specific goals and objectives and the third is potential opportunities and observations. The special or unique qualities and services we bring to this project are: 0 A real personal commitment of our Project Architect and Designer to a successful project from a functional, economic and aesthetic point of view. Mr. Swickerath is a resident of Ocoee and he gives our team the best understanding of the community in general, as well as the site with its potential and the existing facilities of any firm any firm applying for this Commission. 0 We bring to this project the services of an internationally known firm recognized for the quality of its design product. Your Project Architect and Designer has contributed to that reputation and has been responsible for design work on two of these projects. O Like our competitors, we have more than enough experience in these buildings types to successfully complete this project. O We have designed several theatres, auditoriums, commission chambers, court rooms — all public assembly spaces with unique sight line problems similar to yours. • O We have designed radio and television studios as well and are technically current with the state-of-the-art audio/visual systems and understand the acoustical problems of these types of spaces. 1 O We have access to a very exclusive computer data base and cost estimating program. This program averages building costs nationwide and factors in contingencies for site, location and construction systems. With the use of this conceptual estimate generator, we can very early in the process (Program and Schematic Phase), construct remarkably accurate statements of probable costs. 0 HHCP provides interior design and space planning services in addition to architectural services. We are capable of generating very functional plans which efficiently use the floor plan area. O We have experience in the design of sally ports and holding facilities and see the demands of this project as well within our competence. Approach: Our goal is to provide the City of Ocoee with the finest municipal complex in Central Florida that is constructed within your established budget. To achieve that goal, we are proposing to accomplish several objectives, each with a series of tasks outlined here. I Objective 1 - Define and articulate design problem. Task Confirm program and agree on quantity and quality of space required. Task Confirm inter-divisional inter-departmental relationships. Task Ascertain if it is our charge to provide the best solution to the fine conceptual eP plan prepared by the City or provide the greatest quantity of high quality spaces for the City's use, within the budget. Task Quantify the probable need for space to the year 2010. Task Explore potential for accommodating anticipated growth. Task Analyze existing structures and use to ascertain short-term and long-term values to the City. Task Examine construction sequence of alternate development scenarios in terms of both construction cost and inconvenience to employees, operations and the citizenry. Objective 2 - Control Costs Task Identify "fixtures, furniture and equipment" included in total project cost and back out of the budget. Task Inventory existing building to ascertain actual area and type of construction per the Standard Building Code and evaluate financial implications of fire separation requirements. Task Look at different development scenarios which may or may not expand site to achieve economies. Task Run a series of computerized conceptual estimate generator programs to analyze the probable cost of alternates (see Strategies and Services). Task Present and review with staff and commission results to establish most appropriate direction. Task Quantify and establish quality of all project components and develop probable costs. Examine the estimate and determine what can be added or deleted. Task Present alternatives to City to achieve economies required and jointly using the City's priorities, make adjustments. Task Employ standard construction techniques and systems to encourage competition. I C Task Analyze value to Cityof various alternatives for interior and exterior finishes. Task Keep detailing sound, but simple. Task Clearly identify alternates in documents, if they are required. Task Employ a design approach that minimizes construction problems on-site, provides easy access to contractor, divorce public and employee circulation from'the construction site and insure quick access to areas scheduled for renovation. Objective 3 - Develop an Efficient Functional Plan Task Review program requirements as established in Objective #1. Task Analyze the multiple user requirements of the complex accounting for security, convenience and efficiency of the plan from the view of the public (business and after hours Commission meetings) and staff. Task Inventory actual equipment and personnel for each space. Task Develop alternative space planning studies for the City's review. Task Reduce amount of corridor to a minimum, consistent with egress requirements of the Life Safety Code and the Standard Building Code. POTENTIAL OPPORTUNITIES AND OBSERVATIONS Police Station: If you are going to be booking inmates, we feel it is important to retain the sally port facility. The sally port itself does not have to be expensive and provides the arresting officer a degree of safety and opportunity to disarm just prior to the booking activity. It is at this point in the process that the officer is at the highest risk, his charge is unknown and if indeed this arrestee is dangerous or panicked, the officer and community are in jeopardy. The Commission Chambers: This major public space should exploit the view to Stark Lake. The fact that the view is to the east presents some unusual conditions pursuant to solar orientation and heat gain. We have some interesting solutions that would minimize the thermal gain and retain the view or views that we would like to discuss at the interview. As the legislative chamber of City government, this space more than any other feature of the complex, has the right to assert itself as the symbol of the project. We would like to design the chambers so that they accurately reflect the relationship between the electorate and Honorable Mayor and City Commissioners. While the chambers should be dignified, they need to be comfortable and functional and be planned in such a way as to encourage citizen participation. We understand your concern for proper acoustics and technically competent audio equipment, are familiar with the requirements of broadcasters and assure you that this commission chambers will satisfy your concerns. I The way the public and employees actually aProach and circulate through the City Hall is an important issue with us. Ideally, the commission chambers and the administrative functions of this building would be accessed from the same parking lot and perhaps the same entrance. Care must be taken, of course, not to violate the security of the administrative functions while the chambers are being used after hours. These seemingly contradictory statements actually generate some exciting, but cost effective possibilities. It may be here that the real uniqueness of this complex is expressed architecturally and we can most appropriately explain these concepts in our interview. C • C C C C C I I 4. I C, Question 2 - Professional Personnel Assigned to the Municipal Complex: En p D The Principal-in-Charge of this project is Alan C. Heiman FAIA. This municipal complex ex is important enough to us that we are assigning the President of our firm to it. On a dailybasis, you will be working o sang with Jim Swickerath, AIA and Tom Montero, MA, CSI. The Project Architect/Designer will be Jim Swickerath and the Project Manager will be Tom Montero. Jim Swickerath is a Senior Associate with our firm, has experience with city halls and correction facilities and the recipient of numerous awards and recognitions for the quality of his work. Tom Montero is also a Senior Associate at HHCP, worked on the Seminole County Courthouse Annex and has over 20 years experience managing architectural projects. Tom is a member of the Construction Specifiers Institute (CSI), holds a Regional Director membership in that association and is recognized as one of Central Florida's finest technical architects. The team of Montero and Swickerath have worked together for eight years and they have an outstanding track record for meeting schedules and budgets (see Question 9 this section) Two of these projects have garnered national recognition for quality design. We will also use John Newlin, AIA, a corporate Vice President, on this project. John is our Specifications Writer. Interior design assistance will be provided by Paula Shuford and the construction contract administration provided by Bob Szafranski, Vice President, who is a licensed General Contractor. While it is not impossible for us to meet the schedule in Ms. Swilley's Memo of June 17th backing the project up one month, we would not recommend doing that. We have just completed the design of a major project in Japan and expect to be involved with Japanese architects and engineers in the fall, as they produce the Contract Documents for the Japanese market. None of these projects involve any of the team members assigned to Ocoee's Municipal Complex. • Jim Swickerath and Tom Montero have just completed the design of Leigh Hall at the University of Florida and while they will both oversee the remaining production effort, they will be in a position to invest the majority of their time to your project. In fact, it is our intent to reduce Jim's time in Leigh Hall to answering questions and a few meetings so he can focus his attention on this project. As time goes on, Mr. Montero's involvement in your project will intensify and commitment to Leigh Hall will naturally diminish. This project comes at a very good time for us and we have more than enough manpower to produce it on time. I r C. Question 9 M ' r Projects Completed � Ql We are verypleased with our abilityto meet our clients schedules and have our projects p sects constructed within budget. HHCP has numerous repeat clients and clients simply do not come back to architects that miss schedules or design projects which are over budget. In the case of the architects who will be working with you, their track record for completing work on time and building them within budget us truly enviable. The record established by Montero and Swickerath was earned on public school construction projects, where budgets are IL tight and schedules are critical. Of the seven projects they have collaborated on, the aggregate owner's budget was $17 million, plus the total sum of the low bids was $16.3 million and changes orders for all seven projects amounted to only $215,000, which was 1.3% of the total bid price. C QUALIFICATIONS OF THE PROPOSED CLERK OF THE WORKS HHCP does not employ individuals whom we would use as a Clerk of the Works; most architects P Y do not. Should the Citydesire the services of a Clerk of the Works, we would write a job description P of the specific kinds of expertise required for your particular project and solicit interests through advertisements and our contacts in the construction industry. Honestly, it is too early to even start looking for such an individual. The project scope is undefined and both the length of construction and start date are unknown. We would expect the annual salary of an appropriately experienced Clerk to be between $30,000 to $40,000 annually. If the project construction period is less than one year, the figures would most likely increase. On top of the salary, we would have to provide office facilities on the site, benefits, and a reasonable multiple to cover profit and overhead. While the services of a clerk would increase our fee we do not see the necessity for these services at this time. Founded in 1974, Glatting Lopez Kercher Anglin, Inc. is a 40-person community planning, landscape architecture and transportation planning firm located in downtown Orlando. GLKA is committed to a philosophy that stresses a comprehensive approach to successful project execution. We bring two important disciplines, site planning and landscape architecture, to the HHCP team for the Ocoee City Hall and Police Station expansion. We have previously been associated with HHCP on numerous projects that have required a close integration of these services with theirs. Our communities have traditionally developed around their downtown areas which have been anchored by both public buildings and spaces. The opportunity presented Ocoee to expand City Hall and the Police Station and build upon Ocoee's vision of their center of government is very important. Ocoee has all of the ingredients that can lead to a very functional and exciting place. Communities have the opportunity to develop major facilities at rare occasions in their growth and it is vital to plan the facility with the knowledge and expectation that it will serve the community for years to come. Our approach as a member of the HHCP team will be to work closely not only as a member of the project team, but with the City of Ocoee staff as well. We believe strongly in an iterative design process that requires the collection and analysis of information, the development of different alternatives, and the selection of the best alternative. As we proceed through the site planning phase of the project these three steps can occur several times as we continually refine and focus on the best solution. City staff has already completed a significant amount of work in the area of programming and initial site evaluation. Our first task would be to review with staff their current understanding of the project and what they believe the objectives of the community of Ocoee are for the City Hall complex. We will take advantage of the work already completed. The practice of landscape architecture for public spaces requires special attention in several areas. The selection of plant material that is generally indigenous to the area, easy to maintain, high quality and within the cost parameters of the project are fundamental to excellent civic design. The design must reinforce the architecture of the place creating public spaces that are functional and enduring. Ocoee has a tremendous site with the close proximity of the Withers-Maguire house, Starke Lake, Lakeshore Drive, the community boat ramp, City Hall, the fire and police stations and the community center. The landscape design can provide the fabric that knits all of these activities into a community complex. We have worked for the City of Ocoee and understand the area well. Because of the L diversity of downtown interests, we believed participatory planning and community involvement were necessary to bring consensus to the redevelopment plan. The redevelopment district established in New Smyrna Beach has been one of the most successful in the State for a small to mid-sized community (population of 16,000).
