RE: BOOM MOWER BIDS/PURCHASE
Recently the boom mower was damaged during use; the damage was not
the result of misuse or abuse but was rather the consequence of
constant use over the 8 years (purchased in April, 1984) in the
City' s inventory. Estimates to repair the already repaired or
patched unit amounted to $4,000 . The Public Works Department along
with the Utilities Department recommended replacement as being more
cost-effective.
Specifications were duly advertised. The bid opening occurred on
November 23, 1992 at 2 : 00 p.m. The attached tabulation sheet
details the responses . The recommendation plus ordering
clarifications from Public Works are also included.
No funds were budgeted for this capital expenditure. However,
based upon the need for this heavily used piece of equipment monies
can be redesignated from the following account lines :
Water/Operating Supplies 401-533-5202 $1,000
Wastewater/Operating Supplies 403-535-5202 1 ,000
PPTD/Vehicle Parts 001-541-4605 2,000
Stormwater/Contingency Reserve 103-538-4900 7 ,000
These would be placed for capital outlay into 001-541-6400 ($4,000 )
and 103-538-6400 ( $7 ,000 ) .
Action Requested
The Honorable Mayor and Board of City Commissioners ( 1 ) award the
purchase of the boom mower to Robinson Equipment Company for a
Turner Gorilla at the bid price of $11 ,000 and (2 ) approve the
necessary redesignation of funds as outlined.

RE: Boom mower bids
Buddy Elmore and I have reviewed the bids you supplied to me from
Robinson Equipment Company, who recommended the purchase of a
Turner Go rilla at a bid price of $11 , 000 . 00 ; Rod Seekinger,
distributor, who bid a Mo-trim mower at $12 , 450 . 00 ; and Orlando
Ford New Holland, Inc. to supply an Alamo at $12 , 512 . 00.
Based on seeing the Alamo and the Mo-trim mowers at Orange County,
and seeing the Turner mower in Palm Bay, I am certain that any of
these three manufacturers could provide us with a quality product.
Therefore, based on the bid of $11 , 000, by the Robinson Equipment
Co . , Inc . to provide the Turner mower, it is respectfully requested
that we proceed with the purchase of this mower and fund the
purchase amount from the Stormwater Utility.
For your information when ordering, the hydraulic pump should work
off the PTO instead of direct drive . The direct drive has two ( 2 )
disadvantages, la) constant hydraulic pressure places undue strain,
thus creating maintenance to the hydraulic system in hose breakage,
fittings, etc . , and lb) the current placement of the pump is in an
area where it is easily damaged during normal operations. 2 ) that
a 48" flail axe head listed in the optional head attachment on page
7 , be provided at no additional cost to replace the 60" rotary
mower head. The flail mower is a safer operation vs. the rotary
head. Jim Proce , supervisor, Public Works in Palm Bay, had
purchased the rotary mower last year and is changing applications
to the flail for safety and maintenance considerations.
In your memo there was a caution noted by the Orlando Ford New
Holland that a 500 pound counter weight is necessary in the left
rear wheel . Weights were previously installed and it is felt the
note is not applicable.
