Proclamation
Whereas, Hospital or nursing home patients have the right to be treated with courtesy and
respect, with appreciation of their individual dignity in an environment that
contributes to a positive self-image; and
Whereas, Hospital or nursing home patients have the right to be free from mental,
physical, sexual and verbal abuse, neglect and exploitation; and
Whereas, Patients have the right to be protected in their need for privacy and to receive
care in a safe setting; and
Whereas, There should be penalties for Health-care Facilities for covering-up serious
violations; and
Whereas, Clara Mae Bowman was a victim of sexual assault by a male nurse in 2006; and
Whereas, Edward Bowman, Clara's husband, has worked tirelessly to have a law enacted
to protect patients against sexual predators working in hospitals, nursing homes,
and medical facilities.
Now, Therefore, the Ocoee City Commission does hereby declare their support for legislation
that would protect all patients against sexual predators working in hospitals, nursing homes or
other medical facilities and to have penalties assessed against those medical facilities in
violation of "Clara's Law."
