Crown Point Road Warehouse (AKA All American Barricades) Preliminary/Final Large-Scale Site Plan Project# LS-2018-013 Commission District# 3— Richard Firstner BACKGROUND SUMMARY: The subject property is zoned PUD "Planned Unit Development" and is located on the east side of E. Crown Point Road and 560 feet north of the intersection of Crown Point Cross Road and E. Crown Point Road The subject site is approximately 2.4 acres in size. The subject site is currently undeveloped. The subject site parcel ID numbers 12-22-27-0000-00-081. The current future land use and zoning classifications of the surrounding properties: DIRECTION: CURRENT FUTURE LAND USE CURRENT ZONING Orange County/Low Density Orange County/"A-1" North Residential East Central Florida Expressway Authority Right of Way South City of Ocoee/ Light Industrial _ City of Ocoee/PUD—Light Industrial West City of Winter Garden/Low-Density City of Winter Garden/"R-1" Residential ISSUE: Should the Honorable Mayor and City Commissioners approve the Preliminary/Final Site Plan for 901 E. Crown Point Road Warehouse (AKA All American Barricades)? DISCUSSION: The 901 E. Crown Point PUD Warehouse Preliminary/Final Site Plan is proposing a light industrial warehouse/office development. The parcel consists of 2.4 acres of mostly undeveloped property, with a manufactured home shown on the property since 2001. The Preliminary/Final Site Plan consists of developing a 28,000 square foot office warehouse in one phase. The building will be broken into twelve suites/units consisting of at least 2,403 square feet. Each unit will have a warehouse door located on the front, adjacent to the front door to the office. Access will be via one full access driveway on E. Crown Point Road. The entrance is approved by Orange County to be constructed without a left turn lane. Parking is provided by 91 parking spaces. The requirement based roughly on code is about 60 parking spaces. The applicant has agreed to dedicate ten (10) feet of right- of-way for future utility locations. The subject property is located within the SR 429 Overlay "Business Center" Activity. The proposed use and building complies with the guidelines of the overlay. Although the proposed building has front load garage doors, the applicant positioned the building so as the doors do not face East Crown Point Road. Staff supports the proposed architecture and landscape plan as meeting the overlay requirements. DEVELOPMENT REVIEW COMMITTEE RECOMMENDATION: The Development Review Committee (DRC) met on November 7, 2018, and reviewed the Preliminary/Final Site Plan 901 E. Crown Point Road Warehouse. A discussion on using manholes or cleanouts for sewer lines within the property was the only undecided item left to approve the plans. As either method will be approved, the Development Review Committee voted to recommend approval of the Preliminary/Final Site plan for 901 E. Crown Point Road Warehouse. PLANNING AND ZONING RECOMMENDATION: The Planning and Zoning Commission (P&Z) reviewed the proposed Preliminary & Final Subdivision Plan for 901 E. Crown Point Road Warehouse on Tuesday, November 13, 2018. The P&Z voted unanimously 3-0 to recommend approval of the Preliminary & Final Subdivision Plan. RECOMMENDATIONS: Staff recommends the Honorable Mayor and City Commission approve the Preliminary & Final Large-Scale Site Plan for 901 E. Crown Point Road Warehouse (A.K.A All American Barricades).
